1 CITY OF WESTLAKE, OHIO 2 ORDINANCE NO. 2026-1: 3 4 AN ORDINANCE AUTHORIZING THE CITY 5 ADMINISTRATION TO CONTINUE TO 6 PARTICIPATE IN VARIOUS COOPERATIVE 7 PURCHASING PROGRAMS, AND DECLARING 8 AN EMERGENCY. 9 ______________________________________________________________________________ 10 11 WHEREAS, the Home Rule powers of the Ohio Constitution grant power to the City of 12 Westlake to participate in joint purchasing programs; and 13 WHEREAS, the Ohio Department of Administration (ODAS), Ohio Department of 14 Transportation (ODOT), General Services Administration (GSA), Omnia Partners, Sourcewell, 15 National Institute of Government Purchases (NIGP), and any other Governmental Cooperative 16 Programs are non-profit instruments of the government that assists local and state agencies in 17 reducing the costs of purchased goods through the purchasing power of public agencies nationwide 18 through competitively solicited contracts; and 19 WHEREAS, Council desires to authorize the City Administration to participate in these 20 programs for the purchase of goods or services on behalf of the City of Westlake for calendar year 21 2026. 22 NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF 23 WESTLAKE, COUNTY OF CUYAHOGA AND STATE OF OHIO: 24 Section 1: That Council, pursuant to the Home Rule authority granted to it by the Ohio 25 Constitution, hereby authorizes the City Administration to continue to participate in the Ohio 26 Department of Administration (ODAS), Ohio Department of Transportation (ODOT), General 27 Services Administration (GSA), Omnia Partners, Sourcewell, National Institute of Government 28 Purchases (NIGP), and any other Governmental Cooperative Purchasing Programs for calendar 29 year 2026. 30 Section 2: That it is found and determined that all formal actions of this Council 31 concerning and relating to this legislation were adopted in an open meeting of this Council and 32 that all deliberations of this Council and any of its committees that resulted in such formal action 33 were in meetings open to the public in compliance with all legal requirements including Section 34 10, Article XI of the Charter of the City of Westlake and Section 121.22 of the Ohio Revised Code. 35 CITY OF WESTLAKE, OHIO ORDINANCE NO. 2026-1 PAGE 2 Section 3: That this legislation is hereby declared to be an emergency measure 36 immediately necessary for the preservation of the public health, safety and welfare, and for the 37 further reason that it is immediately necessary to continue the efficiency of the City of Westlake, 38 and further provided it receives the affirmative vote of two-thirds of all members elected to 39 Council, it shall take effect and be in force immediately upon its passage and approval by the 40 Mayor. 41 42 Passed: ____________________________________ 43 David S.
