Regular Council Meeting January 6, 2026 REGULAR COUNCIL MEETING OF THE COUNCIL OF THE CITY OF BROOK PARK, OHIO TO BE HELD ON TUESDAY, JANUARY 6, 2026 The meeting was called to order by Council President Salvatore at 7:30 p.m., the clerk called the following Members of Council answered: DUFOUR,GONZALEZ,POINDEXTER,ROBERTS,MENCINI,McCORKLE,SCOTT Also in attendance were Mayor Orcutt, Law Director Horvath, Finance Director McGann, Recreation Director Wetmore, Service Director Beyer and City Engineer Piatak. APPROVAL OF MINUTES OF PRECEDING MEETINGS: 1. Special Council minutes held on December 9, 2025. 2. Caucus Prior to minutes held on. December 16, 2025. 3. Regular Council minutes held on December 16, 2025. Motion by Mr. Dufour, supported by Mr. Mccorkle, to approve three (3) sets of minutes. ROLL CALL: AYES: Dufour, Mccorkle, Mencini, Scott, Roberts, Poindexter NAYS; None. ABSTENTION: Gonzalez Motion by Mer. Dufour, supported by Mr. Mccorkle, to move to letter G. A Proclamation honoring Captain David McCarthy for life-saving action. 2. A Proclamation honoring Firefighter/Paramedic Matthew D'Aurelio for life- saving action 3. A Proclamation honoring Firefighter/Paramedic Bradley Polash for life-saving action. 4. A Proclamation honoring Mr. Jerome Rienerth for heroic action in assistant a child to safety. 5. A Proclamation honoring Mr. Joh Fumich for heroic action in assisting a child to safety. The Mayor read the proclamations in their entirety and Fire Chief Fike presented the proclamations to the five (5) people involved with a Middleburg Heights house fire and assistance with helping a child to safety. ,.,_ Regular Council Meeting January 6, 2026 REPORTS OF STANDING COMMITTEES: Aviation & Environmental Committee - Dufour Mr. Dufour reported the nine-million passengers traveling to and from Hopkins International airport are a sign of a healthy regional economy also represent economic development opportunities for the city. Cleveland Hopkins International Airport welcomed 735,709 passengers in November, slight decrease 3.8% of last year. Last year like many airports nationwide was impacted by the federal government shutdown wish attributed to passenger reduction. In 2026, J_et Blue announced a new service to John F. Kennedy international airport beginning March, 2026 for non-stop service to JFK but also provide Northeast Ohio travelers access to Caribbean locations through JFK network. There will be major construction improvements in the amount of $1.6 million-dollars over the next seven (7) years. Mr. Mencini report no report, next meeting February 3rd. Board of Zoning Appeals - Mencini Finance Committee - Scott Mr. Scott reported Finance committee has nothing on agenda, the Board of Control met yesterday with 80 item on agenda; three (3) largest being road salt - $175,000.00; second (2nd) year of five-year (5) lease for Motorola radios and ambulance - $238,095.32 and Chagrin Valley Dispatch Council - $647,853.25. Legislative Committee - Roberts No report. Parks & Recreation Committee - Mccorkle Mr. Mccorkle reported NEO Volleyball has brought a new co-ed league to the recreation center beginning tomorrow, the first (1st) session filled. Robotics class began this evening stopped by earlier and there are a handful of children and parents' working on building items, good turnout. Next meeting will be held on Thursday, January 15th. Planning Committee - Chairman, Scott • • Mr.· Stotcreportea Planniffff Cortfniissioh met yesterday With two (2) requests-for construction of a billboard located on the city's municipal campus: First (1st) request was for aesthetic approval for installation of the billboard and second (2nd) request for a conditional use permit for construction of the billboard; both requests were ap.proved unanimously and will be forwarded to City Council for consideration. Safety Committee - Poindexter Mr. Poindexter reported the fire department received the new lifeline ambulance, that is now in service. Regular Council Meeting January 6, 2026 REPORTS OF SPECIAL COMMITTEES: Southwest General Health Center Trustee, Mencini Mr. Mencini reported Southwest General is in full agreement with Anthem medical for commercial and Medicare advantage plans, as well as many other health providers. Southwest General is the first (1st) facility in Greater Cleveland to provide minimum invasive endoscopic surgeries for back pain, caused by herniated discs. Forbes magazine recognized Southwest General as the third (3rd) hospital for employers in 2025. Berea Board of Education Representative - Mccorkle Mr. Mccorkle reported the December, 2025 meeting Polaris Career Center continues to grow, both building and programs doing well. The superintendent's report included receiving state recognition for Grindstone and Brook Park Elementary Schools as