Dear City of Westlake Planning Committee:

| represent Thomas and Carol Jasin (the “Jasins”) in this matter and | write
regarding the proposed Thomas & Carol Jasin Lot Consolidation Plat. The
Jasins own two parcels or property, 212-05-020 and 212-05-019, located at
27433 Second Street and 27437 Second Street, Westlake, Ohio 44145. The
Jasins' house is located on Parcel -020, and their driveway and garage are
located on parcel -019.

The Jasins wish to consolidate and assemble their two lots to create one
continuous parcel for the house, driveway, and garage. The Jasins are working
on plans to add a first floor addition to their home that would extend onto
current Parcel -019. The lot assembly would facilitate that project. The home
improvement project is not yet ready for city approval, and will be submitted at
a later time after the lot consolidation is complete.

The purpose of this request is to combine two parcels owned by the applicant (one containing the home and the 
other the detached garage). Merging the parcels will allow the applicant to plan for a first‑floor addition that 
would otherwise span two separate lots and therefore not be permitted. Because this is a one‑family residence, the 
design of the addition is not within the Planning Commission’s purview and is not included with the application, 
nor is it required.

Draft Findings of Fact 
 
 
1. The request is consistent with the Guide Plan designation of Single‑Family Residential (Low Density) 
and will result in a residential lot within the R‑1F‑80 District, matching the intended land use and zoning 
and enabling the applicant to pursue a future addition to the home.

2. Although the assembled lot remains below the required 20,000 square feet, the assembly reduces existing 
nonconformities and improves compliance with lot area, width, and depth‑to‑width ratio standards 
without creating any new nonconformities.

If the Planning Commission can approve, the following motion is advised: 
 
Based upon the findings of fact, I move to approve the Jasin lot assembly involving permanent parcel numbers 
212-05-019 and 020 with the condition that approval is subject to the plat meeting the requirements of the County 
and State as indicated in the Ohio Revised Code and approval by the Engineering Department in compliance with
