Right Turn Lane Reduction from  Two Lanes to One Lane 
 
The figure below depicts the reduction from two to one right turn lanes on Lorain Rd. 
resulting in expanded green space. 
 
 
The paragraph below is an excerpt from the Traffic Impact Study (TIS). The result for 
the analysis states that there is a slight increase in delay at the intersection, but the 
overall level of service is not reduced. 
 
From the GPD Traffic Impact Study 
Benefits are the following: 
1) The removal of the lane will improve snow removal efforts, as that area required 
addition  time to plow due to the extra lane. 
2) The Lorain Rd. westbound left turn movement to Stearns Rd northbound will be 
improved, since the signal will allow for unprotected left turns with this change. 
Currently, the dual right turn lanes prohibit the unprotected left turns, resulting in 
complaints from the public due to having to wait while the westbound traffic has a 
green light. 
3) Reduced rainwater runoff

Concern has been raised regarding the effect of the removal of one right turn lane with 
regards to vehicles turning westbound onto Lorain Rd. from the commercial drives on 
the south side of Lorain Rd. There are 3 lanes of traffic (left turn and 2 through lanes ) 
that impact the turning movement before the right turn lanes are even considered, 
therefore whether there is a vehicle in the right turn only lane does not affect the vehicle 
making the left turn movement from the south side.  
 
Stearns Road Left Turn Lane  Length Reduction 
The TIS recommends a left turn lane on Stearns Rd. southbound into driveway #3  on 
Stearns Rd. See Figure 5 for this configuration. There is adequate lane length to carve 
out the new left turn lane into the driveway and have excess storage space than what is 
required (100 ft required, 370 ft provided).

The applicant proposes to demolish the existing vacant Rite Aid building, associated 
utilities, and parking lot to construct a new Sheetz Service Station and Convenience 
Store. The project includes fuel pumps with canopy, a drive-thru, indoor and outdoor 
dining areas, made-to-order food service, outdoor merchandise displays (ice, 
propane, and auto vending), and associated parking and utility improvements. A 
vehicle service station is a permitted use within the B-3 General Business District. 
The updated civil plans provide further clarity on site layout, circulation, accessibility, 
and overall design. The project includes two access points—one on Lorain Road and 
one on Stearns Road—supporting efficient vehicle movement through the site. 
Stormwater will be managed through an underground detention system, maintaining 
a clean site layout without surface basins. The revised photometric plan now meets 
lighting code requirements and minimizes spillover onto adjacent properties. ADA 
access has been improved through clearer flush transitions and the relocation of the 
ADA stall.  
Landscaping has been refined to align with the Lorain Road Corridor Study, including 
appropriate tree spacing and salt-tolerant plant species. The tree spacing along Lorain 
Road follows the Lorain Road Corridor Study recommendation of approximately one 
tree every 30 feet, creating a consistent and well-defined streetscape. Along Stearns 
Road, existing street trees located between the curb and sidewalk remain in place, 
complemented by smaller ornamental trees along the property edge. These trees are 
currently 2" DBH. Additional trees cannot be added between the existing small and 
large trees without obstructing visibility of the adjacent Dunkin’ Donuts signage. 
However, one new tree has been added along Stearns Road in the location of a 
recently removed stump.

