City of Bay Village Council Minutes, Regular Meeting March 2, 2026 Council Chambers. Dwight A. Clark, President of Council, presiding. President of Council Dwight A. Clark called the meeting to order at 7:35 p.m. with roll call and the Pledge of Allegiance led by Steve Swidarski, Councilman, Ward 1. Present: Dwight A. Clark, President of Council. Motion by DeGeorge to dispense with the reading and approve the minutes of the Regular _ Meeting of Council held February 17, 2026, as prepared and distributed. Motion carried. 6-0. Motion by DeGeorge to dispense with the reading and approve the minutes of the Meeting of the Cahoon Memorial Park Trustees Meeting held February 17, 2026, as prepared and distributed. Motion carried. 7-0. ANNOUNCEMENTS Mayor Kxoomar reported on the presentation by the Cleveland Metroparks Wildlife Ecologist, John Cepek, on February 19, 2026, regarding Coyotes, held at the Rocky River Nature Center. Regular Meeting of Council March 2, 2026 Mr. Cepek’s material, as well as information from the Ohio Department of Natural Resources regarding coyotes, will be placed on the City of Bay Village website. Chief Gillespie will provide an update at the March 16 meeting of City Council. An open house sponsored by the Cleveland Water Department will be held at the Crown Filtration Plant on Saturday, May 9. Registration opens on March 16, 2026. Regarding the lakefront plan, a submerged land lease is being prepared for approval by the Cahoon Memorial Park Trustees. The permitting is across the entire Cahoon Memorial Park shoreline, affecting the Boat Club ramps. Approval of the submerged land lease occurred in 1943 by the United States Engineers. Mr. Jason Stangland of the Smith Group will present to Council on April 20 for an overview of the project which will stop erosion and create several acres of lake level, accessible park supplemented by off-shore structures. Ben Cutler representing Columbia Gas Company will attend a meeting of City Council in the fall of 2026. Columbia Gas Company has been improving areas of the City over the last five or six years with new gas lines, and in some areas, a change in the diameter of the original pipe to provide more gas pressure in certain areas. The City will coordinate their paving work with Columbia Gas Company’s work to ensure improvements proceed for both without conflict. Cleveland Water Department will replace lead water lines in the Nantucket Rd. and Plymouth Rd. areas. Residents in the project area will receive flyers with contact information and a request not to park on the street while they are working. Water lines are being replaced without charge to residents. Catch basin work remaining from Phase 1 of the testing program will be presented to Council in the near future, which had been delayed due to winter weather conditions. The goal for Phase 2 is to have improvements made as soon as possible prior to the next Rocky River Wastewater Treatment Plant strength and flow study in 2028. REPORTS Law Director Barbour had no report this evening. Finance Director Milton reviewed the information presented at the Finance Committee Meeting held this evening at 6 p.m. which included 2025 year-end information and the 2026 Budget Book. Mr. Milton assured all that any additional information required or questions answered will be available through his office. Mr. Milton reviewed the implementation of invoice capture software in the City Finance Department which will streamline the receipt and rerouting of invoices through City departments. Invoices will be reviewed and approved electronically by department heads. Assistant Finance Director Diane Truman is working with City departments to facilitate the new system which is predicted to be a significant improvement in the accounts payable process. Regular Meeting of Council March 2, 2026 Mr. Clark expressed kudos to the Finance team for providing continuity in the budget process, resulting in an approved budget in advance of the year end. Mayor Koomar noted that the City of Bay Village process begins with projections in October of each year with budget completion in December. Many other communities do not even begin their budget process until January. Police Lieutenant Mark Palmer had no report this evening. Director of Public Services and Properties Costello advised that of the nine recommendations of the energy audit, all but two will be in process by this summer with completion by the end of the year. The two that will not be completed entirely are the LED street light replacement and the solar array component of the City Hall building. Those will take more time for research and consideration. The County Board of Health will help with the control of mosquito populations by placing larvicide in a portion of the City’s older catch basins, mainly east of Dover Center Road. The product is completely safe to pets and humans and is virtually impossible to access