CITY OF BRUNSWICK, OHIO 

                                   MINUTES OF COUNCIL 

                                     Monday, July 28, 2025 


 Prayer and Pledge of Allegiance The regular meeting of Brunswick City Council was called to order by 
 Mayor Ron Falconi at 7:00 p.m. at the Municipal Complex. 
 Roll Call of Members Nicholas Hanek, Brandon Lambert, Keith Kuczma, Joseph Delsanter, Tim Smith. 

 Others Present: Mayor Ron Falconi, City Manager/Safety Director Carl DeForest, law Director Dennis Nevar, 
 Clerk of Council Laura Timura. 

 Nicholas Hanek moved to excuse Kristy Piper and Michael Abella for just cause, seconded by Joseph 
 Delsanter. Roll Call - Ayes - 5, Nicholas Hanek, Brandon Lambert, Keith Kuczma, Joseph Delsanter, Tim 
 Smith. Nays - 0. Motion Carried. 
 Correspondence There was none. 
Approval of Regular Council Meeting Minutes 
 Regular Council Meeting Minutes dated July 14, 2025: 

 Nicholas Hanek moved to approve the Regular Council Meeting Minutes dated July 14, 2025, as written, 
 seconded by Brandon Lambert. Roll Call - Ayes - 5, Nicholas Hanek, Brandon Lambert, Keith Kuczma, Joseph 
 Delsanter, Tim Smith. Nays - 0. Motion Carried. 
 Clerk of Council's Report Mrs. Timura announced that Council would be in recess during the month of August 
with the exception of a Special Council Meeting being held on August 4, 2025, at 6 p.m. The next regular 
 Council Meeting will be on September 8, 2025.

ORO.  NO. 62-2025 - An ordinance rezoning the 5.1207± acre parcel of real property located at 2736 Center 
 Road/1423 W. 13oth Street and presently identified as PPN 017-03Z-01-001 from the R-R Rural Residential 
 District to the GW-C Gateway  Commercial  District. - 2nd Reading (Planning & Zoning  Committee, 
Administration/Grant Aungst: 

 Mr. Delsanter moved this ordinance to third reading.

RES. NO. 70-2025- An emergency resolution authorizing the City Manager and City Engineer to submit a Grant 
and  Loan Application to the Ohio Public Works Commission Issue 1 Program for the Nationwide Parkway 
Improvement Project and, if awarded, authorizing the City Manager to execute all necessary documents to 
accept such grant award. -1st Reading (To be brought from Services, Utilities, Technology & Cable Committee, 
Administration/Jenny Zoldak): 

 Mr. Smith moved this ordinance to second reading.

RES. NO. 71-2025 - A resolution authorizing the City Manager to enter into a three (3) year agreement with 
two (2) separate one (1) year options with AJ's Property Maintenance LLC to provide Cemetery Maintenance 
and Caretaker Services in an annual amount not to exceed submitted bid prices. - 1st Reading (To be brought 
from Services, Utilities, Technology & Cable Committee, Administration/Paul Magovac): 

Mr. Smith moved this resolution to second reading. 
RES. NO. 72-2025 -A resolution authorizing the City Manager to enter into a three (3) year agreement with 
Always Green Landscaping, LLC to provide grass/weed mowing, debris clean-up services and branch trimming 
in an annual amount not to exceed $63, 700.00 pursuant to submitted bid prices. - 1st Reading (To be brought 
from Services, Utilities, Technology & Cable Committee, Administration/Paul Magovac): 

Mr. Smith moved this resolution to second reading. 
RES. NO. 73-2025 - An emergency resolution authorizing the City Manager to enter into an agreement with 
VASU  Communications Inc. for the purchase of an in-building repeater for the new Fire Station in an amount 
not to exceed $44,000.00. - 1st Reading (Safety & Environment Committee, Administration/Rob Marak): 

Mr. Kuczma moved this resolution to second reading. 
City Manager's Report Mr. DeForest offered thoughts and prayers to the Lorain Police Department who had 
injured officers and a fallen officer after a traumatic event. He asked that Officer Wagner's family be kept in 
everyone's prayers. 

Mr. DeForest reminded that students would return to school on August 19 and that drivers need to adhere 
to the flashing school lights. 

National Night Out will occur on Tuesday, August 5, from 5:30 p.m. to 8:30 p.m. at City Hall. Police Officers 
and SWAT vehicles will be present. 

Colors of Honor was sponsored by the Medina County Veteran's Memorial Fund to mark the 50th anniversary 
of the end of the Vietnam War. Mr. DeForest mentioned that it would occur on the south lawn of Tri-C from 
August 15th to 17th. The opening ceremony would be on Friday at 2 p.m. with a tribute to Vietnam Veterans 
occurring on Sunday  at 1p.m. and the closing ceremony at 2 p.m. There  would be  a special display 
commemorating the lives and sacrifices of the 33 Medina County Veterans who lost their lives in the Vietnam 
War. 

Trike and Bike raises money for pediatric cancer research through the Cleveland Clinic. Children ages 3-10 can 
participate on September 19 at 6 p.m. at the Brunswick High School football field. Over $175,000 had been 
raised in the last 5 years. 
Open Forum  There was none. 
Unfinished Business There was none. 
New Business  Mr. Hanek relayed that he had served as the Lorain County Prosecutor for a number of years, 
which involved working with their Police Department. His thoughts and prayers were with the family and 
members   of the community  who  were  affected. He offered his support of those who protect their 
community.

Mr. Hanek announced that there would be a Special Council Meeting on Monday, August 4, 2025, at 6 p.m. He 
explained that the meeting was being called due to two Council Members not being in attendance at the 
Council Meeting for legitimate reasons. He then explained the Council Rules requiring the vote of 6 members 
for legislation adopted as an emergency with suspension of the rules as well as Council procedures. 

Mr. Smith mentioned that Bike Medina County would have a Slo Roll on Thursday. It would begin at Brunswick 
Lake and end at Mapleside. Those interested in participating should arrive at 6:15 p.m. 

Mr. De lsanter acknowledged the difficulties police officers can face in their jobs which are not always 
appreciated. He  recognized that tragic events remind us to appreciate the risks that officers face. 
Mr. Delsanter offered his sympathy to the families and the community.
