City of Bay Village Council Minutes, Regular Meeting Council Chambers. Dwight A. Clark, President of Council, presiding. January 5, 2026 President of Council Dwight A. Clark called the meeting to order at 7:46 p.m. with roll call and the Pledge of Allegiance led by Michael Greco, Councilman, Ward 3. Present: Dwight A. Clark, President of Council. Lydia DeGeorge, Vice President of Council and Councilwoman, Ward 2. Sara Byrnes Maier, Council-at-large. Peter J. Winzig, Council-at-large. Steve Swidarski, Councilman, Ward 1. Michael Greco, Councilman, Ward 3. Dan Rettig, Councilman, Ward 4. Mayor Koomar. Also Present: Law Director Mark Barbour, Finance Director Jim Milton, Police Chief Rob Gillespie, Fire Chief Chris Lyons, Director of Public Service and Properties Mary Kay Costello, Recreation Director Dan Enovitch, Building Director Eric Tuck-Macalla, Community Services) Director Kathy Messeri, Clerk of Council Joan Kemper. Motion by DeGeorge to dispense with the reading and approve the minutes of the Regular Meeting of Council held December 15, 2025, as prepared and distributed. Motion carried. 7-0. Motion by DeGeorge to dispense with the reading and approve the minutes of the Cahoon Memorial Park Trustees meeting held December 15, 2025, as prepared and distributed. Motion carried. 8-0. ANNOUNCEMENTS There were no announcements this evening. REPORTS Regular Meeting of Council January 5, 2026 Law Director Barbour had no report this evening. Finance Director Milton commented that the Finance Department team is closing out the month of December 2025 and getting Year 2026 up and running from a Finance perspective. A more detailed report will be presented at the next meeting of Council Police Chief Gillespie reported that the number of deer taken through this year's culling process remains at four. Culling continues through this week. Spots are available in the Police Department Community Academy, and participation is highly recommended. Director of Public Service and Properties Costello stated that leaf collection will be done again this week, west of Cahoon Road. Collections have taken place in the Aberdeen, Rexford„ and Knickerbocker neighborhood last week, and crews will be working in the Oakland, Osborn„ and west of the Sutcliffe area. Residents are asked to remove lights and stands before placing) Christmas trees on the tree lawns. Mayor Koomar added that when it snowed in November leafs collection had been taking place between Ward 2 and Ward 3. One final sweep has been done,,i starting on the east side, and it is hoped to fmish the rest of the community this week. Mr. Winzig noted that residents are very pleased that the Service Department has resumed leaf collection after the snow. Community Services Director Messed reported that beginning in 2026 there will no longer b!e' a charge for senior transportation for Bay Village. In 2025, the Community Services Department provide 2,427 rides, including rides to and from destinations. There has been a 15.19% increase in card swipes at the Dwyer Center for all activities, without taking into consideration all the off- site events with BV60+. The high participation rate is attributed to events, sponsors, a n d engagements that drew participants. There was an increase of 5.6% in members for 2025. For 2026 new classes include a Boom and Balance class, popular with active seniors, and featuring great music to be held on Thursday afternoons at 3 p.m. Two Fridays a month there will be a live music program with musicians entertaining. Snacks and/or lunch can be brought to the sessions to enhance listening pleasure. BV60+ will gather monthly to socialize and play euchre at the Bay Lodge, beginning January 12. Many more activities can be found on the Community Services newsletter available on the City website. Fire Chief Lyons reported that the Superintendent from Regency Construction was on site today at the fire station. In mid-morning, the construction trailer was delivered, and it is nice to see everything coming together for the fire station renovation. The first phase is the relocation of the utilities going into the fire station. Regency Construction will begin with the classroom area of the dayroom with offices for the Fire Chief, Fire Prevention Officer and Fire Captain. Renovation of the south end of the building with construction of the west addition will begin quickly. Building Director Tuck-Macalla had no report this evening. 2 Regular Meeting of Council January 5, 2026 Recreation Director Enovitch reported that basketball season begins this week with thirty-four teams competing in grades three through high school. Motion by Maier to confirm the reappointment by Mayor Koomar of Thomas Wynne to the Civil, Service Commission for a six-year term expiring January 24, 2032. A positive endorsement from Law Director Barbour has been received regarding the service and qualifications of Mr. Wynne. Motion carried 7-0. Ms. Maier introduced and read, by title only, ORDINANCE 26-01 AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH OHIO PYRO & FLAME, LLC. FOR THE 2026 JULY 4 FIREWORKS DISPLAY AND DECLARING AN EMERGENCY and moved for adoption. SERVICES, UTILITIES & EQUIPMENT COMMITTEE —(;reco, Winzig, Swidarski. MISCELLANEOUS Mr. Winzig expressed appreciation to Director Messeri and Director Enovitch for providing information to Council regarding recreation and community centers for the members of Council. Motion by Winzig to authorize the Clerk of Council to attend required Sunshine Training events on behalf of City Council members who request the Clerk of Council's attendance on their behalf. Motion carried 7-0. In compliance with Section 121.22 of the Ohio Revised Code, Motion by DeGeorge to convene to Executive Session regarding personnel.
