[2023-151 RFP Plans Examiner.pdf] CITY OF NORTH OLMSTED RESOLUTION NO. 2023 - 151 By: Mayor Jones A RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC SAFETY TO SOLICIT STATEMENTS OF QUALIFICATIONS (S.O.Q.) FROM QUALIFIED INDIVIDUALS TO PROVIDE BUILDING OFFICIAL AND MASTER PLANS EXAMINER SERVICES TO THE CITY, AND FURTHER AUTHORIZING THE MAYOR, FOLLOWING APPROVAL OF THE BOARD OF CONTROL, TO ENTER INTO A CONTRACT WITH THE INDIVIDUAL OR FIRM SELECTED IN THE S.O.Q. PROCESS, AND DECLARING AN EMERGENCY. WHEREAS, Chapter 112 (Personal Service Contracts) outlines procedure for the City to solicit Statements of Qualifications (S.O.Q.) from qualified individuals or firms, which process allows for competitive proposals based on relative qualifications and allows the Board of Control to select the best qualified personal service provider; and WHEREAS, the Director of Public Safety requests that this Council authorize the process outlined in Chapter 112 of the North Olmsted Codified Ordinances to solicit S.O.Q.’s in order to provide for Building Commissioner services and Master Plans Examiner services in accordance with Ohio Building Code requirements and to work with the City’s Building Department staff; and WHEREAS, in accordance with the recommendation of the Director of Public Safety, it is the desire of this Council to authorize and initiate the S.O.Q. process to select a Building Official and Master Plans Examiner, and upon selection by the Board of Control, to authorize the Mayor to enter into contract for personal services. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: SECTION 1: That the Director of Public Safety be and she is hereby authorized to solicit or request Statements of Qualifications (S.O.Q.) proposals from qualified persons or firms to serve as a Building Official and Master Plans Examiner, in accordance with Chapter 112 of the Codified Ordinances, and based on specifications now on file in her office and that, upon approval by the Board of Control, the Mayor is hereby authorized to enter into an agreement for such services with the most qualified persons / firm to provide the services at a price that is fair and reasonable to the City. SECTION 2: That this Resolution is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare and for the further reason that it is necessary that this legislation go into effect immediately because the S.O.Q. process must be initiated immediately in order that the 2 selection process be completed and a new contract entered into no later than December 31, 2022 when the current contract expires, and further provided that it receives the affirmative vote of at least two-thirds of the members of this Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
