City of Bay Village Council Minutes, Regular Meeting Council Chambers. Dwight A. Clark, President of Council, presiding. November 17, 2025 President of Council Dwight A. Clark called the meeting to order at 7:32 p.m. with roll call and the Pledge of Allegiance led by Peter J. Winzig, Council-at-large. Present: Dwight A. Clark, President of Council. Also Present: Law Director Mark Barbour, Finance Director Jim Milton, Police Chief Rob Gillespie, Fire Chief Chris Lyons, Director of Public Service and Properties Mary Kay Costello, Recreation Director Dan Enovitch, Building Director Eric Tuck-Macalla, Community Services Director Kathy Messeri, Administrative Project Leader John Rostash, Scott Wagner, Vice President of Corporate Operations, Regency Construction, Inc., Erik Thompson, Project Manager, Regency Construction, Inc., Clerk of Council Joan Kemper. Motion by DeGeorge to dispense with the reading and approve the minutes of the Regular Meeting of Council held November 3, 2025, as prepared and distributed. Motion carried. 7-0. ANNOUNCEMENTS There were no announcements this evening. REPORTS Law Director Barbour had no report this evening. Regular Meeting of Council November 17, 2025 Finance Director Milton thanked Diane Truman, Assistant Finance Director, and Reiley Johnston, Finance Assistant, in their efforts to help put together the 2026 Budget. Police Chief Gillespie reported that the Deer Culling Program will start next week at bait sites, and the culling process will begin the first week of December. The Food for Fines Program will be accepting canned food instead of cash for payment of overnight parking tickets for the period of Thanksgiving to New Year. Central Dispatch switched over late last week to North Olmsted, with no issues. Everyone seems to be liking the change. Director of Public Service and Properties Mary Kay Costello reported that leaf collectiomis making its fourth trip through the City, with employees working 10 hours per day, and this past Saturday. Director Costello thanked all personnel for working so hard. Director Costello welcomed Tracy Palmer to the Service Department as Administrative Assistant and a welcome addition to the administrative team. Director of Community Services Messeri reported that the toy drive at the Bay Village Community Center is still ongoing, working with St. Aloysious Parish in Cleveland and accepting new toys only. There has been a significant outpouring of support from the. community. The toy basket will be onsite until the end of this week. Working with the Middle School, one hundred volunteers have signed up to rake leaves for seniors beginning Friday, November 21 and concluding Saturday, November 22. Director Messed thanked all who have committed to being Snow Angels this winter, volunteering to clear snow for seniors. This year there are more Snow Angels than recipients. The Thankful Feast at the Dwyer Community Center has been sold out for some time. Ms. Messeri thanked Brookdale Senior Living for their support and for providing meals for seniors. Mr. Clark noted that sixteen families will receive the service of the Bay Men's Club this Saturday, raking leaves on their property. Ms. Messeri expressed appreciation to the members of the Bay Men's Club. Fire Chief Lyons thanked Finance Director Milton and his team, as well as the members of the Finance Committee, for arranging the financing of the fire station project. The work is appreciated by the members of the Fire Department and the community. A new fire hose was purchased this year by the Fire Department. The old fire hose was put to, good use by being donated to Cuyahoga Community College for their fire training program. Also, Concord Township experienced an emergency recently with their supply hose and will be able to use old fire hose donated to them for at least the next six months. 2 Regular Meeting of Council November 17, 2025 Building Director Tuck-Macalla reported that two of his staff are in Columbus, Ohio today and tomorrow for training. A certificate of occupancy has been issued for Village Rose Deli on Bassett Road. Pin High Golf in the Bay Square Shopping Center opened this past weekend. Recreation Director Enovitch expressed congratulations to the Bay High Soccer Programs. The Boys Soccer Team were runners-up, and the Girls Soccer Team won State Championship the second year in a row. Mr. Clark noted that Athletic Director Spellman and Coach Simpson will bring the Girls Soccer Team into a Council meeting for recognition early next year. Mr. Clark noted that the Boys and Girls Soccer Teams from Bay High School were in the final championships. Director of Human Resources and IT Director Demaline was excused this evening. AUDIENCE Deneen Seljan, Pellett Drive, thanked each member of Council for running again and serving our community. Ms. Seljan noted that this has been an eye-opening education, and she appreciates the time, detail, and areas of expertise. Ms. Seljan stated that it seems that dispatch has moved ahead of schedule. North Olmsted has said that Bay would start November 15. The Chief has been saying it wouldn't be until the f i r s t of the year. Ms. Seljan asked Chief Gillespie if it is correct that North Olmsted has started dispatching for Bay Village as of November 15. Ms. Seljan asked what is happening to the Community Care Program now that dispatch is in full swing. What is the final cost of the transition? Retrofitting the station? What is the overall cost to the taxpayers? What i s happening to the Community Care Program? Chief Gillespie stated that they are still doing it. In response to Ms. Seljan's question about who is doing it, Chief Gillespie responded the person who is in the building that day, the office. coordinator, his administrative assistant. Ms. Seljan asked about the process now. If there is an emergency, I walk into the station arid, what do I do? Chief Gillespie stated that they are committed to keeping a staff 24/7. There will always be someone there so either talk to the person at the counter, ring the buzzer, or pick up the telephorie, at the front desk. Ms. Seljan asked if there is a determined amount of time the police station will be staffed that' way: 24 hours a day, seven days a week. I Chief Gillespie stated that it will be for at least 2026. 