$30.5M Full Permit Filed for COSM Cleveland, Largest LED Dome in the U.S.

DVA Architecture filed the final full building permit for COSM Cleveland, a 64,000-square-foot immersive entertainment venue featuring a nearly 100-foot, 12K-resolution LED dome. The $30.5 million permit is the third submission for the project, which anchors Bedrock's Rock Block development next to Rocket Arena.
DVA Architecture filed a $30.5 million building permit on April 6, 2026 for the full construction of COSM Cleveland, a three-story immersive sports and entertainment venue planned for East Fourth Street and Huron Road in downtown Cleveland.
The permit, record number PRJ26-012262, is the final submission in a multi-phase permit process. DVA Architecture previously submitted a foundation permit (BCB26-007476) and a core and shell permit set (BCB26-011989), both of which are already in the city's pipeline. This full permit set covers the complete buildout of the 64,000-square-foot venue.
COSM Cleveland will feature two primary spaces: The Dome and The Hall. The Dome is a nearly 100-foot, 12K-resolution LED hemisphere — the largest Cosm has planned across its five U.S. locations — designed to deliver immersive, courtside-style viewing experiences for live sports, concerts, and other events. The Hall will offer elevated food and beverage service, outdoor seating, and premium club space.
The project anchors Bedrock's Rock Block development, a mixed-use district being built by the real estate arm of Cleveland Cavaliers owner Dan Gilbert's Rock family of companies. Bedrock acquired the site in early 2023 and began site preparation and foundation work last year. Cleveland's Planning Commission gave final design approval in February 2026, clearing the way for this full permit filing.
Construction is expected to take approximately 16 months from permit approval, with the venue targeting a July 2027 opening. At a combined project value well exceeding $90 million across all permit phases, COSM Cleveland represents one of the largest single-building development investments in downtown Cleveland in recent years.
The project is currently in review with the city's building department. Ward 5 Councilmember and parcel 10128029 are listed in the permit record.
