                                   MINUTES OF COUNCIL 
                                   Monday, January 13, 2025 


 Prayer and Pledge of Allegiance The regular meeting of Brunswick City Council was called to order by Mayor 
 Ron Falconi at 7:00 p.m. at the Municipal Complex. 
 Roll Call of Members showed the following Council Members present: Nicholas Hanek, Michael Abella Jr., 
 Keith Kuczma, Joseph Delsanter, Tim Smith, Kristy Piper. 

Others Present: Mayor Ron Falconi, City Manager/Safety Director Carl DeForest, Law Director Dennis Nevar, 
 Clerk of Council Laura Timura. 

 Nicholas Hanek moved to excuse Brandon Lambert for just cause, seconded by Kristy Piper. Roll Call - Ayes -

 Approval of Regular Council Meeting Minutes 
 Regular Council Meeting Minutes dated December 16, 2024: 

 Nicholas Hanek moved to approve the Regular Council Meeting Minutes dated December 16, 2024, as 
 written, seconded by Tim Smith. Roll Call - Ayes - 6, Nicholas Hanek, Michael Abella Jr., Keith Kuczma, Joseph 
 Delsanter, Tim Smith, Kristy Piper. Nays - 0. Motion Carried. 
 Mayor's Report: 
 Mayor's Court Financial Report for the month ending December 2024 will be posted on the website and 
 added to the minutes for the record. 

 The Mayor recommended the reappointment of Abbas Hasan to the Planning Commission and the 
 reappointment of Lisa Jackson-Clements to the Board of Zoning Appeals. 
 He also recommended the appointment of Jake Altman, Denise Arnaud, Frank Chestney, Daniel Langshaw, 
 Robert McCain, and Barbara Rocha to the Charter Review Commission. 

 Mayor Falconi declared that if anyone on Council had questions regarding these recommendations, they 
 should contact him. 
 Motion to approve Mayor's recommendation to reappoint Lisa Jackson-Clements and Stanley Socha to the 
 Volunteer Fire Fighters' Dependents Fund retroactive to January 1, 2025.: 

 Joseph Delsanter moved to approve the Mayor's recommendation to reappoint Lisa Jackson-Clements and 
 Stanley Socha to the Volunteer Fire Fighters' Dependents Funds, seconded by Nicholas Hanek. Roll Call - Ayes

the City. Mayor Falconi agreed that the}r commitment was commendable and they are outstanding

Petitions from the Public on legislation Linda Hudson (314 Pearl Road) noted that she testified at a hearing 
of the Medina County Commissioners regarding the annexation of a property at Woodard and Kimmich. At 
the meeting, it was questioned who takes care of the roads in that area. Those in attendance were under the 
impression that the County took care of that property. She clarified that Brunswick Hills Township cares for

this property. She noted that if this property is annexed to the City it would likely become the City's 
responsibility. Ms. Hudson explained that she sits on the Planning Committee which will update the 
township's Comprehensive Plan. She relayed that the annexations are taking place very quickly and changing 
 hands faster than the township can keep up with it. The trustees claim they do not know which properties 
 have been annexed. She asked who would take care of the roads and was it the township's responsibility.

City Manager's Report Mr. Deforest announced that the Parks Master Plan update would be provided to 
City Council on January 27. There would be a question-and-answer portion of the meeting that would last 
approximately 30 minutes. The plan will include an update on what will happen with the parks over the next 
several years and will be published immediately after the meeting. 

He relayed that North Park dredging started on approximately January 6. There was a delay due to EPA 
agreements. The sediment from the lake will be hauled to a piece of property on North Carpenter that is 
owned by the City. The wetlands area inhibits the City's ability to rebuild the snow hill. This process will take 
approximately 60 days and after that time, the lake will begin to be refilled. 

Mr. Deforest reminded residents not to push snow into the streets. The City prefers that the snow be placed 
on the tree lawn, so you do not create a nuisance for your neighbors and motor vehicles. Fire hydrants need 
to remain clear. He added that registered snowplow operators can be found on the City's website 
at www.brunswick.oh.us. Some may provide veteran or senior discounts. 

Smoke detectors can be obtained by calling Station #1at330-273-8046. The station will provide 2 smoke 
detectors with batteries and install them. There were 3 devastating fires last year and the City would like to 
provide smoke detectors to those who need them. There is paperwork that must be completed, but no 
charge to the resident. 
Open Forum Linda Hudson (314 Pearl Road) she explained that she is on the Comprehensive Steering 
Committee for Brunswick Hills Township. This committee is responsible for updating the Brunswick Hills 
Comprehensive Plan. She mentioned that they have a new Zoning Inspector and new members of the 
Zoning Commission. Ms. Hudson disclosed that annexation information that goes directly to the trustees, 
may or may not get to the appropriate individuals. She hoped to open a line of communication between the 
City and the Zoning Commission Chair. Ms. Hudson applauded the Planning Commission that worked on the 
Mapleside Farms project. Route 42 is the gateway between both communities. She noted that some of the 
lots in Mapleside are in Brunswick Hills and the majority are in the City of Brunswick. She felt that the plans 
for both communities should have continuity. Ms. Hudson announced that no communications were sent to 
the trustees or the Zoning Commission for Brunswick Hills. Ms. Hudson voiced that she only wants to plan 
for a future with continuity in this effort. She asked how can a line of communication be opened with

 Brunswick if information is unable to be exchanged in a timely manner. She then asked haw planning could 
 be done if we are unable to work togethc>r to move toward a Comprehe11sive Plan that offers our businesses 
and potential investors the opportunity to succeed in our communities. Both Brunswick Hills and the City 
 need to offer a clear a concise path to them. Ms. Hudson concluded that it was her hope to generate 
conversation between the two communities to help build a better future for the greater good. 

 Unfinished Business Mr. Hanek responded that a Comprehensive Plan update was conducted in 2022 which 
did include members of Brunswick Hills and neighboring communities. The City has reached out and had 
those conversations. He recommended that Ms. Hudson review the City's Comprehensive Plan. It involved a 
substantial amount of time, effort, and thought into the Pearl Road corridor. The document is available on 
the City's website. 

 Mr. Delsanter added that a working model for townships to refer to would include Montville Township and 
the City of Medina. He remarked that the corridor that Ms. Hudson spoke of is a life-blood-changing place 
 within this region which means a lot economically. Businesses that draw in outside dollars will allow the City 
to be recognized as a destination. 
 New Business Mrs. Piper reminded that January is Pack the Food Pantry Month. She notified residents that 
donation bins are located in the City Hall lobby. The Recreation Center will be having a pool party on 
 Monday, January 20 from 4 p.m. to 6 p.m. Mrs. Piper will be the O.J. for the party and refreshments will be 
 provided. The band Funkology will be holding a disco party on February 16. 

 Mr. Smith asked to be involved in the selection of fish for North Park. He informed that he is involved with 
the Fishing Derby through the Optimist Club. He added that the City can provide a lock box for residents' 
 houses that contain the key to their front door. This will allow the police access in the event of an 
emergency and prevent the probability of the door needing to be knocked down. Mr. DeForest added that 
those interested in obtaining a lock box can contact Station #1. This would be a service best for people who 
 have limited mobility and are unable to answer the door.
