Introduction
The WDGE LED family is designed to meet specifier’s 
every wall-mounted lighting need in a widely accepted 
shape that blends with any architecture. The clean 
rectilinear design comes in four sizes with lumen 
packages ranging from 1,200 to 25,000 lumens, 
providing true site-wide solution. 
WDGE1 delivers up to 2,000 lumens with a soft, non-
pixelated light source, creating a visually comfortable 
environment. The compact size of WDGE1, with its 
integrated emergency battery backup option, makes it 
an ideal over-the-door wall-mounted lighting solution.

Based on the input and discussion at the meeting, we are submitting the following in response to
comments and questions:
1.
Light fixture cuts of exterior lighting. Photometries were previously submitted.
2.
C105 - Site Details. This shows the requested paving and curbing details. This goes in
conjunction with the previously submitted C103 and C104.
3.
Drawing SPlOl updated to address:
a.
Description of parking compliance strategy
b.
Remaining lot areas for both parcels after lot split for new addition,
c.
Adjustments to the land banked parking to consider setback at residential and
parking lot islands.
4.
Roof plan A103, A104 and Section detail A603. These show the rooftop screening plans and
details. These go in conjunction with the previous submitted building elevations on sheets
A200, A201 and A202.
5.
Electrical plans E201 and E202. These show the locations of all of the exterior lighting,
which is all mounted to the building. There is no other exterior site lighting proposed.

3261. For new construction the flushed mounted Recessed Box, Model 3270, plus the mounting 
kit Model 3290, is recommended. Contact the Westlake Fire Department at 440-835-6422 for more 
information or to determine the approved location.

PART II  
PROJECT SUMMARY 
 
THE FOLLOWING WAS PRESENTED AT THE 1/5/26 MEETING AND IS REPRINTED WITH 
UPDATED INFORMATION IN BOLD ITALICS. 
 
On 12/2/24, the Planning Commission reviewed a conceptual development plan for an 18,656 s.f. expansion of 
the La Centre ballroom and a new restaurant. Since that meeting, the design has been refined, resulting in a 
scaled‑back 11,806‑square‑foot addition:  
• 
Event space on the east side of the building.  
o Ballroom expansion, 520 person capacity, 4,700 SF. 
o 2 story event space/lobby 400 capacity. 250 with dance floor and stage. 
o Service and storage area 1,839 SF. 
o New restrooms. 
o Entrance to north parking lot with covered drop-off. This new “Porte Cochere” includes a modern 
canopy support and trim that complements the building architecture. 
o The proposed materials, stylings and colors blend seamlessly with the existing architectural 
design. 
• 
A property line revision will also occur at the east side to accommodate the necessary building setback for 
both the La Centre property and the neighboring parcel (Houlihan’s), both of which are owned by the 
same owner. A plat is required with the development plan along with an updated analysis of site totals, 
such as lot coverage, percent landscaping, and other applicable metrics base on the newly created parcels. 
• 
Outdoor pavilion (canopy structure) previously submitted separately, is shown on Sheet A210.  
 
PART III 
DEPARTMENTAL REVIEWS  
 
Fire 
1. Construction will not interfere with access for emergency vehicle and/or fire department personnel. 2017 OFC 
Section 504.1 
2. Construction will not interfere with means of egress or fire exits unless prior approval is received from the Westlake 
Fire Department/Fire Prevention Office and other means of exiting are provided. 2017 OFC Section 504.2 / 1003.6 
3. Fire alarm plans, fire detection plans, and fire suppression plans to be submitted by certified professional designers 
for each area. Plans are to contain specification sheets, calculations, etc…for proper review by AHJ. 2017 OFC Section 
105.4 
• Assure adequate water supply for firefighting operations 
• Submit FDC and standpipe locations and specifics 
4. Emergency Responder Radio coverage shall be provided in all new buildings in accordance with 2017 OFC 510. 
2017 OBC 403.4.5 and 916.1 
5. Fire lanes will not be obstructed (construction, vehicles, or dumpsters at any time). 2017 OFC 503.4 
6. The 25’/50’ turning radii shall be maintained throughout the site for emergency access. 2017 OFC 503.2.4 
• Into the north side fire apparatus access and out of the circle or port cochere. Show as 25:50 (no auto turn) 
• Show the height of the Port Cochere at least 13.6 ft. 
7. Approved fire apparatus access roads/fire lanes shall be provided for every facility, building or portion of a building 
hereafter constructed or moved into or within the jurisdiction. The fire apparatus access road/fire lane shall extend 
within 150 feet of ALL portions of the facility and all portions of the exterior walls of the first story of the buildings as 
measured by an approved route around the exterior of the building or facility. 2017 OFC 503.1.1 
8. Fire apparatus access roads/fire lanes shall have an unobstructed width of not less than 20 feet and an unobstructed 
vertical clearance of not less than 13 feet 6 inches. 2017 OFC 503.2.1 
• How will the 20 ft fire lane with 25:50 turning radii and marked fire lanes between the buildings be maintained with a 
property line down the center of the required fire apparatus access dimension? 
9. Approved signs shall be provided for fire apparatus access roads/fire lanes to identify such roads or prohibit the

11. A Knox Box (approved locking key box) is required to be installed in an approved location determined by the Fire 
Department and 2017 OFC Section 506.1. Order the box at www.knoxbox.com. Minimum requirement for existing 
structures is the Surface Mount, Model 3261. For new construction the flushed mounted Recessed Box, Model 3270, 
plus the mounting kit Model 3290, is recommended. Contact the Westlake Fire Department at 440-835-6422 for more 
information or to determine the approved location.

Draft Findings of Fact 
 
1. The architecture presents an attractive design that complements the existing building while offering its 
own artistic interpretation. 
2. The site plan provides safe and efficient access, circulation, and parking. 
3. As conditioned, the project will not create adverse impacts on neighboring properties and is compatible 
with the character of the surrounding area. However, a lot split and assembly plat must be approved 
prior to construction, as the addition cannot span two separate parcels. 
 
Draft Motion1 
 
If the Planning Commission can\make a recommendation, the following motion is advised: 
 
Based upon the findings of fact, I move to recommend approval of the La Centre development plan with the 
following: 
 
1. Modification relative to parking deficit. 
2. Condition that a lot split and assembly plat indicating the new property boundary is approved prior to 
construction of the proposed improvements. 
3. Condition the pavilion will have no lighting, heating, ceiling fans, or audio‑visual components. 
4. Condition details for equipment screening including color and roof plan are submitted for 
administrative approval. 
5. Approval is subject to comments in Part III of the 1/30/26 staff report and approval of the final plans 
by the Building and Engineering Departments in compliance with the code and the ordinances of the 
City of Westlake; and, in the development process, should there be any changes necessitated by

engineering requirements that visually alter the appearance of the development approved by the 
Planning Commission, the plan shall be re-submitted to the Planning Commission.
