North Olmsted authorizes mayor to sign development agreement with R6 Motors for former Sears site at Great Northern Mall

Ordinance No. 2026-014 authorizes the mayor of North Olmsted to execute a development agreement with R6 Motors, Inc. for the redevelopment of property formerly occupied by the Sears store at Great Northern Mall (the "Development Site"). The proposed Project is described as a potential grocery super center with an associated gas station/convenience store and additional commercial development on the remainder of the site.

The ordinance notes the City’s adoption of the Mall Area Mixed Use (MAMU) overlay district (Chapter 1150) on June 10, 2025 and ties the inducement strategy for the Development to that overlay. The City agreed to provide support and aid for the redevelopment, including implementation of tax increment financing and a demolition grant award to support the Project.

The measure approves the Development Agreement as attached to the ordinance, authorizes the mayor to execute the agreement and non-substantive amendments (subject to limits on tax abatement changes), and empowers other city officials to sign documents and take actions needed to carry out the ordinance.
