CITY OF WESTLAKE ORDINANCE NO. 2026-4: AN ORDINANCE AMENDING APPROPRIATIONS FOR THE CITY OF WESTLAKE, OHIO AND DECLARING AN EMERGENCY WHEREAS, Section 5705.38 of the Ohio Revised Code provides that the Appropriation Ordinance may be amended or supplemented, and that transfers may be made from one appropriation to another, and WHEREAS, this Council finds it necessary to supplement the appropriation ordinance by the appropriation of funds heretofore unappropriated, and transferring funds from one appropriation to another, and WHEREAS, the Director of Finance is seeking the permission of Council to record this appropriation and the subsequent appropriated advances and transfers of funds into the financial records of the City of Westlake, NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF WESTLAKE, COUNTY OF CUYAHOGA AND STATE OF OHIO: SECTION 1: That ordinance No. 2025-130 passed by this Council on December 18, 2025, be amended and as amended shall read as follows: (315) TIF Bond Retirement Fund - Expenses 15,000.00 $ (425) American Greetings/Crocker Park TIF Transfer to the TIF Bond Retirement Fund (315) 1.20 Total Increases/(Decreases) 15,001.20 $

CITY OF WESTLAKE ORDINANCE NO. 2026-4: SECTION 2: That Council hereby authorizes the following appropriated transfers, advances and repay of advances: (100) General Fund: (190) Advance to Hospitalization Fund (140) 1,000,000.00 $ (190) Advance to Community Service Activities Fund (243) 50,000.00 (190) Transfer to Compensated Absences (295) 1,000,000.00 (190) Transfer to OPWC Fund (430) 114,800.00 (190) Advance to Meadowood Golf Course 3,600,000.00 (425) American Greetings/Crocker Park TIF Transfer to the TIF Bond Retirement Fund (315) 1.20 (510) Sewer Usage Fund Transfer to the Sewer Tap-In Fund (511) 250,000.00 SECTION 3: That this ordinance and the subject matter thereof is hereby declared to be an emergency measure immediately necessary for the preservation of the public peace, health, and safety, and for the further reason it is necessary to provide additional funds to maintain certain departments for the continuity of the services they provide, and further provided it receives the affirmative vote of two thirds of all members elected to Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor. SECTION 4: That it is found and determined that all formal actions of this Council concerning and relating to the adoption of this ordinance were adopted in an open meeting of this Council and that all deliberations of this Council and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements including Section 121.2 of the Ohio Revised Code.
