City of Bay Village Council Minutes, Regular Meeting December 15, 2025 Council Chambers. Dwight A. Clark, President of Council, presiding. President of Council Dwight A. Clark called the meeting to order at 8:21 p.m. with roll call and the Pledge of Allegiance led by Lydia DeGeorge, Councilwoman, Ward 2. Present: Dwight A. Clark, President of Council. Lydia DeGeorge, Vice President of Council and Councilwoman, Ward 2. Sara Byrnes Maier, Council-at-large. Peter J. Winzig, Council-at-large. Gerald Horning, Councilman, Ward 1. Michael Greco, Councilman, Ward 3. Dan Rettig, Councilman, Ward 4. Mayor Koomar. Also Present: Law Director Mark Barbour, Finance Director Jim Milton, Police Chief Rob Gillespie, Fire Chief Chris Lyons, Director of Public Service and Properties Mary Kay Costello, Recreation Director Dan Enovitch, Building Director Eric Tuck-Macalla, Community Services Director Kathy Messeri, Council Elect Steve Swidarski, Clerk of Council Joan Kemper. AUDIENCE Bruce Geiselman. Motion by DeGeorge to dispense with the reading and approve the minutes of the Regular Meeting of Council held December 1, 2025, as prepared and distributed. Motion carried. 7-0. Motion by DeGeorge to dispense with the reading and approve the minutes of the Cahoon Memorial Park Trustees meeting held December 1, 2025, as prepared and distributed. Motion carried. 8-0. ANNOUNCEMENTS Mayor Koomar reported that the Kiwanis Club of Bay Village has wrapped up their Christmas Tree Sales for this year. A few trees remain that can be obtained by making a donation, and the Community Services Department will arrange for any remaining trees to be given to families in need. The Mayor noted that the great thing about this fundraiser and others from the Kiwanis

Regular Meeting of Council December 15, 2025 2 Club is that the money all goes back into Bay Village. He thanked everyone who assisted with the sales, or who purchased a tree. In 2026 there will be two recycling events, one on April 25 and the other on September 26. Both events will be held from 9 a.m. to 12 Noon. The events will include Habitat for Humanity donations, Styrofoam recycling, food scrap recycling, composting education from Rust Belt Riders, household and hazardous waste, and computer pick-ups. Mayor Koomar thanked Service Director Costello and Mayor Koomar’s Executive Assistant, Katie DeSan, for organizing the events. The Mayor reported that as part of the energy aggregation program, the City receives Greenback Dollars through the contract that Sustainable Energy Services (SES) negotiated for the City. Those dollars are put into energy audits for the city hall building, and for LED streetlights. A placeholder has been included in the Capital Budget for the streetlights, and review of the possibility of complete LED streetlights in approximately four years will continue. Another meeting will be held with SES beginning this week and well into the first quarter of the year. REPORTS Law Director Barbour had no report this evening. Finance Director Milton reported a successful sale of bond anticipation notes in the first week of December, with the proceeds to be received shortly. The rate for borrowing was just over 2.9%, due to the City of Bay Village sound financial rating. These are tax free notes and will be converted to bonds when the final cost of the project is known. The contract for the fire station project was signed, and a pre-construction meeting will be held this week with Regency Construction and Mull and Weithman to understand next steps, which should be early January. Police Chief Gillespie reported that four deer were taken last week as part of the annual deer culling program. Culling will continue this week. The Police Department will be hosting the annual Police Academy beginning in January. Applications are on the city website, or available at the Police Department. It is a free program, held on consecutive Wednesdays through March, and touches on all areas of the Police Department. The Mayor and Police Chief met last week with Jonathan Cepek, the Metroparks Wildlife Ecologist, who is looking to put an informational program together in January, possibly at the Rocky River Nature Center. Mr. Greco asked what the next step is after the information that was presented regarding the coyote population. Chief Gillespie stated that it will be necessary to look at the long-term goals of living with wildlife and how to react to any incidents that might occur. He noted that just seeing coyote is not considered an incident. They are wild animals, throughout Ohio, Bay Village included. If there is an incident that occurs, the police should be called immediately at

