CITY OF BRUNSWICK, OHIO 
                                  MINUTES OF COUNCIL 
                                 Monday, December 18, 2023 


Prayer and Pledge of Allegiance The regular meeting of Brunswick City Council was called to order by 
Mayor Ron Falconi at 7:05 p.m. at the Municipal Complex. 
Roll Call of Members showed the following Council Members present: Nicholas Hanek, Brandon Lambert, 
Keith Kuczma, Joseph Delsanter, Tim Smith, Kristy Piper. 

Others Present: Mayor Ron Falconi, City Manager/Safety Director Carl DeForest, Acting law Director 
Dennis Nevar, Clerk of Council laura Timura. 

Nicholas Hanek moved to excuse Michael Abella Jr. for just cause, seconded by Joseph Delsanter. Roll Call -
Ayes - 6, Nicholas Hanek, Brandon Lambert, Keith Kuczma, Joseph Delsanter, Tim Smith, Kristy Piper. 
Nays - O. Motion Carried. 

Correspondence There was none. 
Approval of Regular Council Meeting Minutes dated December 11, 2023. Nicholas Hanek moved to approve 
the Regular Council Meeting Minutes dated December 11, 2023, as written, seconded by Brandon Lambert. 
Roll Call - Ayes - 6, Nicholas Hanek, Brandon Lambert, Keith Kuczma, Joseph Delsanter, Tim Smith, 
Kristy Piper. Nays - 0. Motion Carried. 
Mayor's Report: 
Proclamation in recognition of Chief Brian J. Ohlin's years of service to the City of Brunswick: 

Mayor Falconi acknowledged that Chief Ohlin served the City admirably. He thanked him for his service to 
the City and assured him he would be missed. A proclamation was then presented to recognize Chief Ohlin's 
service. Chief Ohlin informed that he served the State of Ohio for almost 34 years. He was proud of those 
he served with, the high safety ratings, and the community partnerships that were maintained. 

Proclamation in recognition of Annabelle Strauss' achievement in the NBA Math Hoops Global 
Championship: 

Mayor Falconi noted that St. Ambrose once again demonstrated excellence in the community. He honored 
Annabelle Strauss who won the NBA Math Hoops Global Championship. Her teacher declared that Annabelle 
was 1 of 26 students out of 206,000 applicants globally to be chosen. The competition involved a math 
board game using statistics from NBA players and using all elements of math. She was then presented with a 
proclamation to honor her achievement. 
Clerk of Council's Report Clerk of Council, Laura Timura, wished everyone a Merry Christmas and a Happy 
New Year.

ORD. NO.  103-2023 ·An emergency ordinance providing for the issuance and sale of bonds in the maximum 
 principal amount of $12,000,000 to provide funds for the purpose of constructing, furnishing, equipping and 
otherwise improving a new fire station and preparing, equipping and otherwise improving its site.·

 ORD. NO. 113-2023 - An emergency ordinance establishing a temporary moratorium on the issuance of 
 building permits and/or certificates of occupancy for any building, structure, use, or change of use that 
 would enable the cultivation, processing or retail sale of recreational marijuana to allow the City 
 Administration, Council and Planning Commission an opportunity to review applicable law and to consider 
 possible amendments to the Brunswick Zoning Code. - 1st Reading (To be brought from Planning & Zoning

 Joseph Delsanter moved to adopt Ordinance Number 113-2023, seconded by Keith Kuczma. Roll Call -

City Manager's Report Carl DeForest thanked Chief Ohl in for almost 3 decades of dedicated service to the 
community and the City of Brunswick. He mentioned that it was an honor to serve with him and wished him 
and his wife happiness and success in retirement. He concluded by wishing everyone a Happy Holiday, 
Merry Christmas, and a very prosperous 2024. 
Open Forum There was none. 
Unfinished Business Joseph Delsanter noted that it has been a pleasure having Chief Ohlin serve the City 
and keep the community safe. He thanked him for his years of service and wished him happy holidays. 
New Business  Tim Smith wished everyone a Merry Christmas and congratulated Chief Brian Ohlin on his 
retirement. 

Mayor Falconi relayed that on December 27, 2023, at 6:30 p.m. there would be a swearing-in ceremony for 
Councilman Hanek, Abella, Lambert, and Kuczman. He wished everyone a very Merry Christmas and a 
healthy and prosperous 2024.
