MINUTES OF THE SPECIAL MEETING OF THE AVON LAKE CITY COUNCIL FEBRUARY 2, 2026 The special meeting of the Avon Lake City Council was called to order on February 2, 2026, at 8:45 p.m. in the Council Chamber with Council President Smith presiding. Public Works Director Liskovec led Council, staff, and the public in the Pledge of Allegiance. Present: Councilmembers Jennifer Fenderbosch, Amy Gentry, Kayla Goodwin, David Kos, Matthew Reynolds, Rob Shahmir, and Geoff Smith; Mayor Mark Spaetzel; Law Director Gary Ebert; Finance Director Beth Krosse; Public Works Director Jon Liskovec; and Clerk of Council Valerie Rosmarin. LEGISLATION First Reading: Resolution No. 26-10, A RESOLUTION AUTHORIZING THE EMERGENCY PURCHASE OF ROAD SALT FROM NATIONAL SALT DISTRIBUTORS, INC., DUE TO A SUPPLY SHORTAGE AND DECLARING AN EMERGENCY, was read by title only. Mrs. Fenderbosch moved for suspension of the rule requiring three readings. Yes: Kos, Reynolds, Shahmir, Smith, Fenderbosch, Gentry, Goodwin No: None Motion passed. Mrs. Fenderbosch moved for passage of Resolution No. 26-10. This legislation will authorize the Finance Director and the Public Works Director to purchase road salt from National Salt Distributors, Inc., of Bellefontaine, Ohio, in an amount not to exceed $108,500. Due to the current salt shortage, the City’s contracted supplier, Cargill, is unable to provide road salt. Pursuant to the terms of the contract, if Cargill is unable to fulfill its obligations, the City is authorized to procure salt from an alternative vendor, and Cargill is required to reimburse the City for the cost of such purchase.
