Dear Brio,
Landlord has received the Tenant's signage package titled ‘‘Carhartt” at the Promenade dated
11/19/25. We have reviewedthe drawingsand find them acceptable with the following
comments;
If construction staging
is required prior to
install. Sign contractor to schedule with Tenant
Coordinatorand on-site operationsteam.
Landlord requires a 48-hour notice prior to installation.
All exterior signage and permits are to be by Tenant, at Tenant's sole expense.
All installationholes must be accuratelydrilled to minimum diameters.
Sign installer to supply certificate of insurance to LL prior to sign installation.
Signs shall be controlled by photocell on, time clock off. Power connection is to tenant panel.
All signs shall have concealed attachment devices, clips, wiring, transformers, lamps, tubes
and ballasts.
Any damage to the shopping center during installation shall be repaired by the Tenant, at
Tenant’s sole expense.
TGC shall protect the existing sidewalk and curb during construction. Any damage shall be
repaired/replaced by TGC. Typical throughout.
Exposed raceways are not permitted.

Please be advised that the Landlord's review is for general compliance with the Lease, the
design guidelines and technical criteria only and for general coordination of interface with the
building shell.
Landlord's approval of Tenant’s drawings will in no way alter, amend or waive the
requirements or criteria as set forth by the Lease.
Landlord reserves the right to make additional comments on the submitted construction
drawings
if discreponcles occur or if additional items are identified after the issuance of this
review.

PART I  GENERAL INFORMATION

PART II  
PROJECT SUMMARY/MASTER SIGNAGE PLAN/ZONING 
 
The purpose of this request is to obtain approval for a window mural that will cover the entire westernmost 
display window on the north façade. While the tenant space is technically part of Block K within the Crocker Park 
PUD, it remains subject to the Promenade Sign Criteria established in the Crocker Park Master Signage Plan. This 
window treatment, consisting of an image applied to block-out film across the four windows that form the 
westernmost display window, is not specifically addressed in the Promenade Sign Criteria. It depicts laborers on a 
coal train, potentially representative of the tenant’s clientele. Notably, the graphic contains no text or branding to 
directly identify Carhartt, making it comparable to the adjacent window to the east, which was approved in 2015 
for full coverage with a graphic of an industrial steel bridge mural. 
 
Approval granted on November 9, 2015, included several waivers and modifications, of which the following are 
pertinent to this request: 
 
1. Modification to allow more than 30% of the easterly and center windows on the north elevation to be 
blocked by block out film as long as the windows are not used for advertising except for the one 58.75 sq. 
ft. logo approved for the easternmost window.  
The current proposal also includes a modification to Section 1223.04(j) to permit more than 30% of the 
westerly window on the north elevation to be covered with block‑out film, provided the film is not used for 
advertising. 
2. A waiver from the Promenade Sign Criteria to allow the window vinyl [depiction of industrial bridge 
scene]. 
Current proposal is to permit the depiction of a railroad scene. 
3. Modification to allow 115.73 sq. ft. of extra sign area because this is a corner tenant.  
Pursuant to Section 1223.03(c)(3), the Planning Commission previously allowed a portion of the north 
frontage to contribute to the tenant’s total permitted signage. Although this provision is not directly 
relevant to the current request (the proposed mural is not classified as signage) it is noteworthy that the 
mural reduces the building’s total signage area by 24.67 square feet. Accordingly, this modification 
should be updated to reflect the actual signage currently on the building, as opposed to the amount 
originally approved and now being replaced by the mural. 
4. Condition that these modifications and waivers apply to this tenant only.  
Same condition applies for this request.

PART III  
DRAFT FINDINGS/MOTION 
Draft Findings of Fact 
 
1. The proposed non‑advertising railroad‑scene mural is consistent with the previously approved industrial 
bridge mural and represents a window treatment not expressly addressed in the Promenade Master Sign 
Criteria but similar to the prior approval for this frontage it also requires a waiver from the criteria. 
2. The request parallels the 2015 approval, allowing window coverage over 30%; however, in this instance 
the proposed mural replaces existing signage and results in a 24.67 square foot reduction in total sign area. 
 
Draft Motion1 
 
If the Planning Commission can approve, the following motion is advised: 
 
Based upon the findings of fact, I move to approve the Carhartt sign plan with the following: 
 
1. Waiver from the Promenade Sign Criteria to permit the window-vinyl depiction of the railroad scene. 
2. Modification permitting more than 30% of the westerly window on the north elevation to be covered with 
block‑out film, provided the film is not used for advertising. 
3. Modification permitting the north frontage to be included in the tenant’s total signage allotment, not to 
exceed 152 square feet.
