RESOLUTION NO. 2024 - 117

A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A
CONTRACT
WITH
MANHATTAN
TELECOMMUNICATIONS
CORPORATION LLC. (“MetTel”) TO PROVIDE TELEPHONE
SERVICE FOR TWELVE (12) OLMSTED FALLS AND OLMSTED
TOWNSHIP, TEN (10) DIGIT TELEPHONE LINES FOR USE IN
THE
NEWLY-EXPANDED
NORTH
OLMSTED
DISPATCH
CENTER, AND DECLARING AN EMERGENCY.
WHEREAS, the North Olmsted Dispatch Center located in the North Olmsted
Police Station, will begin dispatching for the Olmsted Falls Police and Fire Departments
and the Olmsted Township Police and Fire Departments starting December 16, 2024.
Part of providing dispatch services for Olmsted Falls and Olmsted Township will include
answering the, 10 digit, 911 calls originating from both of these cities along with
answering Emergency Call Boxes located at each Police and Fire Department buildings in
these two cities; and
WHEREAS, the proposed contract with MetTel will cost $459.88 per month plus
a onetime Installation, Configuration & Activation charge of $950.00, ($400.00 onetime
Activation charge paid to MetTel and $550.00 onetime Installation & Configuration
charge paid to Modern Telecom); and
WHEREAS, in accordance with the recommendation of the Director of Public
Safety, it is the desire of this Council to authorize the Mayor to enter into a contract with
Manhattan Telecommunications Corporation LLC to provide telephone service for twelve
(12) Olmsted Falls and Olmsted Township, ten (10) digit telephone lines that will be
ported and answered in the North Olmsted Dispatch Center.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO:
SECTION 1: That the Mayor be and she hereby is authorized to enter into a
three-year contract with Manhattan Telecommunications Corporation LLC in the initial
amount of $950.00 for installation and activation, with a recurring monthly charge of
$495.88, to provide lines of communication for the North Olmsted Dispatch Center. Said
contract shall be in substantially the same form and substance as the contract on file in the
Department of Public Safety, with only such changes thereto as are not substantially
adverse to the City and which are approved by the Director of Law. The character of any
such changes as not being substantially adverse to the City shall be evidenced
conclusively by the execution of the agreement by the Mayor and the approval of the
agreement by the Director of Law.

SECTION 2: That this Resolution is hereby declared to be an emergency
measure immediately necessary for the preservation of the public health, safety and
welfare, and further for the reason that it is necessary that the lines be in place by
December 16, 2024 when the dispatch service switches over to the North Olmsted
Dispatch Center; and provided it receives the affirmative vote of two-thirds of all
members of Council, it shall take effect and be in force immediately upon its passage and
approval by the Mayor.
