JANUARY 6, 2026
The regiJar session of Council was called to order at 8:30 p.m. by President of Council David S.
Greenspan.

APPROVAL OF MINUTES:
Councilmember Havelka moved, seconded by Councilmember Nunnari, that the reading of the
minutes of the regular session of December 18, 2025, be waived and that they be approved as
received.

SELECTED CORRESPONDENCE:
Conditional use pennit application from Westbrook Nursing LLC, received December 22, 2025,
to convert the existing structure at 27601 Westchester Parkway, parcels 212-04-002 and -048,
from a vacant fonner skilled nursing facility to a modern assisted living facility containing 100
suites. Council President Greenspan referred this to the Planning, Zoning, Legislative
Committee.
Communication from Law Director Maloney dated January 1, 2026, requesting confinnation of
the reappointment of Robin R. Leasure to the position of Assistant Director of Law-Civil

REPORT OF THE MAYOR:
Mayor Clough read his first report of the year.
REPORTS OF STANDING COMMITTEES - COMMITTEE OF THE WHOLE:
President of Council Greenspan reported on the Committee of the Whole meeting held this date
at 7:30 p.m. Present were Councilmembers Greenspan, Van Dyke, Nunnari, Del Regno, LeVeck,
Havelka, Getsay. Also present were Mayor Clough; Directors Maloney, Stuhm, Smolik, Homer,
Bedell, Surber, Stybel, Grayem, Gadd, Bielozer, Moran; and Clerk Rosenbaum. Agenda items
were discussed as well as selected correspondence, filling a vacancy on the planning
commission, and extending the review time of an item in the Planning, Zoning, Legislative
Committee. The following committee meetings were scheduled: Public Grounds, Buildings,
Recreation Committee, January 20 at 6:00 p.m.; Planning, Zoning, Legislative Committee,
January 20 at 6:30 p.m.
Councilmember Nunnari moved, seconded by Councilmember LeVeck, to adjourn to executive
session to discuss pending litigation, collective bargaining and real estate at 7:42 p.m.
