CITY OF BRUNSWICK, OHIO 

                                   MINUTES OF COUNCIL 

                                    Monday, April 28, 2025 


Prayer and Pledge of Allegiance The regular meeting of Brunswick City Council was called to order by 
Mayor Ron  Falconi at 7:02 p.m. at the Municipal Complex. 
Roll Call of Members showed the following Council Members present: Nicholas Hanek, Brandon Lambert, 
Michael Abella Jr., Keith Kuczma, Joseph Delsanter, Tim Smith, Kristy Piper. 

Others Present: Mayor Ron Falconi, City Manager/Safety Director Carl DeForest, Law Director Dennis Nevar, 
Clerk of Council Laura Timura. 
Correspondence There was none. 
Approval of Regular Council Meeting Minutes 
 Regular Council Meeting Minutes dated April 14, 2025: 

 Nicholas Hanek moved to approve the Regular Council Meeting Minutes dated April 14, 2025, as written, 
seconded by Joseph Delsanter. Roll Call -Ayes- 7, Nicholas Hanek, Brandon Lambert, Michael Abella Jr., 
 Keith Kuczma, Joseph Delsanter, Tim Smith, Kristy Piper. Nays - 0. Motion Carried. 

 Mayor's Report: 
 Proclamations in recognition of Representative Sharon Ray and Representative Melanie Miller: 
 Mayor Falconi recognized that Representatives Ray and Miller took an interest in helping Brunswick 
 constituents protect their homes. He noted that they stepped up to the plate and took action. He then 
 presented proclamations in honor of their efforts. 

 Representative Ray acknowledged that the Homes Not Highways constituents took numerous trips to 
 Columbus and showed their passion and dedication, which helped to make a difference. Representative 
 Miller stated that their handwork, dedication, and faith hetped to combat the interchange. She mentioned 
 that they fostered friendships and relationships by sticking together. Representative Miller admitted that 
 she and Representative Ray never stopped fighting for them and refused to make compromises that were 
 not good for Brunswick. She thanked everyone for never giving up and for staying in the fight with them. 
 Proclamation in recognition of Commissioner Aaron Harrison: 

 Mayor Falconi thanked Commissioner Harrison for all of his hard work for the residents of Brunswick and for 
 working with State Representatives. He then presented him with a proclamation in recognition of his 
 efforts. 

 Commissioner Harrison expressed he was happy to be a part of the fight and to stick up for his 
 community. He revealed that what everyone was fighting for was obviously the right answer, and it was 
 great to have a lot of allies in the fight.

 Proclamation in honor of Homes Not Highways: 

 Mayor Falconi presented Homes Not Highways with a proclamation in recognition of their efforts. M ike 
 Kellums from Homes Not Highways thanked everyone for staying the course and attending this evening. He 
thanked the Representatives, Commissioner, Council, and Administration for their support. 
 Proclamation in recognition of Apraxia Awareness Day: 

A proclamation was presented to increase awareness of Apraxia and acknowledge Apraxia Awareness Day. 
 Proclamation to proclaim National Safe Boating Week: 

 Mayor Falconi presented a proclamation to increase boat safety awareness and recognize National Safe 
 Boating Week. 
 Motion to appoint Andrea Schroer to the Medina County Advisory Council for Aging and Disability: 

 Nicholas Hanek moved to appoint Andrea Schroer to the Medina County Advisory Council for Aging and 
 Disability, seconded by Joseph Delsanter. Roll Call - Ayes - 7, Nicholas Hanek, Brandon Lambert, Michael 
 Abella Jr., Keith Kuczma, Joseph Delsanter, Tim Smith, Kristy Piper. Nays - 0. Motion Carried. 
 Mayor's recommendation to appoint Denise Arnaud to the Ethics Board: 

 If Council has questions regarding the recommendation, they can contact the Mayor's Office.

 Mr. Hanek moved this ordinance to third reading. 
 ORD. NO. 14-2025 - An ordinance amending Section 1266.04(g) of the Codified Ordinances of the City of 
 Brunswick by including adult use marijuana processors as a conditionally permitted use in the 1-L Light 
Industrial District. - 2nd Reading (Committee-of-the-Whole, Administration/Grant Aungst): 

 Mr. Hanek moved this ordinance to third reading. 
 ORD. NO. 36-2025 - An ordinance establishing Section 1480.07 (Property Maintenance Code Section

RES. NO. 37-2025 - An emergency resolution commending Representatives Miller and Ray and 
Commissioner Harrison for their commitment and support to the City of Brunswick - 1st Reading (To be 
 brought from Committee-of-the-Whole, Council/Nicholas Hanek): 

 Nicholas Hanek moved to suspend the rules, seconded by Joseph Delsanter. Roll Call - Ayes - 7, Nicholas 
 Hanek, Brandon Lambert, Michael Abella Jr., Keith Kuczma, Joseph Delsanter, Tim Smith, Kristy Piper. Nays -
0. Motion Carried. 

 Nicholas Hanek moved to adopt Resolution Number 37-2025, seconded by Tim Smith. Roll Call - Ayes - 7, 
 Nicholas Hanek, Brandon Lambert, Michael Abella Jr., Keith Kuczma, Joseph Delsanter, Tim Smith, Kristy 
 Piper. Nays - 0. Motion Carried. 
City Manager's Report Mr. DeForest thanked members of Homes Not Highways, Representatives Ray and 
 Miller, Commissioner Harrison, and everyone who supported the repeal of 5501.60. He admitted it had 
 been a long and tedious journey which was now behind them. He offered his thanks to Law Director, Dennis 
 Nevar, for all of his hard work. 
 Open Forum There was none. 
 Unfinished Business There was none. 
 New Business Tim Smith relayed that the Bike Medina County Slo Roll will begin on June 5. They will travel 
 from Plum Creek to Brunswick Lake. Riders will meet in Plum Creek's south lot. The slow rolls will occur 
 approximately every two weeks throughout the summer. Riders are asked to wear a helmet and bright 
 clothing. 

 Kristy Piper announced that on April 30, at the Recreation Center, the Optimist Club will recognize the 
 Firefighter and Police Officer of the Year as well as two students from every school in Brunswick. On May 4, 
 at the Recreation Center, there will be a May the 4th Be With You Concert with BackTraxx from 2-4 
 p.m. The Fishing Derby will occur on May 10 at Brunswick Lake. 
 Consideration of a new liquor permit request from Market 42 Spirits LLC at 2099 Pearl Road, Brunswick, 
 OH 44212: 

 There were no objections from the administration. 

 Joseph Delsanter explained that the Homes Not Highways group inspired politicians to do something about 
 a big problem which affected them directly as homeowners and residents. He mentioned they were proud 
 to have the opportunity to shine. He acknowledged that there were multiple legislators who listened to 
 Brunswick's plea and stood up. He felt members of Homes Not Highways found their moment and did a 
 great job. He offered them many thanks. 

 Nicholas Hanek announced that it was an honor and privilege to serve the community. He informed that 
 the Homes Not Highways shirt had been framed and placed on the wall to remind everyone that together 
 they can do anything and make things possible. He was thankful for their contributions, and felt it was 
 wonderful to work with and represent everyone.
