RESOLUTION 
AUTHORIZING 
THE 
DIRECTOR 
OF 
RECREATION AND PUBLIC ENGAGEMENT TO APPLY FOR AN 
ENHANCED MOBILITY PROGRAM GRANT (SECTION 5310) 
FROM THE NORTHEAST OHIO AREAWIDE COORDINATING 
AGENCY (NOACA) FOR A NEW TRANSPORTATION VEHICLE 
FOR THE SENIOR CENTER, AND DECLARING AN EMERGENCY. 
 
 
WHEREAS, the Northeast Ohio Areawide Coordinating Agency’s (NOACA), 
mission is to strengthen regional cohesion, preserve existing infrastructure, and build a 
sustainable multimodal transportation system to support economic development and 
enhance quality of life in Northeast Ohio; and  
 
 
WHEREAS, the Administration seeks to apply for an Enhanced Mobility (Section 
5310) Program grant from NOACA for a new transportation vehicle for the Senior Center 
in 2026, with a matching fund requirement of twenty percent (20%); and  
 
WHEREAS, it is the desire of this Council to authorize the Director of Recreation 
and Public Engagement to apply for said grant from NOACA.  
 
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY 
OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: 
 
SECTION 1: That the Director of Recreation and Public Engagement be, and he 
hereby is, authorized to make application for NOACA (Section 5310) for Program grant 
funding for enhanced mobility, specifically a new transportation vehicle, including 
commitment of twenty percent (20%). 
 
SECTION 2: That the Mayor be and she is hereby authorized to accept the said 
NOACA (Section 5310) Program funding, if awarded, on behalf of the City of North 
Olmsted, including commitment of 20% matching funds, and to execute a contract, if 
required, as well as other contract documents necessary to effectuate receipt of the grant.  
 
SECTION 3: That this Resolution is hereby declared to be an emergency measure 
immediately necessary for the preservation of the public health, safety and welfare, and in 
order to meet the grant deadline of April 11, 2025; and further provided it receives the 
affirmative vote of two-thirds of all members of Council, it shall take effect and be in 
force immediately upon its passage and approval by the Mayor.
