City of Bay Village Council Minutes, Regular Meeting February 2, 2026 Council Chambers. Dwight A. Clark, President of Council, presiding. President of Council Dwight A. Clark called the meeting to order at 7:30 p.m. with roll call and the Pledge of Allegiance led by Sara Byrnes Maier, Council-at-large. Present: Dwight A. Clark, President of Council. Lydia DeGeorge, Vice President of Council and Councilwoman, Ward 2. Sara Byrnes Maier, Council-at-large. Peter J. Winzig, Council-at-large. Steve Swidarski, Councilman, Ward 1. Michael Greco, Councilman, Ward 3. Dan Rettig, Councilman, Ward 4. Mayor Koomar was excused. Also Present: Law Director Mark Barbour, Finance Director Jim Milton, Police Chief Rob Gillespie, Fire Chief Lyons, Director of Public Service and Properties Mary Kay Costello, Recreation Director Dan Enovitch, Building Director Eric Tuck- Macalla, Community Services Director Kathy Messeri, Clerk of Council Joan Kemper. AUDIENCE. Bruce Geiselman. Motion by DeGeorge to dispense with the reading and approve the minutes of the Regular Meeting of Council held January 20, 2026, as prepared and distributed. Motion carried. 7-0. ANNOUNCEMENTS Acting Mayor Mark Barbour had no announcements this evening. REPORTS Law Director Barbour had no report this evening. Finance Director Milton had no report this evening.

Regular Meeting of Council February 2, 2026 Police Chief Gillespie reported that a meeting has been arranged with the ecologist from the Cleveland Metroparks. The ecologist will be doing a presentation at the Rocky River Nature Center, 2400 Valley Parkway, North Olmsted Ohio 44070. on February 19 at 6:30 p.m., with a question-and-answer period to follow. Jonathon Cepek, Cleveland Metroparks Wildlife Ecologist, will be presenting on Suburban Coyotes and the event is free and open to the public. Mr. Clark noted that a number of the Bay Village Police Officers received a very nice send-off upon their retirement last week. Chief Gillespie stated that five officers with a total of 160 years of experience have retired or will be retiring within the next two months. The challenge of the future is to replace these veterans with young men and women to carry on with their excellent work. Kudos to those who have retired with 25 to 35 years of service to the residents of Bay Village. Director of Public Service and Properties Costello reported that from Thanksgiving to date the Service Department used 1,107 tons of salt during the winter weather we have been experiencing. Previous to Thanksgiving, there were between 1,300 and 1,500 tons of salt in storage waiting to be used. Last year in the 2024-2025 contract period they ordered 950 tons of salt for 2025. This year the ordering amount allowed increased to 1,500 tons. The Service Department can order 110% of that number and the order has been placed to 1,650 tons with 600 tons delivered to date. The Service Department is well prepared for the remainder of the winter. Director Costello expressed appreciation to the Service Department personnel. The employees have worked over 1,300 hours of storm and snow services, doing an excellent job under difficult conditions. These employees have spent countless hours away from their families this year and their work is greatly appreciated. Mr. Clark noted the many infrastructure projects underway in Bay Village and asked that a date be set for Chagrin Valley Engineer Jeff Filarski to address Council in the spring. Director of Community Services Messeri was pleased to announce that a wonderful turn-out enjoyed the Annual Soup Cook-Off on Friday, January 30 at the Dwyer Memorial Center. A sold-out crowd of 200 people were served by dedicated volunteers and enjoyed ten delicious soups provided by vendors. Normandy Care Center won the first-place award for the fourth consecutive time, serving a very unique Chicken Pot Pie soup this year. A pipe burst today in the kitchen at the Dwyer Center, necessitating that the building be closed and the water shut off. Director Messeri thanked the Service Department staff for their assistance and noted that all repairs have been made, and the center will reopen on February 3, 2026. February activities during the month of February presented by the Community Services Department staff include wine tasting, bowling, concerts, nature presentations, happy hours, and so much more. Regular Meeting of Council February 2, 2026 Fire Chief Lyons was thanked for providing a tour of the Bay Village Fire Station to the members of Council this evening. The Chief noted that he is happy to entertain any further questions. The Fire Department is looking forward to progress with the-renovation of the fire station and will keep Council informed with the events as they happen. Building Director Tuck-Macalla had no report this evening. Recreation Director Enovitch advised that registration for Spring Volleyball is open online, with classes beginning March 2, 2026. A Parks and Recreation Commission meeting was held on January 22, 2026, reviewing participation numbers as well as programs from the past and upcoming years. They also shared and discussed the Community/Recreation Center proposal. Commission members were very supportive of the initiative and the feasibility of moving forward with this project. Human Resource and I.T. Operations Director Demaline was excused this evening. AUDIENCE There were no comments from the audience this evening. COMMUNICATIONS Phyllis Schroth, Knickerbocker Apartments resident, left a voicemail offering a positive compliment for the Community Services Department transportation service, specifically for driver Marty Mace. Director Kathy Messeri has asked that everyone be informed of this very complimentary voicemail from Miss Schroth. Ms. Messeri noted that the drivers in the transportation service include Marty Mace (a former City Councilman and Bay Village Firefighter), Tom Trueman, Bob Shields, Joy Heldt, Leslie Selig (former Director of Community Services), and Susan Harman. Resident Megan Crow has contacted Councilman Greco to share concerns about the impact of the Village Rose Deli and seeking guidance relating to zoning compliance, parking impacts, noise, lighting, and the liquor licensing process. A response to the email was received from Kristin Mulloy of the Village Rose Deli, stating that Village Rose appreciates the City’s review of the concerns raised and takes concerns about parking, noise, and lighting seriously, and will continue making reasonable operational adjustments. The liquor license request is simply for limited wine-by-the-glass service to complement food offerings. They value their place in the community and are committed to open, constructive communication. Regular Meeting of Council February 2, 2026 ENVIRONMENT, SAFETY, & COMMUNITY SERVICES COMMITTEE- Maier, DeGeorge, Swidarski. Ms. Maier had no report this evening. FINANCE AND CLAIMS COMMITTEE -Winzig, Greco, Rettig, Clark. Mr. Winzig introduced and read, by title only, Ordinance 26-16 to make appropriations for the current and other expenditures of the City of Bay Village for the Fiscal Year 2026 as previously appropriated in Ordinances 25-121 and 26-10 and declaring an emergency and moved for adoption. There being no further discussion, Mr. Clark called for a vote on the motion for adoption of Ordinance No. 26-16. Mr. Greco had no report this evening. PUBLIC IMPROVEMENTS/STREETS/SEWERS/DRAINAGE COMMITTEE - DeGeorge, Swidarski, Winzig. Ms. DeGeorge read, by title only, Ordinance 26-15 authorizing the Mayor to renew the Ecological Composting Facility Agreement with the City of Westlake and declaring an emergency and moved for adoption. (Second Reading. First Reading January 20, 2026) There being no further discussion, Mr. Clark called for a vote on the motion for adoption of Ordinance No. 26-15.

Mr. Rettig introduced and read, by title only, Resolution 26-17 to accept a donation from the Bay Village Baseball Club for the Recreation Department and declaring an emergency and moved for adoption. There being no further discussion, Mr. Clark called for a vote on the motion for adoption of Resolution No. 26-17.
