Docusign Envelope ID: D498E5A4- 2B64- 4905- 9442- 752395FE8F6E ORDINANCE NO. 36-2025A 1st read & referred to Finance 1/ 20/ 26; 2nd reading 2/ 2/ 26 Please substitute for the original Baker, Bixenstine, Bullock, BY: Evans, Kepple, Steiner, Strebig AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force at the earliest period allowed by law, authorizing the Mayor, Director of Law, Director of Finance, Director of Public Works, Director of Planning & Development, Director of Human Services, Director of Human Resources and/ or the Procurement Officer to enter into service contracts in accordance with the Administrative Code of the City of Lakewood for the Department of Planning & Development in accordance with the Administrative Code of the City of Lakewood, contracts not to exceed the specified amounts shown without separate resolution of Council. WHEREAS, as set forth in Section 2. 12 of the Third Amended Charter of the City of Lakewood, this Council by a vote of at least two thirds of its members determines that this ordinance is an emergency measure and that it shall take effect immediately, and that it is necessary for the immediate preservation of the public property, health, and safety and to provide for the usual daily operation of municipal departments in that delay could impair the City' s ability to provide necessary services in a timely manner for fiscal year 2026; now, therefore BE IT ORDAINED BY THE CITY OF LAKEWOOD, OHIO Section 1. That the Mayor, Director of Law, Director of Finance, Director of Public Works, Director of Planning & Development, Director of Human Services, Director of Human Resources and/or the Procurement Officer is hereby authorized and directed to enter into contracts in accordance with the Administrative Code of the City of Lakewood, for the Department of Planning & Development, contracts not to exceed the specified amounts shown, except as hereinafter provided: Service Contracts $ 5, 6Q o 6, 102, 500 CDBG Affordable Housing Programs Childcare Scholarship Assistance Program Commercial Property Revitalization ( Storefront) Program County Planning Commission Cuyahoga County Solid Waste District Economic Development Loan Fund ( CDBG) Economic Development Program ( General Fund) Emergency Solutions Grant Program ( ESG) HOME -ARP Homelessness Assistance Program ( HOME -ARP) Home Investment Partnerships Program ( HOME) Housing Research & Advocacy Center Journey Center for Safety & Healing Lakewood Community Services Center 525, 000 55, 000 225, 000 0 0 175, 000 1. 000, 000 225, 000 400, 000 1, 500, 000 25, 000 25, 000 125, 000

That the Mayor, Director of Law, Director of Finance, Director of Public Works, Director of Planning & Development, Director of Human Services, Director of Human Resources and/ or the Procurement Officer is hereby authorized and directed to enter into contracts as set forth above in amounts not to exceed the specified amounts without further action from Council; and to enter into contracts in excess of specified amounts only upon consent of Council evidenced by adoption of a resolution specifying the authorized amount. Section 3. The Third Amended Charter published in the Codified Ordinances is the official charter of the City of Lakewood. Section 4. It is found and determined that all formal actions of this Council concerning and relating to the passage of this ordinance were adopted in an open meeting of this Council, and that all such deliberations of this Council and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements. Section 5. This ordinance is hereby declared to be an emergency measure necessary for the immediate preservation of the public peace, property, health, safety and welfare in the City and for the usual daily operation of the City for the reasons set forth and defined in the preamble to this ordinance, and provided it receives the affirmative vote of at least two thirds of the members of Council, this ordinance shall take effect and be in force immediately upon its adoption by the Council and approval by the Mayor, or otherwise it shall take effect and be in force after the earliest period allowed by law.
