ORDINANCE NO. 26-29 INTRODUCED BY: Mrs. Fenderbosch AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH CINTAS FOR ENTRY MATS AND MISCELLANEOUS WORKPLACE SERVICES USING THE OMNIA® PARTNERS COOPERATIVE PURCHASING PROGRAM AND DECLARING AN EMERGENCY. WHEREAS, the Public Works Director has recommended the City enter into an agreement with Cintas for the provision of entry mats and miscellaneous workplace services for City facilities; and WHEREAS, the pricing and service proposal offered to the City through the OMNIA® Partners Cooperative Purchasing Program provides reduced and standardized State of Ohio contract pricing for floor mats and workplace services utilized by the Public Works Department; and WHEREAS, Council finds that the participation in the OMNIA® Partners cooperative purchasing agreement and the execution of a five-year service contract with Cintas is in the best interest of the City to maintain clean, safe, and accessible public buildings while utilizing competitively bid cooperative purchasing options. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF AVON LAKE, STATE OF OHIO: Section No. 1: That the Mayor is hereby authorized and directed to enter into a five-year contract with Cintas for the furnishing of entry mats and miscellaneous workplace services through the OMNIA® Partners Cooperative Purchasing Program, at an annual cost not to exceed $936.26. Section No. 2: That the Mayor and/or Finance Director are authorized to execute all documents necessary to implement this Agreement and to take all actions necessary to administer and carry out the terms of the contract. Section No. 3: That it is found and determined that all formal actions of Council relating to the adoption of this Ordinance were taken in an open meeting, and that all deliberations of Council and its committees resulting in such actions were conducted in meetings open to the public in compliance with all applicable legal requirements, including Section 121.22 of the Ohio Revised Code. Section No. 4: That this Ordinance is hereby declared to be an emergency measure, the emergency being the necessity of providing entry mat services for City facilities to protect the health, safety, and welfare of the public. Therefore, this Ordinance shall take effect immediately upon its passage and approval by the Mayor.
