                                  MINUTES OF COUNCIL 
                                    Monday, May 12, 2025 


Prayer and Pledge of Allegiance The regular meeting of Brunswick City Council was called to order by Vice 
Mayor Nicholas Hanek at 7:00 p.m. at the Municipal Complex. 
Roll Call of Members showed the following Council Members present: Nicholas Hanek, Brandon Lambert, 
Michael Abella Jr., Keith Kuczma, Joseph Delsanter, Kristy Piper. 

Others Present: City Manager/Safety Director Carl DeForest, Law Director Dennis Nevar, Clerk of Council 
Laura Timura. 

Joseph Delsanter moved to excuse Mayor Falconi for just cause, seconded by Brandon Lambert. Roll Call -
Ayes - 6, Nicholas Hanek, Brandon Lambert, Michael Abella Jr., Keith Kuczma, Joseph Delsanter, Kristy 
Piper. Nays- 0. Motion Carried.

Approval of Regular Council Meeting Minutes 
Regular Council Meeting Minutes dated April 28, 2025: 

Joseph Delsanter moved to approve the Regular Council Meeting Minutes dated April 28, 2025, as written,

Mayor's Report: 
Mayor's Court Financial Report for the month ending April 2025 will be posted on the website and added to 
the minutes for the record. 
Jaxon Fronsee Eagle Scout Project Presentation - City Hall Flags: 

Mr. Hanek informed that the flags would likely remain along the wall in Council Chambers. Jaxon Fronsee 
introduced himself as a 9th grade student at Brunswick High School and a member of Troop 518. For his 
Eagle Scout Project, he created two sets of military flags; one for City Hall and one for Brunswick High 
School. This would publicly honor veterans from all branches of the military. Each flag included engraved 
plaques with the names, ranks, and service years of local and national veterans. Mr. Hanek thanked him for 
the flags that would be a great addition to the community.

 Petitions from the Public on Legislation James Evanoff (3649 Ascot Drive) spoke regarding Ordinance 41-
 2025, noting that Ohio Revised Code 4511.214 allows low-speed vehicles to be operated on streets and 
 highways with speed limits of 35 mph and below. He relayed that the vehicles are inspected by the highway 
 patrol and are required to have seat belts, lights, turn signals, mirrors, and horns to be issued a license 
 plate. Insurance would also be required in order for the vehicle to be street legal. According to Ohio law, if 
 you have a license plate and insurance, you can drive a golf cart on a city street. 

 He felt they could keep up with traffic, since residential streets are 25 mph and most gas-powered golf carts 
 can drive approximately 20-22 mph, with lithium-battery golf carts able to do 45 mph. Mr. Evanoff did not 
 feel the ordinance should have less than 3 readings and noted that there were 12 residential complaints 
 pertaining to golf carts. He concluded that this ordinance should have more time and discussion and that 
 responsible drivers should not be penalized.

 City Manager's Report Mr. DeForest reminded that tornado sirens are tested on the first Saturday of each 
 month at noon. They are set off anytime there is a tornado warning in Medina County or an adjoining 
 county. The intent would be that residents would then tune into a radio or television to find out what 
 warnings they should proceed to follow. 

 The Memorial Day program will be held at the Brunswick Middle School and is sponsored by the American 
 Legion VFW. Those interested in getting involved should contact Commander Pat Finn. 

 Mr. DeForest disclosed that solicitors are required to have a permit. Authorized permit holders are listed on 
 the City's website. No soliciting signs are available on the website and in the City Hall lobby. 
 Open Forum Eric Wallner (4710 Hickory Ridge) revealed that he has resided in his home for 28 years. He 
 mentioned that about 13 years ago, he had an issue with a sinkhole next to the sewer. He called the City, 
 who filled the sinkhole with gravel 2 to 3 times as the rain kept washing away the gravel. He was then told 
 that the drain would be replaced to solve the issue. The drain was replaced, but afterward the ground had 
 settled, and the drain was 8 to 10 inches above ground level. The City then cut it down and brought it to 
 ground level. The new drain was a different design and size than the original drain. The original drain was a 
 large basin, 3 feet square, and the new drain is a 12-inch PVC pipe. Since the replacement of the drain, there 
 was an excessive amount of water in his side yard and water was now entering his basement. Mr Wallner 
 went on to say he was receiving conflicting information regarding whether there is an easement for the 
 storm sewer line and whether it was the responsibility of the City to resolve the issue. He was frustrated, 
 having been told by the City it was private property, when there was a record of the City completing work 
 there previously. He expressed his desire to get the issue addressed.

 to the 4th Monday being Memorial Day.
