Regular Council October 7, 2025 REGULAR COUNCIL MEETING OF THE COUNCIL OF THE CITY OF BROOK PARK, OHIO TO BE HELD ON TUESDAY, OCTOBER 7, 2025 The meeting was called to order by Council President Salvatore at 7:38 p.m., the clerk called the roll and the following Members of Council answered: TROYER,ROBERTS,DUFOUR,POINDEXTER,MENCINI,McCORKLE,SCOTT Also in attendance were Mayor Orcutt, Law Director Horvath, Finance Director McGann, Recreation Director Wetmore, Service Director Beyer, and City Engineer Piatak. REPORTS OF STANDING COMMITTEES: Aviation & Environmental Committee - Dufour No report. Board of Zoning Appeals - Mencini Mr. Mencini reported the Board of Zoning met on October 6th with two (2) requests on the agenda. First being widening of a driveway at 5188 West 147th - approved. Second request was for a garage addition at 23146 Switzer Road - approved. Finance Committee - Scott Mr. Scott reported Finance committee has two (2) items on the agenda. The Board of Control met earlier today with 18 items on the agenda with the three largest being: Gametime for new playground equipment at McGovern Park - $117,519.97; Brewer-Garrett restoration services for recreation center natatorium pool project through December 30, 2025 - $455,197.94 and Garland, Inc. for Brook Park recreation center roof project phase two (2) - $697,735.86. Legislative Committee - Scott No report Parks & Recreation Committee - Mccorkle Mr. Mccorkle reported the Cooper Foundation playground dedication went very well. The Fall festival was a huge success and Volleyball is in full swing with playoffs on October 25th. 1
Regular Council Reports of standing committees: cont. Planning Committee - Chairman, Poindexter October 7, 2025 Mr. Poindexter reported one item on agenda. The Planning commission met October 6th very busy with seven (7) items on the agenda: First being a request for a front porch covering on Smith Road - approved with conditions. Secondly, conditional use permit for 6100 West 130th Street for a car dealership - denied. Third item was a lot consolidation at 13955 Brookpark Road for Westside Mazda for additional parking - approved. Fourth item was aesthetic approval for the lot consolidation of Westside Mazda - approved. Fifth item was aesthetic project approval for renovations of the municipal campus - approved. Sixth item was new monument signs at municipal campus - approved and last item was aesthetic project approval for a mural at 15119 Snow Road - approved with conditions. Safety Committee - Troyer Mr. Troyer stated October is Breast Cancer Awareness Month ladies and gentlemen get your checkups. Service Committee - Roberts No report. REPORTS OF SPECIAL COMMITTEES: Southwest General Health Center Trustee, Mencini Mr. Mencini reported the board met last month with a guest speaker from Oakview Mental Health facility. The telecommunications services for patient appointment schedules is at 96% satisfaction. The Ohio overdose deaths dropped in 2024 to the lowest point since 2019, one problem being experienced is cocaine being laced with fentanyl. Berea Board of Education Representative - Mccorkle Mr. Mccorkle reported first meeting of the new school year, Doug Schwind from Polaris Career Center gave a report and mentioned Polaris is having a College Career Fair tonight with 90 colleges and trade unions, in attendance. The superintendent report stated a lot of money spent in schools over the summer. Middle School - $600,000.00; Grindstone Elementary $239,000.00; Big Creek Elementary - $100,.000, Brook Park Elementary new school had painting and minor improvements done. The Board of Education - $755,000,00 to the BOE building, new buses, new fuel tank, cement work and painting. Good report provided from the treasurer and the next meeting of October 13th will go over state reports. Technology & Innovation Council Representative - Dufour Mr. Dufour reported hope Council is enjoying laptops and if there are any questions reach out to the committee. Regular Council October 7, 2025 REPORTS AND COMMUNICATIONS FROM THE MAYOR: Mayor Orcutt thanked everyone in attendance at the Boo Park event this past Sunday, outstanding event. Browns update tomorrow morning at 10:00 a.m. city officials will be traveling to New Philadelphia to present to the Ohio Department of Transportation (ODOT) TRAC Board. For the application submitted in the amount of $70.3 million-dollars for domed stadium and mixed-use area; should know by the end of this year where Brook Park has placed for awarding of any monies. Continue to meet with federal leadership, once the government comes back from shutdown, to get prepared for funding from the federal budget for the domed stadium. The recreation center roof is coming along very well with about 75% completion. Thermal imaging was done on the safety building roof and legislation is being introduced this evening for repairs to the 55-year-old roof. Want to echo last night's Planning commission meeting probably the best meeting have seen since being a part of the city; Brook Park is moving forward by working together with commissions, City Council and Administration. Questions Mr. Mencini concurred with Planning commission meeting and Boo Park event, proud of this community. With the recent article of the Browns coming and homes being