REGULAR COUNCIL MEETING OF THE COUNCIL OF THE CITY OF BROOK PARK, OHIO TO BE HELD ON TUESDAY, DECEMBER 2, 2025 The meeting was called to order by Council President Salvatore at 7:36 p.m., the clerk called the roll and the following Members of Council answered: TROYER,ROBERTS,DUFOUR,POINDEXTER,MENCINI,McCORKLE,SCOTT Also in attendance were Mayor Orcutt. Law Director Horvath, Human Resources Commissioner Rednour, Finance Director McGann, Recreation Director Wetmore, Service Director Beyer and City Engineer Piatak. APPROVAL OF MINUTES OF PRECEDING MEETINGS: 1. Caucus Prior to meeting minutes held on November 5, 2025. 2. Regular Council meeting minutes held on November 5, 2025. Motion by Mr. Mencini, supported by Mr. Mccorkle, to approve as printed. ROLL CALL: AYES: Mencini, Mccorkle, Scott, Roberts, Dufour, Poindexter NAYS: Troyer. REPORTS OF STANDING COMMITTEES: Aviation & Environmental Committee - Dufour Mr. Dufour reported Cleveland Hopkins International Airport received recognition from the Airport Council International Carbon Accreditation Program that recognizes airports that reduce carbon emissions; earned level one (1) accreditation for completing first (1) inventory. Plan focuses on combustion at airport of cleaner buildings systems, new solar development and several others programs for providing cleaner energy of neighborhoods near the airport; Brook Park being one (1) of them. Board of Zoning Appeals - Mencini No report, next meeting January 5, 2026. Finance Committee - Scott Mr. Scott reported Finance committee has three (3) items on agenda. The Board of Control met earlier today with six (6) items on agenda; road salt - $25.000.00, 2025 crack-sealing equipment rental - $43,232 and Pemberton Drive equipment rental - $80,066.77. Legislative Committee - Scott No report. Parks & Recreation Committee - Mccorkle Mr. Mccorkle reported boys' and girls' basketball and cheerleading has started and will continue into 2026. The past two (2) holiday events were very nice. Planning Committee - Chairman, Poindexter Mr. Poindexter reported the Planning committee met last night with two (2) items on agenda: First (1st) being aesthetic approval for a mural at McJames Sports Bar & Grill and second (2nd) for blanket conditional use permit for Harley-Davidson Motorcycle facility for approval of seven (7) events.

REGULAR COUNCIL MEET-ING DECEMBER-2,--2025 . _ Reports from standing committees: .. cont. Safety Committee - Troyer Mr. Troyer stated no report but reminded people it is unlawful to place snow and/or leaves in the street; also stay away from the snowplow trucks they have the right-of-way. Service Committee - Roberts No report. REPORTS OF SPECIAL COMMITTEES: Southwest General Health Center Trustee, Mencini Mr. Mencini reported Medicare has open enrollment until December 7th. Southwest General accepts 42 different insurance programs. Medicare is a federal health program for people 65 and over or people with disabilities; with two (2) parts - Plan A being hospital insurance and Plan B being medical insurance. Berea Board of Education Representative - Mccorkle Mr. Mccorkle reported the monthly Titan Ceremony for both students and staff going above and beyond, was held. The board approved two (2) projects one for the former Sears building becoming a Meier grocery store and expenses not over $75,000.00 not having to go to bid. Seven (7) teachers put in for retirement and the Polaris Vocational School building operations and programs are going very well. Technology & Innovation Council Representative - Dufour No report, next meeting December 10th. Thanks to both the service and recreation directors for organizing those events. Santa touring the city went well and an excellent tradition for Brook Park, this Saturday is Pancakes Breakfast with Santa from 9:00 a.m. to 1:00 p.m. The next town hall meeting for an update and status report on the Cleveland Browns dome stadium project will be January 14th at 6:00 p.m. at Brook Park Elementary School. REGULAR COUNCIL MEETING DECEMBER 2, 2025 REJ>ORTS AND COMMUNICATIONS FROM .. DEPARTMENTS, COMMISSIONS, AND OTHER PUBLIC OFFICIALS: Law Director Horvath Madam Horvath reported was the intent to present a current active civil litigation list but due to one (1) case voluntarily dismissed receiving another complaint decided to wait until next week for details. Human Resources Commissioner Rednour No report. Finance Director McGann Mr. McGann reported November month-end reports should be on line by end of the week. Bound copies of the audit report are anticipated to be delivered this week. Recreation Director Wetmore Tree lighting and parade events went smoothly as well as Santa tours the city, thank you to all the volunteers. The Pancake breakfast with Santa will be held this Saturday from 9:00 a.m. to 1:00 p.m., volunteers are welcome to come and help out. The home holiday decorating contest deadline date is December 11th. This January the center will be hosting a Robotics class as well as the Northeast Ohio co-ed Volleyball on Wednesday nights. Tinker the center's elf has returned and back to his mischief. Service Director Beyer Mr. Beyer reported next week is bulk week on regular rubbish day. The winter schedule for drop-off of rubbish and yard waste is Saturdays 9:00 a.m. to 1:00 p.m., weather permitting. In between the snow storms service crews have been picking up leaves. When significant snows keep vehicles off the street so plows can clear the road; two (2) inches of snow the city's snow ban goes into effect. City Engineer Piatak Mr. Piatak reported the engineering department is reviewing preliminary plan documents for the dome stadium and mixed-use project. Questions: Mr. Mencini stated to Mr. Beyer great job with the wet snow today and keeping the roads clear. To Mr. Wetmore and staff great job with tree lighting ceremony and tour of the city events. Mr. Dufour asked Mr. Wetmore how long will the Letters to Santa mailbox be in front of the center? - -·-------- Mr. Wetmore responded think December 23rd but will get back with you on that. --·· ,-----

REGULAR COUNCIL MEETING DECEMBER-2, 2025 - - OTHER COMMUNICATIONS_AND PETITIONS, AND VERBAL . ·- APPROVAL: (INTRODUCTION OF NEW LEGISLATION): New Legislation: 1. An Ordinance authorizing the City of Brook Park to provide Power Home Remodeling Group (PHRG) with a job creation incentives package and declaring an emergency. Introduced by Mayor Orcutt. Finance MISCELLANEOUS BUSINESS, APPOINTMENTS, CONFIRMATIONS: REMARKS FROM THE AUDIENCE ON ANY SUBJECT MATTER: Liz Sayers 23065 Cedar Point Road Ms. Sayers expressed concerns of the recent land swap from the city to the Haslam Gro·up providing tax abatements for the forthcoming dome stadium. Does everyone that builds on the property also get a tax break? Motion by Mr. Poindexter, supported by Mr. Roberts, to address audience. ROLL CALL: AYES: Poindexter, Roberts, Dufour, Troyer, Scott, Mccorkle, Mencini NAYS: Unanimous. Mr. Poindexter clarified that the recent land swap has nothing to do with the 15- year tax abatement. The 15-year tax abatement is under the Community Reinvestment Area (CRA) which any new improvements within the city qualifies, to provide incentive to build in the city. The reason for the land swap is for a certain Tax Increment Financing (TIF) allowing tax increments that would normally go to Cuyahoga County goes to Brook Park for development purposes, within that district. ---- - - -ORDINANCES-AND.
