         (d)  RES. NO. 61-2025 - An emergency resolution authorizing the City Manager and 
            Finance Director to enter into a Change Order modifying Guaranteed Maximum 
            Price Amendment No. 2 with RFC Contracting, LLC in order to increase the 
            
            cost escalation contingency from $50,000.00 to $200,000.00 related to the new
