RESOLUTION NO. 2022 - 75  
 
BY:   Mayor Jones 
 
A SECOND RESOLUTION OF CITY COUNCIL ADOPTING 
THE 
MAYOR’S 
PROPOSAL 
FOR 
NEW 
PROGRAM 
INITIATIVES AND CAPITAL IMPROVEMENTS MADE 
POSSIBLE BY FUNDS RECEIVED BY THE CITY OF 
NORTH OLMSTED FROM THE AMERICAN RESCUE PLAN 
ACT OF 2021, AND DECLARING AN EMERGENCY, AS 
AMENDED. 
  
 
WHEREAS, the American Rescue Plan Act (“ARPA”) was signed into law by 
President Joseph R. Biden, Jr. on March 11, 2021, guaranteeing direct relief to cities, 
towns and villages in the United States; and  
 
 
WHEREAS, allowable uses of funding include: (1) replace lost public sector 
revenue; (2) support the COVID-19 public health and economic response; (3) provide 
premium pay for eligible workers performing essential work; and (4) invest in water, 
sewer and broadband infrastructure; and  
 
 
WHEREAS, the City of North Olmsted expects total allocation of $3,283,002, to 
be received in two (2) equal tranches of $1,641,501; and  
 
 
WHEREAS, Mayor Jones has developed an ARPA plan for the City of North 
Olmsted that advances important initiatives aimed at improving public health, safety and 
welfare and, further, that rests upon five (5) vital principles: 
  
1. Investing in Public Safety;  
2. Catalyze Economic Development;  
3. Reinvest in our Neighborhoods; 
4. Preserving Community Assets;  
5. Improving City Services; and   
 
WHEREAS, with the five (5) vital principles in mind, Mayor Jones previously 
established the following programs: (1) Operation Full Force; (2) SCRAM (Security 
Camera Registration and Mapping); (3) Fill our Fronts; (4) the Creation of a Strategic 
Economic Development Plan; (5) creation of a Home Repair Revolving Loan Fund; (6) 
Senior Center Capital Improvements; (7) Community Cabin Capital Improvements; and 
(8) Digital Government Initiative; and

WHEREAS, with the second tranche of funds to be received, the Mayor desires 
to establish additional programs to further fulfill the five principles set forth above.  They 
are: 
Invest in Public Safety 
$808,000.00 
 
1. Create a Lorain Road Emergency Vehicle Signal Pre-emption program to use 
GPS technology to expedite emergency vehicles to respond more rapidly; 
2. Implement Enhanced Speed Enforcement Measures achieved through 
signage and other authorized methods;   
3. Undertake the demolition of Forest Elementary School; 
 
Reinvest in Neighborhoods and Preserve Community Assets 
$265,000.00 
 
4. Make Improvements at the Recreation Center, including upgraded WIFI, 
enhanced security and installation of a panic button for immediate assistance; 
5. Initiate enhanced security improvements to Springvale, including security 
cameras and a panic button to increase response time to emergencies; 
6. Use additional funds to serve as matching funds for improvements at North 
Olmsted Park;

7. Digitize all commercial zoning files, permitting easier community access; 
8. Implement a digital HR Program, allowing applications and other business to 
be done in a digital fashion; 
 
9.  Modernize City Council Chambers by reconfiguring the a/v system to 
make it easier for presentations by applicants and citizens; 
 
9. Institute a pavement Condition Rating System rating sidewalks, roadways 
and ADA ramps and using meta-data to implement a data driven 5-year 
capital improvement plan; and  
 
WHEREAS, this Council does support Mayor Jones’ proposed ARPA funded 
second round of initiatives and does wish to express its desire to the Mayor to proceed in 
a diligent fashion to implement these important and necessary initiatives.       
 
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY 
OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: 
 
 
SECTION 1:  That this Council does hereby accept and adopt Mayor Jones’ 
second ARPA plan for the City of North Olmsted, as outlined herein.

SECTION 2: That this Resolution is hereby declared to be an emergency 
measure immediately necessary for the preservation of the public health, safety and 
welfare, and further for the reason that it is necessary that this Resolution go into effect 
immediately to begin implementation of important safety and community improvement 
projects; and further provided it receives the affirmative vote of two-thirds of all 
members of Council, it shall take effect and be in force immediately upon its passage and 
approval by the Mayor.
