City of Bay Village Council Minutes, Regular Meeting December 1, 2025 Council Chambers. Dwight A. Clark, President of Council, presiding. President of Council Dwight A. Clark called the meeting to order at 8:50 p.m. with roll call and the Pledge of Allegiance led by Gerald Horning, Councilman, Ward 1. Present: Dwight A. Clark, President of Council. Motion by DeGeorge to dispense with the reading and approve the minutes of the Regular Meeting of Council held November 17, 2025, as-prepared and distributed. Motion carried. 7-0. Motion by DeGeorge to dispense with the reading and approve the minutes of the Cahoon Memorial Park Trustees meeting held November 17, 2025, as prepared and distributed. Motion carried. 8-0. ANNOUNCEMENTS Mayor Koomar announced that the Bay Village Kiwanis has begun their annual Christmas Tree Sales. They are open this Friday evening in Cahoon Memorial Park near the Gazebo from 4 p.m.

Regular Meeting of Council December 1, 2025 to 7 p.m., and Saturday and Sunday, 9 a.m. to 6 p.m. Hours are posted on the City website. Santa will be touring Bay Village beginning at 2 p.m. on Sunday, December 7 following the map on the City website. He will light the Christmas Tree in Cahoon Memorial Park at approximately 5 or 5:30 p.m. All proceeds from Christmas Tree sales stay in Bay Village, benefiting the Bay Schools, BAYarts, and other non-profits. REPORTS Law Director Barbour advised that a letter has been received from an unnamed person, but it is some good advice regarding the owner/occupancy credit on property taxes administered like all property tax determinations and collections by Cuyahoga County, specifically, the Cuyahoga County Fiscal Office. Homeowners who live in their home can benefit from the owner occupancy of 2.5% county property tax credit. Homeowners can look up their address on the Cuyahoga County Fiscal Officer’s website and check under their property tax bill to make sure they are receiving the credit. If not receiving the credit, they can contact the County Fiscal Office and ask to receive the necessary paperwork, which specifically is DTE Form 105C, and complete that paperwork proving ownership of the residence and that it is occupied as their primary residence, qualifying them for the 2.5% property tax credits. Finance Director Milton had no report this evening. Director of Public Service and Properties Costello expressed appreciation to the Service Department personnel who were called out over the weekend during the unexpected snow event. Nine people responded on Thanksgiving at 2:30 in the afternoon and worked, over the course of the rest of that evening, and on Friday. All the side streets were salted even though some of the salt didn't activate immediately due to the very, very cold temperatures. As the mayor mentioned, North Olmsted Dispatch was very good at keeping in touch and communicating with our service supervisor, so we really appreciated that cooperation. To give a scope of how much salt was used, 190 tons were used between Thursday and Sunday. A lot of hard work was done, with a lot of sacrifice away from family. I really appreciate the response efforts. Mayor Koomar added that mains and secondaries are what we normally salt, both from a budget perspective and from an environmental perspective. For this snowfall, because the way the snow was so wet, we made the decision to salt the side streets. Because it had been packed down so quickly by vehicles, we would have needed a ton of salt on each street, It was just a weird weather circumstance. In response to an email, the Mayor stated that he drove the street reported and everything had broken down, but in the morning hours, my street included, the streets were slick. It was just the nature of the storm. Director Costello noted that intersections will be salted, but the salt spreaders are turned off on the long stretches of the side streets. Salt is very expensive this year, and we want to be good stewards of our resources. Director Costello stated that it was requested by City Council, specifically Council President 2

