                                  MINUTES OF COUNCIL 

                                   Monday, March 10, 2025 


Prayer and Pledge of Allegiance The regular meeting of Brunswick City Council was called to order by 
Mayor Ron  Falconi at 7:00 p.m. at the Municipal Complex. 
Roll Call of Members showed the following Council Members present: Nicholas Hanek, Brandon Lambert, 
Michael Abella Jr., Keith Kuczma, Joseph Delsanter, Kristy Piper. 

Others Present: Mayor Ron Falconi, City Manager/Safety Director Carl DeForest, law Director Dennis Nevar, 
Clerk of Council laura Timura. 

Nicholas Hanek moved to excuse Tim Smith for just cause, seconded by Brandon Lambert. Roll Call -Ayes -
6, Nicholas Hanek, Brandon Lambert, Michael Abella Jr., Keith Kuczma, Joseph Delsanter, Kristy Piper. Nays 
- 0. Motion Carried. 
Correspondence  Correspondence from Lucas Merkel was read relaying his opposition to the $75 per hour 
fee for certain public records requests. He noted that transparency and accountability should outweigh cost 
concerns and that the fee would place an unnecessary burden that hinders public trust.

Petitions from the Public on legisfation James Evanoff (3649 Ascot Drive) spoke in opposition of Ordinance 
Number 27-2025. Mr. Evanoff asked on average, how many requests from residents are there for body and 
dash cam footage involving individual instances. He also inquired how many man hours are spent processing 
these requests. Mr. Evanoff surmised that if a full-time employee spent 40 hours a week processing public 
records requests, $156,000 would be generated as the legislation is currently written. He felt that on a state 
level legislation was passed to make it harder for citizens to access records. He cited examples of instances 
where citizens may need to view body cam footage and reiterated that police transparency is important. He 
concluded that access to body cam footage will increase transparency and help people believe in the 
integrity of the Poltce Department.

City Manager's Report Mr. Deforest announced that North Park had reopened. Work will done on the 
driveway and parking lot in the coming weeks. He relayed that in the coming months the fish will be 
 restocked and it will take two to three years before it is completely restocked. 

The Tax Office will be open Monday through Friday from 8:30 a.m. to 5:30 p.m. on a first come, first served, 
 basis. Additionally, they will be open on Saturday, April 5 and Saturday, April 12, from 9 a.m. to noon. 
 Mr. DeForest explained that if residents bring in their information, the Tax Office will complete their taxes 
while they wait. This service is offered at City Hall located at 4095 Center Road. 

The City will be participating in a statewide tornado drill through the Ohio Emergency Management 
 Agency. This will occur on Wednesday, March 19, at 9:50 a.m.

Open Forum David  Kelland (306 Starview Drive) remarked that two years ago part of Starview Drive was 
resurfaced. However, the remainder of the road has not been resurfaced. Mr. Kelland asked when the 
other portion would be addressed. He also brought up concerns regarding flooding. He explained that a 
4-foot-wide stream was excavated from the storm drain off of Bruce, and it seems to be working okay. On 
the east side of Starview Drive, the stream was restructured. However, when the water builds up there is 
flooding. He asked if the City considered a retention area at the end of Venus for the two major storm 
drains to tie into. 

Mr. Deforest divulged that the City set aside 1.5 million dollars 2 1/2 years ago, because they were given a 
federal grant. The City is still waiting to receive those funds. The property was purchased with the intent of 
increasing the capacity in that area. 

David Shaw (3596 Applehill Court) announced that he resided in the Old Mill Village subdivision. He relayed 
that he and his wife have lived in that area since 1987. Mr. Shaw informed that the area behind him was all 
woods with a ravine that ran all the way down to the high school and garage. The deer population was 
causing a nuisance to the residents in the area by eating vegetation. Mr. Shaw provided a handout with 
information on Medina's deer hunting program that allowed thinning of the herd through the bow hunting 
of white-tailed deer. Pictures of the deer in Mr. Shaw's yard was included in his handout. 
Unfinished Business There was none. 
 New Business Mrs. Piper revealed that Brunswick for a Brighter Future raised $168,000 and won first place 
for their area. She congratulated them on their efforts and the journey of a Blue Devil. She reminded that a 
 pool party would be taking place on Friday from 4 p.m. to 6 p.m. at the Recreation Center. Funkology will 
 be performing on Sunday from 2 p.m. to 4 p.m. at the Recreation Center. 

 Mr. Delsanter noted that he has had conversations with Mike Kellums regarding herd management. He 
 advised that before a constructive conversation regarding this matter can be started, the City would need to 
 know how impactful that kind of solution has proven itself to be. Mr. Delsanter concluded that this type of 
 decision would need to include DNR and the City's Animal Control Officer.