taken I did not get that from the article. . Mayor Orcutt responded with the Browns no homes or streets will be taken. The feasibility study at 1,610 pages is being reviewed and shows every day to day traffic with the domed stadium. On major event days the city will be down about 2.5% in traffic with all six (6) buildable units in place. Mr. Troyer asked Mayor Orcutt for an update on Blue Abyss and with the Browns and/or what could be a part of the Browns. Engle Road residents are concerned with the possibility of the widening of Engle Road. Mayor Orcutt responded same response as years past Engle Road will not be widened. Engle Road will be readjusted by the railroad tracks to tee into what is being referred to as Ring Road to build a boulevard; that will go from Brookpark Road to Snow Road, no widening of roadways. With game days or other major events at the domed stadium south of the railroad tracks will be blocked off, with signs posted. Streets being blocked off on event days are Glenway to Engle so people don't cut through Sylvia Drive and Hummel Road at Shelby Drive, do not want vehicles or pedestrians passing through. Mr. Troyer stated some of the renderings seen were impressive and offered suggestions for some of the road changes. 3
Regular Council October 7, 2025 Questions: cont. Mayor Orcutt stated need to get together to discuss your suggestions with the city engineer. Mr. Beyer traveled to Ann Arbor to attend an event that had over 100,000 people, in attendance. Blue Abyss nothing has changed since the recent employee deaths knowing the capital stack, it's been challenging. That is still being worked on and people from England have been speaking with Blue Abyss personnel to see how they could possibly help. Blue Abyss is experiencing the same problems financial wise in this volatile economy. REPORTS AND COMMUNICATIONS FROM DEPARTMENTS, COMMISSIONS AND OTHER PUBLIC OFFICIALS: Law Director Horvath No report Finance Director McGann Mr. McGann reported September month-end reports are posted online. Last week two (2) tax department employees retired; Andrea Thur and John Jameson. Andrea started in the police department as a dispatcher for 10 years then moved to the tax department for another 19 years. John was with the city for 10 years coming from the City of Parma tax department; thanked both and wished them well in retirement. Engineer Piatak Mr. Piatak reported the Sylvia Drive project, between Mercer and Michael Drives, came out very well. Fry Road between Holland Road and Birchcroft Drive the contractor needs to clean up some of the area. A few parts for the storage chambers in on backorder that's the reason for the barrels in the road. Legislation will be coming forward for Route 237 between Eastland and Sheldon Roads with monies coming from ODOT. Service Director Beyer Mr. Beyer reported next week is bulk pickup on regular trash day; leaf trucks have been through the city at least once and will continue as volume calls. Sidewalk program should be completed tomorrow with 87 blocks replaced, about 70% participation. Removal and replacement of Plant Lane fencing is underway and the white vinyl fence at Carpenter Park is complete. Repaving of Middlebrook Boulevard and Kathleen Drive are about 50% completed; Pemberton, Hardin and Richard Drives are scheduled later this week. To Mr. Troyer's point with breast cancer awareness the city recently purchased 18 more banners, on top of the six (6) the city already had, to be flown throughout the city. Last week residents received letters regarding an October 28th meeting of the modifications going around the mixed-use development; the meeting will be held from 5:00 p.m. to 8:00 p.m. at the recreation center. The reason for some residents receiving letters and others not is that notification must be given to any business owner and resident within a 500' parameter. As stated I attended an event in Ann Arbor for a 4
Regular Council October 7, 2025 Reports and communications from departments, commissions and other public officials: cont. concert and the takeaway I received is Ann Arbor personnel handled all pedestrian and traffic well. There are different mechanisms and unique ways to move traffic in and out. Recreation Director Wetmore Mr. Wetmore reported Fall Fest was a huge success with approximately 1,500 to 2,000 people in attendance. Planning for the (holiday) tree lighting ceremony is ongoing and will occur November 28th kicked off by the parade at 6:00 p.m. Boxing program had its second (2nd) session yesterday and has been a big success, would like to see grow. Adult Halloween art class is October 24th and the Halloween house decorating contest ends this Friday. A list of houses participating will be available for voting. Basketball and cheer registration is open with a deadline of October 31st and the annual cheer-off is scheduled for Sunday, October 26th at the high school. An Ordinance authorizing and approving the Mayor to entire into a personal services contract with Building Technicians, Corp. professional services and declaring an emergency. An Ordinance authorizing the Mayor to enter into an agreement with Pfund Superior Sales, Co., Inc. for the purchase of a 2024 Ford E-450 Lifeline type III ambulance model 'Superliner' and declaring an emergency.
