1 CITY OF WESTLAKE, OHIO 2 ORDINANCE NO. 2026-10: 3 4 AN ORDINANCE AUTHORIZING THE MAYOR 5 TO PURCHASE ONE (1) NEW MODEL YEAR 6 BUICK ENCLAVE AWD WITH SELECTED 7 OPTIONS, AND DECLARING AN EMERGENCY. 8 ______________________________________________________________________________ 9 10 WHEREAS, the Mayor and Director of Purchasing recommend that the City purchase one 11 (1) New Model Year Buick Enclave AWD with selected options and trade-in the current vehicle; 12 and 13 WHEREAS, this vehicle is not currently available through any Cooperative Purchasing 14 Programs and is not subject to competitive bidding as the total expenditure is under the state 15 threshold; and 16 WHEREAS, the Director of Purchasing has advised this Council that the City can 17 purchase one (1) New Model Year Buick Enclave AWD with selected options from Morris Buick 18 GMC Cadillac, Inc. 19 NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF 20 WESTLAKE, COUNTY OF CUYAHOGA AND STATE OF OHIO: 21 22 Section 1: That the Mayor be and hereby is authorized to purchase one (1) New Model 23 Year Buick Enclave AWD with selected options less rebate and trade-in allowance for the Mayor’s 24 Office from the supplier listed as follows: 25 26 Qty. Vendor Description Unit Cost 1 Morris Buick GMC Cadillac, Inc. 26100 Lorain Road North Olmsted, Ohio 44070 2026 Buick Enclave AWD $54,755.00 1 Documentation Fees $433.00 Sub-Total: $55,188.00 -1 Rebate ($1,500.00) -1 Trade-In Allowance ($13,000.00) Total Vehicle Price: $40,688.00 27 28

CITY OF WESTLAKE, OHIO ORDINANCE NO. 2026-10 PAGE 2 Section 2: That the Director of Finance be and he hereby is authorized and directed to 29 issue warrants of the City of Westlake for said vehicle to the supplier listed in Section 1 above in 30 an amount not to exceed the sum of Forty-One Thousand Dollars and Zero Cents ($41,000.00). 31 32 Section 3: That it is found and determined that all formal actions of this Council 33 concerning and relating to this legislation were adopted in an open meeting of this Council and 34 that all deliberations of this Council and of any of its committees that resulted in such formal action 35 were in meetings open to the public in compliance with all legal requirements including Section 36 10, Article XI of the Charter of the City of Westlake and Section 121.22 of the Ohio Revised Code. 37 Section 4: That this legislation is hereby declared to be an emergency measure 38 immediately necessary for the preservation of the public health, safety and welfare, and for the 39 further reason that it is immediately necessary to continue the efficiency of the Mayor’s Office, 40 and further provided it receives the affirmative vote of two-thirds of all members elected to 41 Council, it shall take effect and be in force immediately upon its passage and approval by the 42 Mayor. 43 44 Passed: ____________________________________ 45 David S.
