MINUTES OF A SPECIAL MEETING OF THE AVON LAKE CITY COUNCIL MAY 5, 2025 A special meeting of the Avon Lake City Council was called to order on May 5, 2025, at 7 p.m. in the Council Chamber with Council President Fenderbosch presiding. Ms. Gentry led Council, staff, and the public in the Pledge of Allegiance. Present: Councilmembers Zach Arnold, Jennifer Fenderbosch, Amy Gentry, David Kos, Rob Shahmir, Geoff Smith, and K. C. Zuber; Mayor Mark Spaetzel; Law Director Gary Ebert; Finance Director Beth Krosse; Public Works Director Jon Liskovec; and Clerk of Council Valerie Rosmarin. Also Present: State Representative Joe Miller, District 53. MOTION Mr. Smith moved to accept the resignation due to the retirement of Police Chief Vincent Molnar, effective May 9, 2025. Yes: Gentry, Kos, Shahmir, Smith, Zuber, Arnold, Fenderbosch No: None Motion passed. LEGISLATION First Readings: Ordinance No. 25-96, AN ORDINANCE CONFIRMING THE APPOINTMENT OF CALEB ROBINSON AS POLICE CHIEF IN THE POLICE DEPARTMENT AND DECLARING AN EMERGENCY, was read by title only. Mr. Smith moved for suspension of the rule requiring three readings. Yes: Gentry, Kos, Shahmir, Smith, Zuber, Arnold, Fenderbosch No: None Motion passed. Mr. Smith moved for passage of Ordinance No. 25-96. This legislation will confirm the appointment of Caleb Robinson as Police Chief in the Police Department at an annual salary of $136,363.76, effective May 10, 2025. Yes: Gentry, Kos, Shahmir, Smith, Zuber, Arnold, Fenderbosch No: None

May 5, 2025, Special Council Meeting Minutes 2 Motion passed. Ordinance No. 25-96 adopted. Mayor Spaetzel administered the Oath of Office to Caleb Robinson. Ordinance No. 25-97, AN ORDINANCE CONFIRMING THE APPOINTMENT OF ANTHONY FABRIZI AS LIEUTENANT IN THE POLICE DEPARTMENT AND DECLARING AN EMERGENCY, was read by title only. Mr. Smith moved for suspension of the rule requiring three readings. Yes: Gentry, Kos, Shahmir, Smith, Zuber, Arnold, Fenderbosch No: None Motion passed. Mr. Smith moved for passage of Ordinance No. 25-97. This legislation will confirm the appointment of Anthony Fabrizi as Lieutenant in the Police Department at the hourly rate of $56.94, effective May 10, 2025. Yes: Gentry, Kos, Shahmir, Smith, Zuber, Arnold, Fenderbosch No: None Motion passed. Ordinance No. 25-97 adopted. Mayor Spaetzel administered the Oath of Office to Anthony Fabrizi. RECOGNITION OF POLICE CHIEF VINCENT MOLNAR Mayor Spaetzel delivered a heartfelt recognition honoring Police Chief Vincent Molnar upon his retirement, highlighting his nearly 30-year career with the Avon Lake Police Department. Chief Molnar rose through the ranks from Officer (1995), to Sergeant (2001), to Detective Sergeant (2006–2013), and then Lieutenant (2013). During his tenure, he helped make Avon Lake safer through data-driven crime reduction strategies, formed the Eastern Lorain County Emergency Response Team, and led the Department to be the first in the County to hire a victim’s advocate. He navigated significant transitions, including hiring nearly 50% of the current force, promoting several supervisors, expanding part-time staffing, and implementing a strong succession plan. Mayor Spaetzel read a proclamation recognizing Chief Molnar’s leadership, achievements, and lasting impact on the community, concluding with gratitude and well wishes for his future.

May 5, 2025, Special Council Meeting Minutes 3 Mayor Spaetzel presented additional commendations to Chief Molnar from U.S. House Representative Robert Lada and U.S. Senator Bernie Moreno. Ohio State Representative Joe Miller presented a commendation to Chief Molnar and incoming Chief Robinson and expressed his appreciation for their dedication to the City and public safety.
