Jackman, MMC Clerk of Commissions 27700 Hilliard Boulevard Westlake, OH 44145 Re: Thomas & Carol Jasin Lot Consolidation Plat Dear City of Westlake Planning Committee: | represent Thomas and Carol Jasin (the “Jasins”) in this matter and | write regarding the proposed Thomas & Carol Jasin Lot Consolidation Plat. The Jasins own two parcels or property, 212-05-020 and 212-05-019, located at 27433 Second Street and 27437 Second Street, Westlake, Ohio 44145. The Jasins' house is located on Parcel -020, and their driveway and garage are located on parcel -019. The Jasins wish to consolidate and assemble their two lots to create one continuous parcel for the house, driveway, and garage. The Jasins are working on plans to add a first floor addition to their home that would extend onto current Parcel -019. The lot assembly would facilitate that project. The home improvement project is not yet ready for city approval, and will be submitted at a later time after the lot consolidation is complete. Please do not hesitate to contact me with any questions, or if there is any more documentation that you need for consideration of the parcel consolidation approval. Sincerely, Attorney at Law Mobile: 216-666-2299 Address: 13111 Shaker Square, Suite #304, Cleveland, Ohio, 44120 Email: m-rolf@mattrolfattorneylic.com Website: mattrolfattorneyllc.com --- [Jasin lot assembly] WESTLAKE PLANNING COMMISSION STAFF REPORT 1/29/26 PART I GENERAL INFORMATION Jasin, lot assembly, 27433 & 27437 Second St., PP#21205019 & 020, Ward 3 PART II PROJECT SUMMARY The purpose of this request is to combine two parcels owned by the applicant (one containing the home and the other the detached garage). Merging the parcels will allow the applicant to plan for a first‑floor addition that would otherwise span two separate lots and therefore not be permitted. Because this is a one‑family residence, the design of the addition is not within the Planning Commission’s purview and is not included with the application, nor is it required. PART III GUIDE PLAN/ ZONING Guide Plan – The future land use plan identifies these properties as “Single-Family Residential (Low Density)” in support of this request. Planning and Platting Code Box Score STANDARD CODE PLAN DIFFERENCE ZONING DISTRICT R-1f-80, one family residential One-family uses will result from this lot assembly. OK LOT DESIGN 1127.05 Area 20,000 s.f. Existing lots are 40 feet by 160 feet, totaling 6,400 square feet each, or 12,800 square feet combined. Although this remains below the required 20,000 square feet, the consolidation moves the property closer to compliance and is therefore acceptable. OK Width 100’at bld. line 80’, same comment as above. OK 65’ at street 80’ OK Depth to Width Ratio 1.4:1 Min. to 3.5:1 Max. Existing lots are 4:1 and over proposed are 2:1 and OK OK Lot Shape The lot shall be more or less rectangular in form Rectangular OK Lot depth 170’ No change to existing 160.20’ depth from this proposal OK INCREASE IN LEGAL NON-CONFORMITIES Increases may require a modification or variance None OK PART IV DRAFT FINDINGS/MOTION Draft Findings of Fact 1. The request is consistent with the Guide Plan designation of Single‑Family Residential (Low Density) and will result in a residential lot within the R‑1F‑80 District, matching the intended land use and zoning and enabling the applicant to pursue a future addition to the home. Page 2 2. Although the assembled lot remains below the required 20,000 square feet, the assembly reduces existing nonconformities and improves compliance with lot area, width, and depth‑to‑width ratio standards without creating any new nonconformities. Draft Motion1 If the Planning Commission can approve, the following motion is advised: Based upon the findings of fact, I move to approve the Jasin lot assembly involving permanent parcel numbers 212-05-019 and 020 with the condition that approval is subject to the plat meeting the requirements of the County and State as indicated in the Ohio Revised Code and approval by the Engineering Department in compliance with the code and the ordinances of the City of Westlake. 1 This is suggested language only and not a recommendation for or against the approval of this request.
