Existing Condition: Describe the existing infrastructure that is proposed to be modified
and the reason the infrastructure requires changes

The City of North Olmsted's sanitary sewer system in the vicinity of the south interceptor area
roughly serves 4,867 parcels which also includes connections to Olmsted Township, which has been
experiencing increased wet weather flows. This is due to several reasons, changes in rain patterns,
system design, development over the years and ultimately aging infrastructure (the age of the
infrastructure ranges from 1925 through the 1960's) This has resulted in storm water infiltrating into
the sanitary sewers, which causes capacity and surcharging issues which triggers repeat sanitary
sewer overflows and basement flooding - as evidenced by the newspaper articles (Attachment 1)

memorializing the flooding events that have occurred, including a class action lawsuit filed against
the City. Below is a city report on the number of Water in basement incidences that were recorded.

Proposed Changes: Explain changes in terms of the amount of right-of-way, the number or
width of lanes, traffic control devices, street lighting, type or size of drainage, type or
size of potable water services, type or size of sanitary sewer service. Describe how the
proposed infrastructure changes will eliminate the problems caused by the existing
infrastructure.

The City of North Olmsted then initiated an effort to examine the sewer system by flow metering at
selected locations in the system tributary to the Southwest Interceptor. The City engaged an
engineering consultant who utilized the flow metering data to conduct a hydraulic analysis and
model to determine what improvements would mitigate the surcharging and WIB. The
recommendation from this study was storage to lower the hydraulic grade line from wet weather
events. By utilizing historical as-built information and through system inspections, its recognized
that the system can gain additional capacity if modifications are made to manage or eliminate inflow
and infiltration sources. The City proceeded with a Site Selection Analysis examining four (4)
different sites for the construction of an equalization tank. The Stearns Road site north of |-480 was

selected. The goal of the South Interceptor Equalization Tank project is to install a new 1.5 million
gallon cast-in-place tank partially buried and covered with an aluminum geodesic dome. The
storage tank will store excess flow during heavy rain events and releasing it at a controlled rate after
the rain event is over- thus mitigating sanitary sewer overflows (SSO's) to the design storm event.

1. Describe the Health and Safety Deficiencies and provide information that the
health and safety issue will be reduced by the proposed project:

Due to the age of the infrastructure, inflow and infiltration found in the system and the design of the system
(90 degree turns) has caused deficiencies in the system, the surges from significant rain events causes
flooding and ultimately leading to basement back ups. Although there have been several improvements
undertaken within the sanitary system, and the number of water in basements reported has reduced. The
City as part of its overall capital improvements plan that in order to eliminate basement backups, requires
the installation of this equalization tank. Sewage back-ups pose a health and safety risk to an individuals
health as it can spread illness and disease as its full of contaminants, viruses and bacteria. The addition of
the equalization tank gives the system capacity, as its designed to buffer flows to the wastewater treatment
plant by holding and equalizing the flow rate variations thus reducing water in basement back-ups from
occurring. Please see Attachment 2 Water in Basement reports. Please also reference newspaper articles
reflecting impacts to citizens health and private property.

A project submitted by the Cuyahoga County Department of Public Works, on behalf of a
County community, will be awarded the Economic Health Points based on the owner of the
asset.

A Multi-Subdivision project score in Economic Health will be the average scores for PCI and
Percentage of Households Below Poverty based on the percentage of the partnering
communities, as provided in the Project Description section.

The goal of the South Interceptor project is to install a new 30” overflow pipe that will be
connected from the interceptor to the transfer pump station to limit the hydraulic grade line (HGL)
in the interceptor to elevation 764.0. The relief sewer will take flows up to 12 MGD to the new flow
equalization tank. The pipe will be sloped from the pump station to the interceptor and will
function as a submerged conduit when filling and will function as a tank drain as well. The return
flow from the tank will be regulated to again limit the interceptor HGL to 764.0 using a flow control
gate. The tank will be 1.5MG.The top of the tank is at elevation 780.0, which is 4 ft above grade
(776.0). The tank floor will be flat and sloped to fully drain when the interceptor level returns to

normal level after rain events. Attachment illustrates the transfer pump station, tank plan and
section.

The project is a new 1.5MG equalization tank, it includes a 30” overflow pipe, 4 transfer pumps,
remote monitoring & control system, gates, checks, plug valves, a control building w/ 3 finished
floor levels. The upper level at grade will feature a garage w/hatches for equipment extraction
from lower level, electrical, toilet, mechanical, the intermediate level for suction lift pumps access,

and the lower level below a stair well for access to tank drain pipe and meter and wet well
instruments.

A RESOLUTION AUTHORIZING THE DIRECTOR OF ECONOMIC AND 
COMMUNITY DEVELOPMENT TO MAKE APPLICATION TO THE STATE 
OF OHIO PUBLIC WORKS COMMISSION FOR FY 2023 STATE CAPITAL 
IMPROVEMENT PROGRAM FUNDING FOR THE SOUTH INTERCEPTOR 
EQUALIZATION TANK PROJECT, AND DECLARING AN EMERGENCY. 
 
WHEREAS, the goal of the South Interceptor project is to install a new 30” overflow pipe 
that will be connected from the interceptor to a pump station.  A new relief sewer will take flows up 
to 12 million gallons a day to a new 1.5-million-gallon equalization tank; and  
 
WHEREAS, the objective is to increase capacity in the sanitary collection system and to 
create an underground equalization as a means to reduce basement flooding; and 
 
WHEREAS, the project is to be located in the vicinity of 6300 Stearns Road, on a part of 
property previously a part of Spruce School; and 
 
WHEREAS, to further assist in the completion of this project, the Administration seeks 
$500,000.00 of funding assistance from the Ohio Public Works Commission’s FY 2023 State Capital 
Improvement Program; and  
 
WHEREAS, it is the desire of this Council to authorize the Director of Economic and 
Community Development to apply for said financial assistance.  
 
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF 
NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: 
 
SECTION 1: That the Director of Economic and Community Development be and he is 
hereby authorized to apply for funding from the Ohio Public Works Commission’s FY 2023 State 
Capital Improvement Program.  
 
SECTION 2: That the Mayor be, and she hereby is, authorized to accept the said funding, if 
awarded, on behalf of the City of North Olmsted and to execute a contract, if required; and that the 
Director of Economic and Community Development be, and he hereby is, authorized to execute all 
other non-contract documents necessary to effectuate receipt of the grant.  
 
SECTION 3: That this Resolution is hereby declared to be an emergency measure 
immediately necessary for the preservation of the public health, safety and welfare and for the further 
reason that it is necessary that this legislation go into effect immediately in order to meet the 
application deadline; and further provided that it receives the affirmative vote of two-thirds of all 
members of Council, it shall take effect and be in force immediately upon its passage and approval
