AN ORDINANCE AMENDING THE RATES OF COMPENSATION FOR ADMINISTRATIVE PERSONNEL
BY CHANGING THE COORDINATOR OF THE DIVISION OF JUVENILE DIVERSION FROM A FULL-
TIME POSITION TO A PART-TIME POSITION AND RETITLING THE MAINTENANCE POSITION IN
THE DIVISION OF WASTEWATER WITH CORRESPONDING WAGES; FOR THE YEARS 2022 AND
2023; AND OTHERWISE RESTATING THE COMPENSATION RATES AND DESCRIPTIONS FOR
VARIOUS ADMINISTRATIVE AND LEGISLATIVE PERSONNEL FOR THE YEARS 2022 AND 2023,
AND DECLARING AN EMERGENCY.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF
CUYAHOGA AND STATE OF OHIO:
Section 1: That the following salary ranges are hereby established for legislative employees for the office of Council.
The salaries in this Section shall be determined by City Council as appropriate.

entitled to overtime pay or compensatory time benefits.

. Employees in the position of Building Inspector shall have at least one (1) State of Ohio certification as a Building
Inspector, Plumbing Inspector or Electrical Safety Inspector. For each additional State of Ohio certification as a
Building Inspector, Plumbing Inspector or Electrical Safety Inspector, the employee shall receive an additional $1.00
per hour, not to exceed an additional $2.00 per hour for employees with all three (3) certifications. Trainee
certifications shall not be considered additional certifications for the purpose of receiving additional hourly
compensation.

Section 10: That all pay ranges and amounts established will be effective no earlier than January 1st of the
respective year. Salaries specified in this Ordinance shall be paid by the Director of Finance on a biweekly basis.

