Prayer and Pledge of Allegiance The regular meeting of Brunswick City Council was called to order by 
Mayor Ron Falconi at 7:00 p.m. at the Municipal Complex. 
Roll Call of Members showed the following Council Members present: Nicholas Hanek, Brandon 
Lambert, Michael Abella Jr., Keith Kuczma, Joseph Delsanter, Tim Smith, Kristy Piper.

Proclamation in honor of Gary Sabo for his art donation: 

Mayor Falconi presented a proclamation to Gary Sabo in honor of his artwork donation which displays 
the City clock tower. 

Proclamation recognizing Brunswick  High School graduate  and NAQT   competitor Joelle Lopez and 
Michael Matta: 

Mayor Falconi informed  there was an academic competition  in Atlanta that coincided with the high 
school graduation ceremony. He  recognized Michael Matta and Joelle Lopez who sacrificed attending 
graduation to continue with their commitment and represent the City and Brunswick High School in the 
NAQT competition. 

Mr. Hanek  commended    both students and admitted that he was  a former captain of the Academic 
Challenge Team for Brunswick High School. He felt their level of achievement was incredible and they 
did Brunswick proud. 
Mayor's recommendation to reappoint Anthony Henderson to the Financial Audit, Review & Advisory 
Committee:

 Petitions from the Public on Legislation Mr. Hanek announced that Ordinance Number 46-2025 would 
 be pulled from  the  Council Agenda.   He would  refer the  ordinance to  committee  for further 
 discussion. At this point, he was not sure what committee it wou1d be assigned to. In response to 
 resident concerns, he explained that the Charter did not provide for emergency meetings and that 
tonightts meeting was a regular Cound l Meeting. There are special meetings, which typically occur if all 
 of Council is not present to allow for a vote. He went on to explain the legislative process, which includes 
 3 readings unless rules are suspended. He further revealed that an emergency refers to the legislation 
 going into effect immediately upon its last reading, as opposed to having a 30-day waiting period. 

 Mr. Hanek eaaborated that the proposed noise ordinance was in response to residents who wanted the 
 time change. Some residents have young children who go to bed early or work third shift and weekends 
 and therefore, were in support of the ordinance. Mr. Hanek noted that other cities have stricter noise 
 enforcement legislation than what had been proposed. He declared that there was no intention by the 
 safety forces or Council to sneak legislation through the system and that the intent was to help 
 residents. It was Mr. Hanek's desire to support both businesses and residents and to work together. He 
 added that the intent would be to update a 1994 ordinance for a City that is radically different in 2025.

 Mr. Hanek explained that an emergency meant that the   30-day waiting period was waived, and the 
 suspension of the rules would allow for a vote now. Mr. Delsanter added that it was an emergency, 
 because there was a time matter involved with the availability of the purchase. If action was not taken 
 right away, the City could lose its ability to repface a police vehicle that was damaged when responding 
to an emergency call on Interstate 71.

 City Manager's Report Mr. DeForest  informed that Saturday, June 14, was Flag Day and the army's 
 birthday. Members of the community were invited to St. Ambrose Church, which is located at 929 Pearl 
 Road. The ceremony would occur at 6 p.m. and last approximately 45-50 minutes. 

 The holiday parade was scheduled for Sunday, July 6. Further information can be obtained from the 
 City's website: www.brunswick.oh.us. Those wishing to get involved or to participate in the parade 
 should contact Sheila Watson. Mr. DeForest relayed that her contact information could only be found 
 on the website. 

 Mr. DeForest reminded that fireworks for Independence Day would be on the evening of July 3 with a 
 rain date of July 6. 

 The citywide clean-up will occur on Saturday, July 12, from 8 a.m. to noon. Large dumpsters will be 
 located at the Service Garage, the Recreation Center, and Fire Station #1 for City residents. 

 Open  Forum James  Evanoff (3649 Ascot Drive) appreciated Mr. Hanek's explanation of the legislative 
 process. He felt that a lot of the legislation that involves citing and fining residents seems to be presented 
 as an emergency  with suspension of the rules. He appreciated that the noise ordinance was being 
 referred to committee and that at times, additional readings are added. Mr. Evanoff wanted ample time 
 for resident input on such legislation. Mr. Evanoff then noted ongoing problems with trash pick-up, 
 particularly on Junior Parkway. He asked that the Department Heads attend the Council Meetings once 
 a month or quarterly to give a report. He felt this would be a more proactive approach to concerns and 
 resident complaints in the City. 