Regular Meeting of Council December 1, 2025 Clark, for me to give a capital project synopsis of the projects we finished in 2025, the ones that are currently in design and the ones that are heading toward construction. I will do that on December 15 and if there are any questions, please don't hesitate to call me in the interim. Mr. Rettig asked if the Service Department is able to pick up leaf piles in the snow. Director Costello stated that collection is prohibited in this weather because it is too hard on the equipment, possibly damaging it beyond repair. It is the intention to return to the community with leaf collection for at least one more sweep through the city, weather permitting. This season to date the Service Department has made seven passes through the city for leaf collection. Information will be posted on the City website. Director of Community Services Messeri reported that the annual Holiday Caring and Sharing Program has been tremendous for the care and support that the community provides to families in need. Donations, cash, check or grocery gift cards are being accepted at this time at the Dwyer Community Center. The annual soup cook-off will be held at the end of January with tickets still available, although 75% of the tickets have been sold for this very popular event. The Sleep in Heavenly Peace program is underway with a dedicated group of volunteers that build twin beds and bunk beds for families that don't have beds for their children. The Community Services Department is collecting new twin bedding, i.e., flannel sheets, comforters, pillows, and warm blankets to help with this wonderful effort. New bedding contributions can be dropped off at the Dwyer Memorial Center and are greatly appreciated. The Snow Angels program consists of volunteers that have stepped up to help seniors in need of assistance with snow removal who qualify through the application process and meet the financial parameters of the program. Unfortunately, there is a misconception floating through social media leaving out the necessary requirements to qualify for assistance with snow removal. Accurate information should be obtained directly through the Community Services Department. Police Chief Gillespie stated that he highly recommends bringing an expert in to answer all questions and provide information to residents regarding coyotes. Council approval would be needed for a culling program, or to leave it to the residents to do so privately. There are still many questions to be answered. Mr. Clark noted that Council had this very same discussion years ago about deer culling and finally came into a process that works very well to control the numbers while watching out for resident safety. Chief Gillespie stated that up until that point if there is any dangerous situation to please call 871-1234, or 9-1-1 for a police response. Information regarding any sighting or interaction with coyote will be very helpful to the Police Department. Fire Chief Lyons reported that Fire Captain David Stump will be providing CPR training for 3

Unfortunately, Captain Stump was called away due to a death in the family, and the training will be rescheduled for early next year. Chief Lyons thanked Council for their continued support of the fire station renovation project. Building Director Tuck-Macalla had no report this evening. Recreation Director Enovitch announced that Holiday Fun Night will be at the Dwyer Community Center on December 12th from 6 to 7:30 p.m. with cookies with Santa, crafts, and games for all to enjoy. FINANCE AND CLAIMS COMMITTEE -Winzig, Greco, Rettig, Clark Mr. Winzig read, by title only, Ordinance 25-119 providing For the Issuance and Sale of not to exceed $10,000,000 of Notes, in anticipation of the Issuance Of Bonds, for the purpose of paying costs of remodeling, renovating, adding to, furnishing, equipping and otherwise improving the City’s existing fire station and equipping and improving its site, and declaring an emergency, and moved for adoption. Motion by Greco to confirm the re-appointment by Mayor Koomar of Clete Miller to a 5-year term on the Board of Zoning Appeals term ending January 1, 2031. Motion carried 7-0. Motion by Greco to confirm the re-appointment by Mayor Koomar of Dan Gess to a 5-year term on the Board of Zoning Appeals term ending January 1, 2031. Motion carried 7-0. Regular Meeting of Council December 1, 2025 Mr. Greco introduced and read, by title only, Ordinance 25-131 authorizing the Mayor to enter into a Contract with Chagrin Valley Engineering, Ltd., establishing related compensation, and declaring an emergency. Mr. Barbour announced that Ordinance No. 25-131 is placed on first reading. MISCELLANEOUS Ms. DeGeorge announced that City Council is planning to include a report in the January Newsletter which is mailed to every household in the City. Ms. DeGeorge reminded Council members to submit their messages for the newsletter by December 9 to be included in the January edition. Mr. Greco asked if a tour of the fire station could be scheduled prior to the beginning of the restoration project. Fire Chief Lyons will arrange to accommodate the request of Mr. Greco.
