Clark called the meeting to order at 8:50 p.m. with roll call and the Pledge of Allegiance led by Dan Rettig, Councilman, Ward 4. Present: Dwight A. Clark, President of Council. Lydia DeGeorge, Vice President of Council and Councilwoman, Ward 2. Sara Byrnes Maier, Council-at-large. Peter J. Winzig, Council-at-large. Steve Swidarski, Councilman, Ward 1. Michael Greco, Councilman, Ward 3. Dan Rettig, Councilman, Ward 4. Mayor Koomar. Also Present: Law Director Mark Barbour, Finance Director Jim Milton, Police Chief Rob Gillespie, Director of Public Service and Properties Mary Kay Costello, Recreation Director Dan Enovitch, Building Director Eric Tuck-Macalla, Administrative Project Manager John Rostash, Community Services Director Kathy Messeri, Clerk of Council Joan Kemper. AUDIENCE. Bruce Geiselman. Motion by DeGeorge to dispense with the reading and approve the minutes of the Organizational Meeting of Council held January 2, 2026, as prepared and distributed. Motion carried. 6-0, and one abstention (Ms. DeGeorge) Motion by DeGeorge to dispense with the reading and approve the minutes of the Regular Meeting of Council held January 5, 2026, as prepared and distributed. Motion carried. 7-0. Motion by DeGeorge to dispense with the reading and approve the minutes of the Cahoon Memorial Park Trustees meeting held January 5, 2026, as prepared and distributed. Motion carried. 8-0.

Regular Meeting of Council January 20, 2026 ANNOUNCEMENTS Mayor Koomar reported that Niketas Katsaros, the representative to the City of First Energy Corporation, has changed positions. The new representative is Brian Baer who will be will be at the March 2 meeting of Council. The Mayor expressed assurance that the City will work with Mr. Baer to keep the underground infrastructure in Ward 3 moving forward and being persistent on making sure they live up to their promises for analyzing Ward 4 and getting those improvements completed. A letter has been received from the County Executive regarding preventive maintenance on county roads in the City of Bay Village, including Wolf Rd., Dover Center Rd., Cahoon Rd., Bassett Road, Bradley Road, and Walker Road. Infrastructure Manager Curtis Krakowski submitted an application for partnership with the county in the amount of $143,500, and that full amount has been awarded for striping and maintenance. Wolf Road was done in 2022, and this will be the first year for crack sealing as well as striping of the bike lane with images to Ohio Department of Transportation standards. The Service Department did a yeoman's jQb on the final leaf collection in the City. The Mayor stated he will be working with the County Mayors' Executive Committee on the Legislative Committee. The Ohio Department of Taxation updated their schedule on property tax reappraisal. It appears that the sexennial evaluation moved back one year for Cuyahoga County. It appears that the state has spread out some of these reappraisals. It takes a lot of effort, and the Mayor wants to make sure they are putting enough time into it and getting accurate reappraisals on properties. It looks like that is an effort· to slow down the growth we have had recently, which has been substantial. Mayor Koomar stated he will be in Washington, D.C. on Tuesday, January 21 relative to our congressional-directed spending for th~ lakefront and will be meeting with the offices of senators and representatives. REPORTS Law Director Barbour had no report this evening. Finance Director Milton reported, relative to the December financial reports, total investments did increase significantly through Star Ohio, due to the deposit of the fire station note proceeds. Municipal Income Tax remained at just over 4% higher than the previous year. Director Demaline has pointed out that health care claims have decreased from 2024 to 2025 by 1.5%. Police Chief Gillespie reported that deer culling has been suspended for the season. Four deer were culled this year; however, fifty deer were taken out of Avon Lake with many from the Walker Road area. Much of the bait in Bay Village remained untouched. In the big picture, it 2