Section 11: Fair Labor Standards Act ("FLSA")/Compensatory ("Comp") Time That, upon approval of the Mayor
or respective Director, all full-time personnel listed within this Ordinance, except for those holding Elected or Director
positions, the Police Chief, Police Captain, Fire Chief, and personnel determined by the City to be exempt from the
overtime provisions of the "FLSA", will be paid time and one-half their straight time rates of pay for hours worked in
excess of forty (40) hours in one work week, unless the Mayor or their respective Director has established and
implemented a comp time policy for such personnel that is not in conflict with either the FLSA or Section 161.13 of
the Administrative Code. Double time, or comp time if applicable, shall be paid to said personnel for Holidays
provided they have worked at least forty (40) hours in the said work week.
Section 12: Longevity (a) That, except as provided in paragraph (c) below, all full-time personnel listed within this
Ordinance who were hired by the City prior to January 1, 2005, having completed five (5) years of full-time service as
an employee of the City shall be paid an additional four percent (4%) of their base annual salary thereafter as
longevity increments until completion of their tenth (10th) year of full-time service; after completion of their tenth
(10th) year of full-time service, such personnel shall receive five percent (5%) of their base annual salary thereafter
as longevity increments until completion of their fifteenth (15th) year of full-time service; after completion of their
fifteenth (15th) year of full-time service, such personnel shall receive six percent (6%) of their base annual salary
thereafter as longevity increments until completion of their twentieth (20th) year of full-time service; and after
completion of their twentieth (20th) year of full-time service, such personnel shall receive seven percent (7%) of their
base annual salary thereafter as longevity increments for so long as they continue to be full-time employees of the
City.
(b) Effective January 1, 2009, except as provided in paragraph (c) below, all full-time personnel listed within this
Ordinance, having completed five (5) years of full-time continuous service and are being compensated longevity
under the percent of base pay as of January 1, 2009, shall continue to receive the fixed amount on the base rate of
pay on January 1, 2009, until such time as the table below provides a greater benefit, then the table will control.
All full-time personnel listed within this Ordinance having completed five (5) years of full-time continuous service as
an employee of the City after January 1, 2009, shall be paid an additional five hundred dollars ($500.00) as annual
longevity increments thereafter until completion of their tenth (10th) year of full-time service; after completion of their
tenth (10th) year of full-time continuous service, such personnel shall receive one thousand dollars ($1,000.00) as
annual longevity increments thereafter until completion of their fifteenth (15th) year of full-time continuous service;
after completion of their fifteenth (15th) year of full-time continous service, such personnel shall receive one thousand
five hundred dollars ($1,500.00) as annual longevity increments thereafter until completion of their twentieth (20th)
year of full-time continuous service; after completion of their twentieth (20th) year of full-time continous service, such
personnel shall receive two thousand dollars ($2,000.00) as annual longevity increments thereafter for so long as
they continue to be full-time employees of the City.
(c) Full-time personnel listed within this Ordinance hired after April 30, 2008 shall not be entitled to receive longevity
pay under either paragraph (a) or (b) above. Full-time elected officials shall not be entitled to receive longevity pay
under either paragraph (a) or (b) above for terms of office that begin on the 1st day of January 2010, or thereafter.
Section 13: Holidays and Personal Days That all full-time personnel listed within this Ordinance shall receive the
following holidays off, unless required to work by their supervisor or the Mayor in emergencies, and shall receive their
regular rate of pay: New Year's Day; Martin Luther King, Jr. Day; Presidents' Day; one-half (1/2) day on Good Friday;
Memorial Day; Independence Day; Labor Day; Thanksgiving Day; the day after Thanksgiving Day; Christmas Eve
Day; Christmas Day; and New Year's Eve Day. Employees hired between January 1st and June 30th of any given
year shall receive three (3) personal days upon their date of hire.
All full-time personnel listed within this Ordinance hired between July 1st and December 31st of any given year shall
receive one and one-half (1%) personal days upon their date of hire. Personal days must be used before the end of
the year in which they were earned and are not eligible for sell back. Following the first year of employment, these
employees will earn their personal days on January ist of each subsequent year.
Section 14: Vacation That all full-time personnel listed within this Ordinance shall be entitled to an annual vacation
in accordance with Section 161.11 of the Administrative Code (based on Ordinance 1990-161). All previous service
as an elected city public official within the city shall be considered full-time for the purpose of calculating vacation and
sick leave upon retirement. Vacation sell back for cash is prohibited except for in year 2021 where it is limited to two
(2) weeks only.

Section 15: Boot and Clothing Allowance That the following full-time employees shall be reimbursed by the City in
an amount not to exceed $750 annually for the purchase or purchases of boots and clothing by such employees for
use in their employment with the City of North Olmsted: Road Foreman; Forestry Foreman; Fleet Manager; Waste
Water Treatment Plant Superintendent; Waste Water Treatment Plant Assistant Superintendents (Plant, Collections
and Maintenance); Waste Water Collection System Foreman; Laboratory Chemist; and Golf Course Maintenance
Supervisor. The aforementioned allowance shall be paid during the first pay period after January 1st of each year.
Section 16: Commercial Drivers License (GDL) That the following full-time employees who have a Class A CDL
will receive an additional fifty-five cents per hour for all hours worked: Road Foreman; Forestry Foreman; Fleet
Manager; and Collection System Foreman.
Section 17: Electronic Deposit All forms of compensation shall be paid by electronic deposit to commence at the
City’s convenience, but not less than thirty (30) days after adoption of this ordinance. If it is determined that an
employee is not bankable, a check will be issued for all forms of compensation for such employee.
Section 18: That all Ordinances or Resolutions or parts of Ordinances or Resolutions in conflict herewith are hereby
repealed with the effective date of this Ordinance.
Section 19: That this Ordinance shall hereby be declared an emergency measure immediately necessary for the
preservation of the public health, safety and welfare, and provided it receives the affirmative vote of two-thirds of all
members of Council then it shall take effect and be in force immediately upon its passage and approval by the Mayor.
