RESOLUTION NO. 26-16 INTRODUCED BY: Ms. Gentry A RESOLUTION ACCEPTING A GRANT IN THE AMOUNT OF $9,500 FROM THE DEPARTMENT OF HOMELAND SECURITY AND STATE AND LOCAL CYBERSECURITY GRANT PROGRAM AND DECLARING AN EMERGENCY. WHEREAS, the State of Ohio, through the CyberOhio Team and Ohio Emergency Management Agency, has made federal funding available under the State and Local Cybersecurity Grant Program (SLCGP) to support local government migration to the “.gov” domain, offering reimbursements up to $9,500 with a required 20% local cost share, and requiring participation in Cybersecurity and Infrastructure Security Agency (CISA) Cyber Hygiene Services and the Nationwide Cybersecurity Review (NCSR); and WHEREAS, migration to a “.gov” domain strengthens the City’s cybersecurity, reduces risks such as spoofing and phishing, aligns with state and federal best practices, and supports a secure and trusted digital presence for residents, with the project eligible for completion within the federal performance period ending November 30, 2027; and WHEREAS, Council finds that acceptance of this grant is in the best interest of the health, safety, and welfare of the residents of Avon Lake. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF AVON LAKE, STATE OF OHIO: Section No. 1: That Council hereby accepts the grant in the amount of $9,500 from the Department of Homeland Security and the State and Local Cybersecurity Grant Program, for the purpose of supporting the City’s migration to a secure “.gov” internet domain, including eligible costs associated with domain registration, Domain Name System (DNS) services, and related cybersecurity requirements, with the understanding that the project requires a 20% local cost share as a condition of federal reimbursement. Section No. 2: The Mayor and/or the Finance Director are hereby authorized and directed to execute any documents and take any actions necessary to accept, receive, and administer said grant funds in accordance with the grant requirements. Section No. 3: That it is found and determined that all formal actions of Council relating to the adoption of this Resolution were taken in an open meeting, and that all deliberations of Council and its committees resulting in such actions were conducted in meetings open to the public in compliance with all applicable legal requirements, including Section 121.22 of the Ohio Revised Code. RESOLUTION NO. 26-16 Page | 2 Section No. 4: That this Resolution is hereby declared to be an emergency measure, the emergency being the immediate preservation of the public health, safety, and welfare of the public. Therefore, this Resolution shall be in full force and effect from and immediately after passage and approval by the Mayor.