3 Regular Meeting of Council November 17, 2025 Mr. Winzig noted that the Finance Committee, in establishing the Budget for 2026, set aside funds so that it would be in place. Ms. Seljan stated that the Community Care Program had the dispatchers in Bay Village calling the elderly in the community, sometimes for Wellness Checks, and sometimes they were the o n l y human beings that the elderly in our community had contact with. Some cities are outsourcing that to AI, which has its efficiencies but lacks the human touch. Ms. Seljan finds it particularly important that Bay Village keep that program. Ms. Seljan thanked Council for their commitment to and maintenance of the program. I COMMUNICATIONS I There were no communications this evening. Ms. Maier introduced and read, by title only, Resolution No. 25-118 authorizing the filing of an application to the Ohio Department of Transportation (ODOT) for participation in the Drones for First Responders (DRF) Pilot Program, authorizing the Mayor to enter into an agreement u p o n award, and declaring an emergency, and moved for adoption. 4 Regular Meeting of Council November 17, 2025 There being no further discussion, Mr. Clark called for a vote on the motion for adoption of Resolution No. 25-118. FINANCE AND CLAIMS COMMITTEE -Winzig, Greco, Rettig, Clark Fiscal Officer's Certificate for the Issuance and Sale of Notes, in anticipation of the Issuance of Bonds for the improvement of the existing fire station was signed by Finance Director Jim, Milton. Mr. Winzig noted that it is Council's recommendation that Mr. Milton sign the Fiscal Officer's Certificate on behalf of City Council. Mr. Winzig introduced and read, by title only Ordinance 25-119 providing For the Issuance and Sale of not to exceed $10,000,000 of Notes, in anticipation of the Issuance Of Bonds, for the purpose of paying costs of remodeling, renovating, adding, furnishing, equipping and otherwise improving the City's existing fire station and equipping and improving its site, and declaring an emergency. Mr. Barbour announced that Ordinance No. 25-119 is placed on first reading. Motion by Mr. Winzig to acknowledge receipt of October 2025 Financial Reports of the City of Bay Village as prepared and submitted by Jim Milton, Director of Finance. The October Financial Report was reviewed this evening in the Finance Committee meeting, and in the Committee Meeting of Council. Motion carried 7-0. Mr. Winzig introduced and read, by title only, Ordinance 25-120 to make appropriations for the current and other expenditures of the City of Bay Village for the fiscal year 2025 as previously appropriated in Ordinances 24-122, 25-09, 25-19, 25-58, 25-67, 25-78, 25-87, 25,103, and 25- 111, and declaring an emergency, and moved for adoption. 5 Regular Meeting of Council November 17, 2025 There being no further discussion, Mr. Clark called for a vote on the motion for adoption of Ordinance No. 25-120. Mr. Winzig introduced and read, by title only, Ordinance 25-121, amending by reading to correct the title "to make appropriations for the current and other expenditures of the City of Bay Village for the Fiscal Year 2026", rather than 2025, and declaring an emergency. Mr. Barbour announced that Ordinance No. 25-121, as amended by reading to correct a typographical error, is placed on first reading. Mr. Clark thanked Mr. Winzig for his leadership of the Finance Committee, the members of the Finance Committee working with the administration and all involved in the fire station. project and the Budget for 2026. I PLANNING, ZONING, PUBLIC BUILDINGS AND GROUNDS COMMITTEE -Greco; Maier, Rettig. Motion by Greco to grant permission to the Bay Rockets Association for eight Snoball Race pole banners to be installed the first week of January 2026. The banners are approximately 33 inches by 60 inches in size, four to be installed at the intersection of Wolf and Cahoon Roads, and four at the intersection of Wolf and Dover Center Roads, to promote community spirit for the annual Snoball Run sponsored by the Bay Rockets Association to be held at Bay High School on Saturday, February 7, 2026. Motion carried. 7-0. i Mr. Greco introduced and read, by title only, Ordinance 25-122 amending Ordinance 23-61' authorizing an agreement with Mull & Weithman Architects, Inc. for design services for the Bay Village Fire Station renovation and declaring an emergency. 6 Regular Meeting of Council November 17, 2025 Mr. Barbour announced that Ordinance-No. 25-122 is placed on first reading. Mr. Greco introduced and read Ordinance No. 25-123 authorizing the Mayor to accept the proposed Guaranteed Maximum Price for construction of the fire station renovation and execute the Guaranteed Maximum Price amendment with Regency Construction Services for Construction Manager at Risk services for the Bay Village Fire Station Renovation Project; and declaring an emergency. Mr. Barbour announced that Ordinance No. 25-123 is placed on first reading. PUBLIC IMPROVEMENTS/STREETS/SEWERS/DRAINAGE COMMITTEE - DeGeorge, Horning, Winzig. Ms. DeGeorge had no report this evening. RECREATION AND PARK IMPROVEMENTS COMMITTEE —Rettig, Maier, DeGeorge. Mr. Rettig had no report this evening. SERVICES, UTILITIES & EQUIPMENT COMMITTEE —Greco, Winzig, Homing. Mr. Greco had no report this evening. MISCELLANEOUS Mr. Winzig thanked the team from Regency Construction, Inc. for being a great partner for the City and for doing more than a year's worth of work putting together an incredible package of renovations to the fire station. Mr. Clark thanked Mr. Bruce Geiselman for his reporting of all the matters and events in Bay Village, noting that Mr. Geiselman is a life-long resident of Bay Village. Mr. Clark noted that every guest this evening is a special guest. It is a pleasure to see people exercising their right to attend a meeting and express their opinions. Mr. Clark introduced Liam Sutman in the audience, a Bay High School senior who recently shadowed the Mayor and members of the Council office. Liam will attend Cleveland State nezt year, majoring in political science. Mr. Clark acknowledged the presence of Steve Swidarski, newly elected Ward 1 Councilman and thanked him for his attendance at Council meetings leading up to the election. Mr. Clark wished everyone a Happy Thanksgiving.
