CITY OF NORTH OLMSTED 
RESOLUTION NO.2026 - 20

A RESOL UTION A UTHORIZING THE DIRECTOR OF RECREA TION AND 
PUBLIC ENGAGEMENT TO APPLY FOR A GRANT FROM THE OHIO 
GENERAL ASSEMBLY CAPITAL BUDGET COMMUNITY PROJECT 
GRANT IN THE AMOUNT OF $241,643.00 FOR THE NORTH OLMSTED 
PARK VETERANS MEMORIAL RENOVATIONPROJECT, AND FURTHER 
AUTHORIZING THE MAYOR TO ACCEPT THE GRANT AND EXECUTE 
ALL GRANT DOCUMENTS, AND DECLARING AN EMERGENCY. 
WHEREAS, the City of North Olmsted is seeking capital funding to revitalize the Veterans 
Memorial at North Olmsted Community Park through a two-phase modernization project, with the 
primary purpose to increase public accessibility and, further, to create a functional commemorative 
space by installing new concrete loop paths, a connector path to existing walkways, and specialized 
memorials; and 
WHEREAS, capital dollars will be used for site demolition, infrastructure improvements 
including brick pavers and seven flagpoles, and the installation of five major monuments, most 
notably the Gold Star Family Memorial; and 
WHEREAS, the match amount is $24,164.00 and the net grant amount is $217,479.00, 
with funds available to pay the invoices for the project and then seek reimbursement from ODNR 
for 80% of eligible project costs; and 
WHEREAS, the Director of Recreation and Public Engagement recommends and requests 
that City Council authorize him to file an application with the General Assembly of Ohio on behalf 
of the City of North Olmsted to receive a net $217,479.00 in grant funding for the purpose of 
funding the North Olmsted Park Veterans Memorial Renovation Project, subject to matching funds 
of $24,164.00; and 
WHEREAS, it is the desire of this Council to authorize the Director of Recreation and 
Public Engagement to apply for the General Assembly Capital Budget Community Project Grant 
and, if awarded, to further authorize the Mayor to accept the award and execute agreements for 
same. 
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF 
NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: 
SECTION 1: The Director of Recreation and Public Engagement is hereby authorized to 
make application to the Ohio General Assembly Capital Budget Community Project Grant in the 
net amount of $217,479.00 for the purpose revitalizing the North Olmsted Park Veterans Memorial 
and, if awarded, that the Mayor is further authorized to enter into agreements to accept an award 
on behalf of the City of North Olmsted.

SECTION 2: That this Resolution is hereby declared to be an emergency measure 
immediately necessary for the preservation of the public health, safety and welfare, and in order 
to meet the grant application deadline of March 12, 2026; and further provided it receives the 
affirmative vote of two-thirds of all members of Council, it shall take effect and be in force 
immediately upon its passage and approval by the Mayor.
