Cleveland Creates Superior Arts Improvement District — Property Owners to Fund Public Services

Cleveland is formalizing one of its emerging cultural corridors as a tax-supported improvement district.

Resolution 480-2026, introduced as an emergency measure, would create the Cleveland Superior Arts Improvement District as a Special Improvement District (SID). The resolution accepts petitions from property owners in the proposed district, approves a public services plan, and establishes the assessment mechanism that will fund it.

How SIDs work

A Special Improvement District is an Ohio tool that lets property owners in a defined area vote to tax themselves for shared services — streetscape maintenance, security patrols, marketing, public art, holiday lighting, graffiti removal. Columbus’s Short North SID is the most visible Ohio example: property owners there fund the ambassadors, murals, and seasonal programming that transformed High Street. Cleveland already has several SIDs (Downtown Cleveland Alliance operates one), but a dedicated arts-corridor district is new.

Who’s behind it

The resolution carries heavyweight sponsors: Council President Blaine A. Griffin, Ward 7 Councilwoman Stephanie Howse-Jones, and Ward 14 Councilwoman Jasmin Santana, plus a departmental request. That cross-ward, leadership-level backing suggests the district has already cleared informal political hurdles.

What to watch

The resolution is on first reading as of April 10. The key question is the services plan — what exactly will the assessments fund, and at what rate? The Superior corridor between East 9th and East 55th has seen gallery openings, studio conversions, and restaurant investment in recent years, but still lacks the cohesive infrastructure (signage, lighting, maintenance) that a SID can provide.
