                                  MINUTES OF      COUNCIL 

                                  Monday, January 22, 2024 


Prayer and Pledge of Allegiance The regular meeting of Brunswick City Council was called to order by Mayor 
Ron Falconi at 7:00 p.m. at the Municipal Complex. 
Roll Call of Members showed the following Council Members present: Nicholas Hanek, Brandon Lambert, 
Michael Abella Jr., Keith Kuczma, Joseph Delsanter, Tim Smith, Kristy Piper. 

Others Present: Mayor Ron Falconi, City Manager/Safety Director Carl DeForest, Law Director Dennis Nevar, 
Clerk of Council Laura Timura. 
Correspondence There was none. 
Approval of Regular Council Meeting Minutes dated January 8, 2024. Nicholas Hanek moved to approve the 
Regular Council Meeting Minutes dated January 8, 2024, as written, seconded by Joseph Delsanter. Roll Call 
- Ayes - 7, Nicholas Hanek, Brandon Lambert, Michael Abella Jr., Keith Kuczma, Joseph Delsanter, Tim Smith, 
Kristy Piper. Nays - 0. Motion Carried. 
Mayor's Report: 
Proclamation in recognition of Medina Metropolitan Housing Authority's 70th Anniversary: 

Mayor Falconi presented a proclamation to Carol Lawler in honor of Medina Metropolitan Housing 
Authority's 70th Anniversary. 
Motion to approve Mayor's recommendation to reappoint Lisa Jackson-Clements to the Volunteer Fire 
Fighters' Dependents Fund retroactive to January 1, 2024: 

Joseph Delsanter moved to approve the Mayor's recommendation to reappoint Lisa Jackson-Clements to the 
Volunteer Fire Fighters' Dependents Fund retroactive to January 1, 2024, seconded by Nicholas Hanek. Roll 
Call - Ayes - 7, Nicholas Hanek, Brandon Lambert, Michael Abella Jr., Keith Kuczma, Joseph Delsanter, Tim

RES. NO. 1-2024 - A resolution authorizing the City Manager to purchase liquid asphalt emulsion for the 
Service Department from leader Machinery Equipment in an amount not to exceed $40,000.00. - 2nd

Mr. Smith moved this resolution to third reading. 

ORD. NO. 7-2024 - An ordinance establishing Codified Ordinance Chapter 868 of the City of Brunswick 
Codified Ordinances relative to the license of Tobacco Retail Establishments - 2nd Reading (Committee·of­
the-Whole, Administration/Dennis Nevar): 

Brandon Lambert moved to amend this ordinance, changing the number of licenses ratio from 1 for every 
1,000 residents to 1 for every 1,100 residents and increasing the minimum license fee from $600 to $750, 
seconded by Nicholas Hanek. Roll Call - Ayes - 7, Nicholas Hanek, Brandon Lambert, Michael Abella Jr., Keith 
Kuczma, Joseph Delsanter, Tim Smith, Kristy Piper. Nays - 0. Motion Carried. 

Mr. Hanek moved this ordinance to third reading.

RES. NO. 8-2024 -An emergency resolution authorizing the City Manager to enter into a one (1) year 
contract for property, automobile, inland marine, general liability, public officials liability, police liability, 
boiler and machines, crime coverage, cyber coverage, employment practice and umbrella insurance 
coverage. -1st Reading (To be brought from Committee-of-the-Whole, Administration/Carl DeForest):

Nicholas Hanek moved to adopt Resolution Number 8-2024, seconded by Joseph Delsanter. Roll Call -Ayes -
7, Nicholas Hanek, Brandon Lambert, Michael Abella Jr., Keith Kuczma, Joseph Delsanter, Tim Smith, Kristy 
Piper. Nays - 0. Motion Carried. 

City Manager's Report: Mr. DeForest reminded that when more than 2" of snow is expected, the Division of 
Police can issue a winter parking ban. This would be advertised on the City's website and allow the City 24 
hours to clear the streets. Again, information will be available on the website or the Division of Police can be 
contacted at their non-emergency number (330) 225-9111 to find out if a parking ban is in effect. 

There have been numerous complaints regarding solicitors recently. No soliciting signs are available in the 
lobby of City Hall and on the City's website. If solicitors continue to come to your residence, this would be a 
violation of the soliciting license and considered trespassing. 

There have been several fires this winter. Residents who do not have smoke detectors are encouraged to 
contact the Division of Fire. They can obtain smoke detectors and install them for residents. This would be 
need-based and not income-based.

 Open Forum:  Sue Mazzola (3440 Boston Road) pointed out that Homes not Highways were in attendance at 
 every Council Meeting. She wanted to thank everyone again for their continued support to stop the 
 interchange. Ms. Mazzola informed that Homes not Highways continues to combat the interchange as a 
group and spread the word further into Strongsville. Additionally, the group attends Strongsville's Council 
 Meetings and asks what their plans are. 

 Shrea Kellums (3450 Boston Road) thanked everyone for their support. She declared that the group 
 attended a•I of Strongsvtlle's meetings, and she was very proud of what her group had accomplished. 
 Unfinished Business: Mr. Hanek reported that he had received calls from residents concerning solicitors. He 
 explained that solicitors must have a license through the Oty of Brunswick and be able to show the permit. 
 City Manager Carl DeForest informed that if a solidtor is unable to provide a permit, residents can contact 
 the Division of Police at thek non-emergency number (330) 225-9111 and provide their location, call back 
 number, and a description of the solicitor. Permits are issued through the City Manager's Office and are 
 valid for 90 days. Solicitor permits are listed on the City's webstte. Solid tors without a permit are subject to 
 4th-degree misdemeanor charges and may be brought before Mayor's Court. 

 Mr. Delsanter thanked the Homes not Highways group for their support. He pointed out that their 
 attendance at Strongsville's Council Meetings has a great impact. He expressed that they are part of a unit 
 that will continue to combat the interchange. 
 New Business: 

 Consideration of a new liquor perm ~t request from First Watch Restaurants Inc. located at 3404 Center Road, 
 Brunswick, Ohio 44212: 

 There were no objections from the administration.