Regular Meeting of Council January 20, 2026 means that Bay's program is working, and it is a positive sign that we are not getting a large number of deer every year. Unless there is a major complaint from a resident as to a large number of deer, the program will be closed for this year. The deer meat from the culling is donated to the Second Harvest Food Bank. Director of Public Service and Properties Costello reported that leaf collection ended on Saturday, January 10, with 18,585 yards ofleaves in 1,015 loads taken to the City of Westlake collection site. Republic Services accomplished their weekly collection today, in spite of frigid temperatures. The extra efforts are appreciated. The only time refuse collection will be delayed this year will be Memorial Day and Labor Day. Chagrin Valley Engineering will be issuing requests for pricing packages for sewer dye testing for storm and sanitary sewers, followed by a recommendation for a vendor presented to Council. Director Costello distributed a map of the testing sites for the benefit of Council. A copy is attached to these minutes as if fully incorporated herein. Mr. Clark noted that he has received many compliments from residents regarding the outstanding job the Service Department did in picking up leaves, especially with the limited opportunity between snowstorms. Director of Community Services Messeri reported on recent activities at the Community Services center, including Boom Muscle, an active, yoga/stretching/balance type of class for active seniors. Another new program is Euchre, a card game, which looks promising as well. Our own Law Director Barbour won the first Euchre activity. Director Messeri complimented the assistance of the Bay Village Kiwanis in helping to assist a resident with furniture moving. Ms. Messeri thanked those who have volunteered to help with the Annual Soup Cook-Off which will be held on Friday, January 30 at the Dwyer Memorial Center. Building Director Tuck-Macalla reported that the Building Department sent out sanitary sewer violation notices last week to residents whose sanitary sewers are infiltrating storm sewers. Many of those residents have been working on their sewers, and the letters serve as a reminder to them to contact the Building Department to report work completed, which will be verified by inspections and dye testing. This group of residents is part of the initial 200 residents originally notified. Recreation Director Enovitch had no report this evening. A Parks and Recreation Commission will be held on Thursday, January 22 at 6:30 p.m. at the Bay Village Community House. The Parks and Recreation Commission is a citizens committee who advises the Recreation Director. The Council representative to the committee is Councilman Dan Rettig. Fire Chief Lyons was excused this evening. 3

COMMUNICATIONS Communication from Nick Katsaros, of First Energy Corp. stating that he has changed positions with FirstEnergy and introducing Brian Baer, who will be taking over as the new contact. (Brian Baer will be at the March 2 meeting of Council). Communication from Richard Majewski regarding premises consumption of alcohol at the store on Bassett Road. Notice from the Department of Commerce, Division of Liquor Control for a new D2 permit for Bay Provisions LLC, 328 Bassett Road. Referred to February 2 meeting of Council. AUDIENCE There were no comments from the audience this evening. COMMITTEE OF THE WHOLE ENVIRONMENT, SAFETY, & COMMUNITY SERVICES COMMITTEE- Maier, DeGeorge, Swidarski. Ms. Mair introduced and read, by title only, Ordinance 26-05 Amending Ordinance No. 26-01 authorizing the Mayor to enter into an Agreement with Ohio Pyro & Flame, LLC. for the 2026 July 4th Fireworks Display and declaring an emergency. Motion by Winzig to acknowledge receipt of the December 2025 Financial Reports of the City of Bay Village, as prepared and submitted by Director of Finance Milton. Motion carried. 7-0. PLANNING, ZONING, PUBLIC BUILDINGS AND GROUNDS COMMITTEE -Greco, Maier, Rettig. Motion by Greco to approve the Mardi Gras sign request of St. Raphael's Catholic Church, sign to be 36 inches by 96 inches, along Dover Center Road, in front of the church on the church lawn, from January 26 to February 6, 2026. Motion carried. 7-0. Motion by Greco to approve a Yard Party sign request of St. Raphael's Catholic Church, with letters two feet tall spelling out "St. Raphael Mardi Gras" in two rows of twenty feet each on the front lawn of the church from January 26 to February 6, 2026. Motion carried. 7-0. Motion by Greco to grant permission to St. Raphael Parish to install two signs consisting of two rectangular panels, each panel is six feet wide and five feet tall, on the church lawn along Dover Center Road, in a V -shape that permits the sign to be read from either direction travelling on Dover Center, from February 16 to March 28, 2026, advertising the St. Raphael Fish Fry on Fridays during that time duration, from 5 to 7:30 p.m. Motion carried. 7-0. Upon the recommendation of Law Director Barbour to place the ordinance on first reading to honor the request of City Council to review a copy of the agreement with the City of Westlalce, Ordinance No. 26-15 was placed on first reading. RECREATION AND PARK IMPROVEMENTS COMMITTEE-Rettig, Maier, DeGeorge. Mr. Rettig had no report this evening. SERVICES, UTILITIES & EQUIPMENT COMMITTEE -Swidarski, Winzig, Greco. MISCELLANEOUS Mr. Clark thanked Council for their support on so many different fronts that continues to make Bay Village the No. 1 community in Cuyahoga County.
