City of Bay Village Council Minutes, Organizational Meeting January 2, 2026 Council Chambers, 8:00 p.m. President of Council Dwight A. Clark, presiding Present: Clark, Greco, Maier, Rettig, Swidarski, Winzig. Absent: Councilwoman DeGeorge, due to illness. Others Present: Jennifer Demaline, Director of Human Resources and I.T. Operations, Dan Envoitch, Director of Recreation, Mary Kay Costello, Director of Public Service and Properties, Jim Milton, Finance Director. AUDIENCE The following individuals were also present this evening: Dave Demaline, Mikey and Danny Enovitch. I ; President of Council Clark called the meeting to order in the Council Chambers with the Pledge of Allegiance and Roll Call at 8:00 p.m. It is a legal requirement of the Bay Village City Charter to meet for the purpose of organization at 8:00 p.m. on the first business day following January 1 of the year following a regular municipal, election. Mr. Clark nominated Joan Kemper as Clerk of Council of the City of Bay Village. Motion by Ms. Maier to appoint Joan Kemper as Clerk of Council of the City of Bay Village. Motion carried 6-0 ANNOUNCEMENTS Announcement of Inauguration and Certificates of Election The Clerk of Council announced that Certificates of Election have been received from the (',Cuyahoga County Board of Elections for the following Bay Village Public Officials duly elected November i4, 2025: Paul A. Koomar, Mayor Sara Byrnes Maier, Councilwoman-at-large Steve Swidarski, Councilman, Ward 1 Lydia DeGeorge, Councilwoman, Ward 2 Michael Greco, Councilman, Ward 3

Koomar, Councilwoman-at-large Sara Bymes Maier, Ward 1 Councilman Steve Swidarski, Ward 2 Councilwoman Lydia DeGeorge, Ward 3 Councilman Michael Greco, and Ward 4 Councilman Dan Rettig for their terms of office beginning January 1, 2026. i Nomination of Clerk of Council Mr. Clark nominated Joan Kemper to serve as the City of Bay Village Clerk of Council. Motion by Ms. Maier to confirm the appointment of Joan Kemper as Clerk of Council of the City of Bay Village. Motion carried 6-0. Nominations for Vice President of Council Mr. Clark nominated Councilwoman Lydia DeGeorge to the office of Vice President of Council. Motion by Ms. Maier to confirm the appointment of Lydia DeGeorge as Vice President of Council. Motion carried 6-0. Announcement of Appointments to Council Committees.