gold levels schools and Big Creek Elementary and Berea-Mid park Junior and High schools receiving silver. Next meeting is scheduled for January 12th with swearing in of officers. Technology & Innovation Council Representative - Dufour No report. REPORTS OF BOARDS AND COMMISSIONS: INTRODUCTION OF RESOLUTIONS OF COMMENDATION: Moved by motion to beginning of meeting. REPORTS AND COMMUNICATIONS FROM THE MAYOR: Mayor Orcutt reported City of Brook Park and NOACA will be hosting a public meeting on January 14th at Brook Park Elementary School from 6:00 p.m. to 8:00 p.m. to discuss traffic and pedestrian patterns around the (proposed) Cleveland Browns football stadium. Service Director Beyer, City Engineer Piatak and I took a trip, in the senior van,to Col □mb_u_s for a meeting With the Ohio Department of Transportation (ODOT) team. To provide an update and status of the highway and pedestrian system around the proposed stadium, great meeting. Should find out by the end of the month whether monies will be coming to the city for TRAC funding. Cleveland Browns update work continues on a preliminary agreement plan with the hope of seeing the plan February or March planning commission meeting. Questions: Mr. Mendnfst:al:ed great honor to the flre department and police department for. going out of their way, doing their jobs. Mayor Orcutt responded extremely proud of both departments for their efforts with what they do, thankless job. 3
Regular Council Meeting January 6, 2026 Questions: cont. Mr. Poindexter asked with the January 14th public meeting will that be a presentation format or discussion format? Mayor Orcutt responded the concept is to have panels on stage to include city personnel, Osbourne Engineering and NOACA with a digital presentation showing improvements to the six (6) buildable units as well as pedestrian routs. REPORTS AND COMMUNICATIONS FROM DEPARTMENTS. COMMISSIONS, AND OTHER PUBLIC OFFICIALS: Law Director Horvath Madam Horvath reported the Active Civil litigation list has been distributed to Council and would like to bring attention to case number nine (9) on the list and state the city has already filed motion to have the case dismissed. Finance Director McGann Mr. McGann reported the City of Brook Park closed out the year 2025 special thanks to both the finance and tax and all city departments for assisting in the closing of 2025 and opening of 2026. Recreation Director Wetmore Mr. Wetmore reported the Youth Basketball season opened this past Saturday, smash success. Daddy-Daughter registrations start tomorrow with dance being held on Friday, February 13th from 6:00 to 8:00 p.m. The 2026 Murder Mystery Dinner will be held on Saturday, April 18th. Tomorrow starts the center's positive education program for individuals with disabilities facing difficult barriers of employment, due to lack of access, education and training; this program will promote training, advocacy and independent living skills, twice a month. Service Director Beyer Mr. Beyer reported next week is bulk week on regular trash day, live Christmas trees can be pat cm tree lawns for pickup. If seeing a water oreak orn::ity streets report to either service department or Cleveland Water. Water breaks go in priority with currently having over 200 water breaks in the service area; two (2) in Brook Park but not considered critical. City Engineer Piatak Mr. Piatak reported public notice for the Sheldon Road Bridge Replacement Project have been posted on both the city website and Facebook pages; with project beginning late summer or early fall of 2026; the notice also includes any public -quesHons and/or comments. • • • -- - • ·-· ·- • - -- - - - Questions: Mr. Mencini asked how are the new hours working out that began this week? Mr. Wetmore clarified the new center hours are 6:00 a.m. to 8:00 p.m. began this week and first (1st) there were six (6) to eight (8) individuals that came in at 6:00 a.m. today there were eight (8) to ten (10) today, so it's picking up. 4

Mr. Mencini thanked Mr. Beyer for bringing up the water-breaks and shout-out to the service crews for the great work during the last snowstorm. Mr. Scott asked Mr. Beyer what is the process for reporting burned out street lights? Mr. Beyer responded can either call the service department or First Energy and provide an address location. City crews on third (3rd) shift when not dealing with snow ,md/or emptying salt tnJcks, crews are sent out to mark down burnec:I out street lights for reporting to First Energy. Mr. Gonzalez asked Mr. Beyer how is the city doing on road salt? Mr. Beyer responded currently have a little over 1,200 tons, currently. OTHER COMMUNICATIONS AND PETITIONS, AND VERBAL APPROVAL: {INTRODUCTION OF NEW LEGISLATION): Verbal Approval: 1. Boxcast annual payment for livestreaming - $2,388.00.