Regular Meeting of Council December 15, 2025 3 9-1-1 or the non-emergency number of 440-871-1234. Information for residents and City Council is the next step. Mr. Greco expressed the importance of having a plan in place. Mr. Clark suggested a committee meeting of Council on this topic when more information is gathered. Mayor Koomar noted the importance of not putting out food for cats or dogs, and having bird feed at a high level, to avoid attracting coyotes, especially in neighborhoods abutting parks. Because of mating, late October through the end of January is when there is the most activity. Director of Public Service and Properties Costello thanked Service Department personnel for their work this past weekend when called in for snowplowing. Director of Community Services Messeri reported a very generous donation by the Kiwanis Club to the Community Services Department Holiday Caring and Sharing Program. The last Community Services Advisory Board meeting of the year was held last week, with a discussion of the activities and successes of the Community Services Department in the last quarter of this year. Regarding the survey distributed over the summer to the senior community, a report was drafted to the Board regarding the future of the Senior/Recreation Center and what the community is looking to have in the future. This will include space for both the Community Services Department and the Recreation Department, and will be presented to City Council on January 5, 2026, as a starting point for future discussions. Mayor Koomar noted that Recreation Director Enovitch will receive input from the Parks and Recreation Commission at their meeting to be held on January 22 at 6:30 p.m. Director Messeri stated that the Holiday Hoopla held last week at the Community Services Center was a sellout with a wonderful band, Moss Stanley, and lovely food for the seniors provided by Brookdale Senior Services. Building Director Tuck-Macalla reviewed the progress made on the private property storm sewer filtration violations. The program began with 210 violations, and to date 115 have been taken care of with 95 still outstanding. Under contract are 85 of those outstanding, with only 15 remaining properties to seek corrective measures. Recreation Director Enovitch stated that the Parks and Recreation Commission meeting of January 22, 2026, at 6:30 p.m. will include a discussion of programs, projects, and the potential, future location of the department. COMMITTEE OF THE WHOLE ENVIRONMENT, SAFETY, & COMMUNITY SERVICES COMMITTEE- Maier, DeGeorge, Horning. Motion by Ms. Maier to confirm the reappointment by Mayor Koomar of Deb Putnam to the Records Commission for a two-year term ending December 31, 2027. Motion carried. 7-0. Ms. Maier introduced and read, by title only, Ordinance 25-132 authorizing a contract with Stryker Medical Devices to purchase two (2) “Lucas 3” Chest Compression Devices for the Fire Department and declaring an emergency and moved for adoption. There being no further discussion, Mr. Clark called for a vote on the motion for adoption of Ordinance No. 25-132 Roll call on Suspension of Charter Rules: Yeas- Clark, DeGeorge, Greco, Horning, Maier, Rettig, Winzig. Ms. Maier introduced and read, by title only, Resolution 25-133 to extend the moratorium until December 31, 2026, on accepting for filing and consideration, review, and approval of all permit applications for adult use or recreational marijuana related activities in the City of Bay Village and declaring an emergency and moved for adoption. There being no further discussion, Mr. Clark called for a vote on the motion for adoption of Resolution No. 25-133. PUBLIC IMPROVEMENTS/STREETS/SEWERS/DRAINAGE COMMITTEE - DeGeorge, Horning, Winzig. Ms. DeGeorge had no report this evening. RECREATION AND PARK IMPROVEMENTS COMMITTEE –Rettig, Maier, DeGeorge. Mr. Rettig had no report this evening. SERVICES, UTILITIES & EQUIPMENT COMMITTEE –Greco, Winzig, Horning. Mr. Greco introduced and read, by title only, Ordinance 25-131 authorizing the Mayor to enter into a Contract with Chagrin Valley Engineering Ltd., establishing related compensation, and declaring an emergency, and moved for adoption. There being no further discussion, Mr. Clark called for a vote on the motion for adoption of Ordinance No. 25-131. MISCELLANEOUS Mr. Winzig thanked President of Council Dwight Clark, and Vice President of Council Lydia DeGeorge for their leadership and guidance in 2025. Mr. Horning thanked Council for giving him the opportunity to serve on Council the last four and a half months. Mr. Clark stated that Mr. Horning’s insight and humor will be missed. Mr. Horning has been a wonderful member of Council and hopes that the experience was as positive for Mr. Horning as it was for the members of Council. Mr. Horning offered his help to Council in the future. Mr. Clark wished everyone a healthy, happy, and stress-free holiday this year, and expressed appreciation to the Mayor, administrative staff, directors, and employees for making Bay Village the greatest place to live in Northeast Ohio.
