SECTION 2: That the Clerk of Council shall immediately forward an attested copy of the ordinance to the Auditor of Cuyahoga County. 2 SECTION 3: That the Director of Finance is hereby authorized to draw her warrants on the City Treasury for payment from any of the foregoing appropriations upon receiving proper certificates and vouchers therefore, approve by the Board of Officers authorized by law to approve same, or an ordinance or resolution of Council to make the expenditures; provided that no warrants shall be drawn or paid for salaries or wages except to persons employed by authority of and in accordance with law or ordinance. Provided further, that the appropriations for contingencies can only be expended upon approval of two-thirds vote of Council and for purposes other than those covered by the specific appropriations herein made.