 Eric Wallner (4710 Hickory Ridge) explained that he continues to have issues with a storm sewer, which 
 turned out to be located on his neighbor's property. This results in the flooding of his basement. After 
 talking to city officials, he was referred to the City Engineer and Service Director. It was his hope that 
 the City would take action to resolve his issue. Otherwise, he would have to fix the problem on his own 
 and possibly hire a contractor. Mr. Wallner explained that the issue needed to be resolved in a timely 
 manner and that he did not want to continue to have his basement flood every time there was a storm. 
 Mr. Wallner urged city officials to give him answers.

 Allison Jordon (4347 Inner Circle Drive) mentioned that her sister, Ms. Paxton had problems with her 
 neighbor allowing their dog to pee on the balcony. This resulted in Ms. Jordon getting peed on from the 
 balcony above, when visiting her sister. Ms. Jordon added that her sister had to replace patio cushions 
 due to the multiple instances in which the dog peed off the balcony. Water was also dumped on the 
 balcony and, due to the slatted floors, this also fell upon Ms. Jordon. She added that there was video of 
 the water being dumped on  her and that the police also took a photo of her after being soaked with 
 water. 

 Kristie Paxton (4360 Inner Circle Drive) explained that she had notified her HOA and that the police had 
 been involved. The police stated they could not do anything, due to there not being a law preventing 
 dogs from peeing on the balcony. However, Ms. Paxton felt this was a health hazard for the residents. 
 Ms. Paxton divulged that she was unable to use and enjoy her patio. Ms. Paxton questioned who her 
 Councilperson was. Mr. Kuczma  revealed he was the Councilperson for her Ward and could talk to her 
 after the meeting. Ms. Paxton then disclosed that a neighbor had been raided for drugs on the property 
 and that the door to the building was often propped open. This resulted in her feeling unsafe in the 
 building. 

 Barb Rocha (989 Substation Road) expressed concerns  regarding the proposed noise ordinance. She 
 asked if exceptions would be made for bars and restaurants that were open until 12 a.m. or 1 a.m. and 
 had outdoor venues during the summer.  Mrs. Rocha  announced that she was an evening person who 
 liked to stay out until 1:30-2 a.m. Mrs. Rocha felt that she had the right to go out and enjoy music and 
 dance. She shared that there are other noise issues such as motorcycles and barking dogs in the area. If 
 she wants to sleep, she puts her bathroom fan on. Mrs. Rocha did not feel that good restaurants would 
 come to the City, if they had to shut down at 10 p.m. 

 Mr. Kuczma  asserted that the ordinance was pulled from the Council Agenda and would be discussed 
 further in committee. Mr. Delsanter added  that the Vice Mayor  would  assign the legislation to a 
 committee for further discussion. 
 Unfinished Business Mr. Delsanter contributed that when the administration initiates legislation, the 
 Vice Mayor then determines what committee to assign  it to. The names of that committee are then 
 affixed to the legislation. As members of the Safety Committee to which it was assigned, the names of 
 Mr. Kuczma, Mr. Delsanter, and Mrs. Piper appear as authors of the legislation which was not accurate. 
 He understood  that there were misunderstandings  that resulted in colorful comments made  about 
 politicians. He clarified that the administration initiated the legislation in response to the needs of 
 residents. Mr. Delsanter sympathized with the residents who lived on Inner Circle Drive and hoped that 
 Council could help them with their concerns. 

 Mrs. Piper recognized Michael Matta and Joelle Lopez for their achievement, noting that they were 
 former students ofTowslee Elementary School. She also acknowledged Mr. Book who was the Academic 
 Challenge Advisor. 

 Mr. Smith informed that 14 people from all over the county attended the Slo Roll which occurred last 
 week. There are approximately 8 additional Slo Rolls planned throughout the summer and all ages are 
 welcome to participate.

   Mr. DeForest informed that there were no objections from the Administration. 

   Mr. Smith commented that a ribbon cutting for the new park trail would be on Wednesday, June 11 at 
   10 a.m. Mr. DeForest added that this would be for Phase Ill of the Plum Creek Trail, which connects 
   Laurel Road to Brunswick lake Parkway. The ribbon cutting would occur just south of Brunswick Lake 
   Parkway.
