Avon Lake Commits $731,850 More to Former Power Plant Redevelopment as Planning Continues

Avon Lake City Council approved a second amendment to its consulting agreement with Avon Lake Environmental Redevelopment Group of Louisville for up to $731,850, extending the firm's role advising the city on the redevelopment of the former Lake Erie power plant site.
Avon Lake City Council approved a second amendment to a professional services reimbursement agreement with Avon Lake Environmental Redevelopment Group, LLC, of Louisville, Kentucky, authorizing up to $731,850 in additional consulting fees for work on the Power Plant Redevelopment Project.
The agreement — originally authorized by Ordinance 23-81 in 2023 — covers reasonable out-of-pocket expenses the city incurs for development consulting services related to the former power plant site on the Lake Erie waterfront. The second amendment is the latest in a series of extensions as the city and its consultants continue the planning process.
The former power plant, a large lakefront industrial site, has been the subject of redevelopment discussions for several years. No specific development plan or developer has been publicly announced, but the sustained consulting investment signals the project remains active.
The ordinance was introduced by Councilmembers Shahmir and Smith and passed on an emergency basis.
