CITY OF NORTH OLMSTED RESOLUTION NO.2026 - 23 By: Mayor Jones A RESOL UTION A UTHORIZING THE DIRECTOR OF RECREA TION AND PUBLIC ENGAGEMENT TO APPLY FOR A GRANT FROM THE OHIO DEPARTMENT OFNATURAL RESOURCES (ODNR) IN THEAMOUNT OF $157, 703.00 AS PART OF ODNR'S RECREATIONAL TRAILS PROGRAM GRANT FOR NEW RECREATION TRAIL CONSTRUCTION AT NORTH OLMSTED'S PARKS — BARTON BRADLEY, AND FURTHER AUTHORIZING THE MAYOR TO ACCEPT THE GRANT AND EXECUTE ALL GRANT DOCUMENTS, AND DECLARING AN EMERGENCY. WHEREAS, ODNR provides assistance to local government through its Recreational Trails Program to provide funding for the rehabilitation, development, maintenance, and acquisition of recreational trails and related facilities with awards up to $150,000.00 subject to matching funds of 20%; and WHEREAS, the match amount is $31,541.00 and the grant amount is $126,162.00, with funds available to pay the invoices for the project and then seek reimbursement from ODNR for 80% of eligible project costs; and WHEREAS, the Director of Recreation and Public Engagement recommends and requests that City Council authorize him to file an application with ODNR on behalf of the City of North Olmsted to receive up to $150,000.00 in grant funding for the purpose of funding new recreation trails at North Olmsted's parks, subject to 20% matching funds; and WHEREAS, it is the desire of this Council to authorize the Director of Recreation and Public Engagement to apply for the Recreational Trails Program grant funding by ODNR and, if awarded, to further authorize the Mayor to accept the award and execute agreements for same. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: SECTION 1: The Director of Recreation and Public Engagement is hereby authorized to make application to ODNR for a Recreational Trails Program grant in an amount up to $150,000.00 for the purpose constructing new recreational trails at North Olmsted City Parks and, if awarded, that the Mayor is further authorized to enter into agreements to accept an award on behalf of the City of North Olmsted. SECTION 2: That the Mayor is hereby authorized to enter into Recreational Trails Grant Program agreements which obligate the City of North Olmsted to commit matching funds required by ODNR to satisfactorily complete the proposed park trails project and by commitment of required matching funds to maintain eligibility for reimbursement in accordance with the terms of the Recreational Trails Program by ODNR. SECTION 3: The Clerk of Council is authorized and directed to provide and supply a certified true and accurate copy of this Resolution to and for the purpose of documenting the City of North Olmsted's adoption hereof and approvals required by ODNR for the Recreational Trails Grant Program application and, if awarded, acceptance with matching funds. SECTION 4: That this Resolution is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare, and in order to meet the Recreational Trails Program deadline of March 16, 2026; and further provided it receives the affirmative vote of two-thirds of all members of Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