when placed in the catch basins. The decision was made to proceed with this after receiving an alert from the Cuyahoga County Board of Health that they had the highest positive test cases for West Nile Virus since 2013. Sidewalk repair and replacement work preparations will begin with sidewalk marking by City employees. The project is included in the City budget in the amount of $270,000 and includes the east side of Parkside Drive, Huntmere Drive, Oakmoor Avenue, Lake Forest Drive, Osborn Road, and Eaton Way, from the Lake Road intersections to the Norfolk Southern railroad line. The Cahoon Memorial Park Gazebo will be repaired, with Sixmo Architects preparing a design for the work which has been budgeted for $187,000. Severe ice and water damage to the north facia will be corrected. The roof will be removed and replaced during the project, and ADA accessibility to the gazebo will be provided as part of the project. The Mayor noted that the perspectives of the Planning Commission and Board of Zoning Appeals will be solicited. ~ The March 16 meeting of Council will include a request for Chagrin Valley Engineering to work on the Wolf Road paving project. The April 6 meeting of Council will include the results of requests for proposals for the smoke and dye testing of sewers. Proposals will be received on March 9, reviewed and prepared for the April 6 Council meeting. Mayor Koomar noted that some of the Wolf Road work may be delayed with a portion done to take advantage of county funding at a later date. Director Costello that work underground at the Equalization Tank site is being completed and above-ground work will commence next week. The end-of-May completion date is still forecasted for the project. Regular Meeting of Council March 2, 2026 Director of Community Services Messeri informed Council of the many activities planned at the Community Services Center to celebrate the month of March. The Lunch Bunch will head over to the Public House restaurant in Kamm’s Corners on March 12 to enjoy a wide variety of Irish specialties. On March 3, the Harp Restaurant will be the site of another fun event, and an historical presentation with the Cleveland Metroparks will take place on March 31 at the Bay Lodge for the BV60+ group. Doug Kusak from the Cleveland Metroparks will showcase the past, present and future of this hillside along the Cuyahoga River that provided community for Irish immigrants in the 1800s. On Wednesday, March 18, Bay Schools Superintendent Scot Prebles will discuss plans for school improvements made possible through the passage of the Permanent Improvement Levy, including timelines and renderings. In the spirit of the NCAA March Madness Basketball Tournament, a Munch Madness Tournament will be held at the Dwyer Center on Friday, March 20, which will include a Snack-it-Bracket to see which tasty treat is the winner. Other activities throughout the month include Trivia, Mall Walk-n-Talk, lunch programs, and discussions. The Community Services Department newsletter can be found on the City’s website for more information and registration for these programs. Fire Chief Lyons reported on the renovations taking place at the Bay Village Fire Department. The south end of the building where the offices were formerly located is now just a mud room with no walls and ceilings. Ground work is underway for the southwest addition. Fences have been placed along the site and signs will be placed to ensure safety for pedestrian traffic which will be rerouted along the east end of the police station. Building Director Tuck-Macalla advised that the Building Department is doing inspections of the construction underway at the Fire Station. The department personnel are also working with the Hawthorne Grove staff as they prepare their day care center to be located at the former Malley’s Ice Cream and Candy site. Two new homes will be constructed at the Yarmouth Colony Subdivision with the foundations now being placed. Recreation Director Enovitch reported that the Recreation Department basketball season wrapped up on Sunday, March 1. Spring Volleyball activities begin this week. Summer employment applications are posted on the City’s website, and lifeguards are needed and encouraged to apply. Eighty lifeguards will be employed with a competitive wage offered. COMMUNICATIONS A communication was received from resident Richard Majewski transmitting information Mr. Majewski researched in regard to permitted uses according to C.O. 1173.01 dealing with alcohol, as it relates to the property at 328 Bassett Road. Mr. Tuck-Macalla stated that Smokin Rock-n-Roll is still being prepared for the eventual opening. Mr. Rettig advised that in April he will hold a Technology and Infrastructure Committee meeting. In compliance with Section 121.22 of the Ohio Revised Code, Motion by DeGeorge to convene to Executive Session regarding acquisition of property, litigation, and security.
