AMENDMENT OF THE ZONE MAP OF THE CITY OF
WESTLAKE, WHICH ZONE MAP IS PART OF THE
ZONING CODE OF THE CITY OF WESTLAKE, BY
CHANGING
THE
ZONING
OF
CERTAIN
LAND
LOCATED AT 30395 CENTER RIDGE ROAD, BEING
VARIOUS
PERMANENT
PARCELS
NUMBERS,
FROM R-lF-80 AND R-MF-40 DISTRICTS TO R-IF-
CLUSTER DISTRICT.

WHEREAS, Edward Pavicic, representative of Ann Michaels Investments, LLC, property
owner, has submitted an application to the City of Westlake to amend the Zone Map by requesting
that Council rezone the land located at 30395 Center Ridge Road, being all of Pennanent Parcel
Nos. 217-22-003 and 217-22-004, from R-lF-80 and R-MF-40 Districts to R-IF-Cluster District
for the purpose of constructing six single family cluster homes; and

WHEREAS, it appears that the zoning that applies to the real property described in the
legal
description
attached
hereto
is
improper under the conditions
presently
existing
and
inadequate for the development and use of this land; and

WHEREAS, after careful consideration, the Planning Commission of the City, on the 
, 2026, recommended approval of the change of the District herein

WHEREAS, Council desires to have said land rezoned as set forth herein.

NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
WESTLAKE, COUNTY OF CUYAHOGA AND STATE OF OHIO:

That after submission of this Ordinance to the Planning Commission of this
City for its opinion and recommendations, and after a Public Hearing hereon, notice of which has
been given pursuant to Section 13 of Article III of the Charter of this City entitled “The Council -
Enactment of Zoning Ordinances, ” and after its passage pursuant to the Charter of this City and
its approval by the Mayor of the City of Westlake, the Zone Map of Westlake is hereby amended
and as amended shall be and the same is hereby revised by changing the zoning of certain land
known
as

and 217-22-004 from R-lF-80 and R-MF-40

That the Clerk of Council be and she hereby is directed to cause a notice of
Public Hearing hereon to be given pursuant to the provisions of Section 13 of Article III of the
Charter of the City.

That the Director ofEngineering be and he hereby is directed to amend said
Zone Map of Westlake so that when amended said Zone Map will disclose that the premises
described in Section 1 hereof shall be revised by changing the zoning of certain described land
from R-lF-80 and R-MF-40 Districts to R-IF-Cluster District and that said portion of parcel of
land may thereafter be used in accordance with the use of the District permitted by the Zoning
Code of the City of Westlake.

WHEREAS, Edward Pavicic, representative of Ann Michaels Investments, LLC, property
owner, has submitted an application to the City of Westlake to amend the Zone Map by requesting
that Council rezone the land located at 30395 Center Ridge Road, being all of Pennanent Parcel
Nos. 217-22-003 and 217-22-004, from R-lF-80 and R-MF-40 Districts to R-IF-Cluster District
for the purpose of constructing six single family cluster homes; and

WHEREAS, it appears that the zoning that applies to the real property described in the

attached
hereto

improper under the conditions
presently
existing

inadequate for the development and use of this land; and

WHEREAS, after careful consideration, the Planning Commission of the City, on the

City for its opinion and recommendations, and after a Public Hearing hereon, notice of which has
been given pursuant to Section 13 of Article III of the Charter of this City entitled “The Council -
Enactment of Zoning Ordinances, ” and after its passage pursuant to the Charter of this City and
its approval by the Mayor of the City of Westlake, the Zone Map of Westlake is hereby amended
and as amended shall be and the same is hereby revised by changing the zoning of certain land

Zone Map of Westlake so that when amended said Zone Map will disclose that the premises
described in Section 1 hereof shall be revised by changing the zoning of certain described land
from R-lF-80 and R-MF-40 Districts to R-IF-Cluster District and that said portion of parcel of
land may thereafter be used in accordance with the use of the District permitted by the Zoning
Code of the City of Westlake.

PROJECT SUMMARY 
 
The purpose of this request is to rezone the former Greens Garage property from RMF-40 (~260’ from CRR) and  
R-1F-80 (backlands) to R-1F-Cluster/One-Family Cluster. This will allow the redevelopment of this ~4.2 acre 
property to be developed with six cluster homes.

Guide Plan – The Future Land Use Map designates this property for Single Family Residential (Low Density) and 
Multi-Family Residential (Medium Density), which supports the requested zoning change.

1211.07 BUILDINGS PERMITTED ON ZONING 
There shall be no more than one one-family dwelling located on a zoning lot and both units of a two-family dwelling shall be 
within the same building, except in Multi-Family Districts or in Cluster Districts. In addition, there may be one or more 
accessory buildings on the same zoning lot with a main building if such accessory building is constructed subsequent to the 
main building. OK (see figure 1). 
    
No dwelling shall be located to the rear of any 
building on the same lot, however, in Single-Family 
Detached Cluster and Multi-Family Districts, 
single-family cluster buildings and multi-family 
buildings may be arranged in a group with no direct 
frontage on a street, provided, that in R-MF-40 
Districts, townhouse dwelling units shall be 
developed in sequences of not less than two nor 
more than four units on one or more lots. In 
Detached Cluster Districts, not more than four 
cluster dwellings may share a common private 
driveway leading to a public dedicated street or a 
private street improved to public street standards 
and dwellings shall be located within 500 feet of the 
street. Cluster developments shall be located on a 
single zoning lot and maintain an overall density as 
required in Section 1211.09.  OK.

Yield Plan. A parcel which is zoned R-1F-Cluster shall contain no more units on that parcel than that parcel can be subdivided

Draft Findings of Fact 
 
1. The Guide Plan designates the site for low‑density single‑family and medium‑density multi‑family 
residential use, which supports the proposed rezoning to R‑1F‑Cluster.  
2. The R‑1F‑Cluster District permits single‑family detached cluster dwellings, and the applicant’s yield plan 
demonstrates that six units can be accommodated consistent with R‑1F‑80 subdivision standards, subject 
to Planning Commission review of two lots with depths under 170 feet.  
3. The 4.2‑acre parcel exceeds minimum area requirements and the concept plan meets applicable 
dimensional, setback, and open‑space standards for cluster development.