To better reflect the intent of the Model TOD Overlay, the applicant has agreed to 
incorporate faux windows along the Lorain Road elevation to reduce the appearance 
of a blank facade. These updates demonstrate the project’s continued progress 
toward compliance with city standards and provide a more complete understanding 
of its site design and streetscape impact. 
The project was reviewed by the Board of Zoning and Building Appeals (BZBA) on 
January 5, 2026, and received approval for the following variances: 
1. 19.06 fc variance for maximum average illumination under the fueling canopy 
(code permits 15 fc; applicant requests 34.06 fc). 
2. 24 fc variance for maximum illumination at any point under the fueling canopy 
(code permits 20 fc; applicant requests 44 fc). 
3. 0.59 fc variance for maximum average illumination in parking lots (code 
permits 2 fc; applicant requests 2.59 fc). 
4. 6.3 fc variance for maximum illumination at any point in parking lots (code 
permits 5 fc; applicant requests 11.3 fc), per Section 1161.10(E)(3), Table 
1161.10-2. 
5. 2.73 fc variance for maximum average illumination for sidewalks, entrances, 
and pedestrian areas (code permits 5 fc; applicant requests 7.73 fc), per 
Section 1161.10(E)(3), Table 1161.10-2. 
6. Variance of one (1) fewer stacking space per food pickup window (code 
requires 8; applicant requests 7), per Section 1118.09(B)(1).

GPD is in receipt of the Comments dated (12-05-2025) for the above-referenced project. We are 
addressing each comment as follows: 
1. C-100: Show existing and proposed easements of overall plan so they can be referenced to 
new site design.  
a. Response: The existing electric easement has been added to this sheet. 
2. C-100: Identify. To remain? (existing Road Sign). Should be identified on site plan, not just 
ALTA.  
a. Response: This sign has been removed to accommodate a new multi-
tenant sign. The sign removal has been added to C-101. 
3. C-100: New edge of pavement, revise for single turn lane.  
a. Response: These changes will be reflected in a future submission as they 
are dependent on additional discussions with the city. An exhibit has been 
provided to aid this discussion. 
4. C-112: Ensure all sheets are provided as part of the final submittal.  
a. Response: All sheets will be provided in the final submittal. 
5. C-112: Cannot verify details. Sheets missing from set.

8. L-101: No plants with a full growth height of more than 24” allowed in the sight visibility 
area. 
a. Response: There are no plants are within the sight visibility area that 
conflict with the more than 24” height nor the 3’-10’ vertical obstruction 
requirement. One of the driveway’s highlighted is a “right-in only” 
driveway, and does not apply to this comment. 
9. C-100, 111, 112, 121, 131, 701, & L-101: The drive-thru “canoe” order point loop has 
been removed from the plans as it is no longer part of the design going forward. 
10. L-101: Due to the removal of the “canoe” order point loop, it was requested that between a 
mound and shrubs, the City would like to see 6’ of screening behind the parking to block 
this view of the building. 
a. A 3’ height mound has been added, with 3-4’ mature height plants on top. 
Resulting in a 6’ height screening from Stearns Road to the building behind 
the parking.

Introduction
The D-Series floodlights feature a site-wide 
offering to meet specifier’s every floodlighting 
need in application. The D-Series flood offers three 
sizes delivering 3,000 to 27,000 lumens. Available 
with seven precision optics, three mountings and 
three color temperatures, D-Series floodlights offer 
vast design capabilities while delivering significant 
energy savings and long life.
The DSXF2 delivers 7,000 to 17,000 lumens, 
meeting a large breadth of illumination 
requirements for design and renovation when 
replacing 175W, 250W and 400W HID floodlights. 
All configurations are assembled in the USA 
allowing for quick delivery.

Introduction
The RCNY LED recessed luminaire is designed to 
provide exceptional energy savings and versatility 
in one fixture. With a compact design the RCNY 
provides superior illumination while blending into the 
canopy space seamlessly. The RCNY is unique in that 
as a recessed canopy it can be installed in both 12" 
and 16" canopy decks. Features such as Adjustable 
Lumen Output Dial with 8 Settings and forward throw 
distribution (ASYC) option make the RCNY one of 
the most versatile gas station canopies in the market. 
Lumen dial and driver are both accessible from below. 
With up to 179 LPW the RCNY LED delivers up to 
90% in energy savings when replacing metal halide 
luminaires. With over 100,000 hour life expectancy 
(12+ years of 24/7 continuous operation), the RCNY 
LED luminaire provides significant maintenance 
savings over traditional luminaires. Class 1 Division 
2 also available. Wet location junction box available 
upon request.
