167.01 ESTABLISHMENT. 
 
Pursuant to the authority of Charter, Article V, Section 1, there is hereby established a 
Department of Human Resources.  The staffing of the Department of Human Resources is 
hereby established and is reflected in the organizational chart for the Department of Human 
Resources contained in Section 167.99(a), which is incorporated herein as if fully rewritten.  
 
167.02  DIRECTOR OF HUMAN RESOURCES. 
 
The Department of Human Resources shall be headed by a Director of Human Resources. 
 
(a)   Appointment, Term, Removal and Qualifications.  The Director shall be a full-time 
employee appointed by the Mayor, which appointment and term shall be governed by Charter 
Art. III, §5(a).  The Mayor may remove the Director with the concurrence of two-thirds (2/3) of 
the members of Council eligible to vote. 
 
The Director shall have a Bachelor or Master's degree in Human Resources Management, Public 
Policy or related field, with at least two years experience working in human resources for a 
governmental agency. 
 
(b)   Duties.  The Director of Human Resources shall have the following responsibilities which 
may from time to time be added to or diminished by the Mayor and/or Council 
 
(1)   Personnel.  The Director shall recommend, evaluate, and participate in Staff 
Development for the City.  She or he shall coordinate recruitment efforts with directors and 
division heads, accept resumes and applications, interview and assist with the financial decision 
process.  The Director shall develop a master employment application form which shall be used 
in all departments containing vital information necessary to administer the personnel records of 
the City.  The Director shall also maintain a file of such records, which file shall include for each 
employee, evaluations, rewards, disciplinary actions, commendations and any other

correspondence or pertinent information that may from time to time come to the attention of the 
Director with respect to any specific employee. 
 
The Director shall assist directors and division heads in carrying out their responsibilities 
on personnel matters.  The Director shall establish a uniform system of maintaining accurate 
records for all employees dealing with the use and accumulation of sick leave, vacation time and 
personal holidays. 
 
The Director shall be responsible for the administration and coordination of all employee 
benefits for all departments within the City.  The Director shall be the City's Privacy Officer per 
Health Insurance Portability & Accountability Act (HIPAA) regulations. 
 
The Director shall be responsible for maintaining all records for the processing of claims 
for Workers' Compensation and unemployment compensation.  He or she shall, when it is 
appropriate, appear before the State agencies responsible for Workers' Compensation and 
unemployment compensation, representing the City's interest relative to claims made for 
unemployment and Workers' Compensation. 
 
(2)   Equal Employment Opportunity.  The Director shall be responsible for maintaining 
any and all records with respect to the compliance by all departments regarding both 
employment and contracts with the City with equal employment opportunity requirements of 
both the State and Federal Government. 
 
(3)   Affirmative Action Policies.  The Director shall be responsible for continually 
monitoring, revising and enforcing the City's affirmative action policies.  As such, he or she shall 
be considered to be the Affirmative Action Coordinator of the City and shall carry out all of the 
policies established therein. 
 
(4)   Insurance.  The Director shall maintain in his or her office the master copy of all 
insurance policies maintained by the City, including but not limited to, fire, casualty, 
hospitalization and life insurance, as well as other coverage which may from time to time be 
obtained by the City.  
 
The Director shall be responsible for administering the self-insurance portion of all 
policies obtained by the City which requires the City to pay all losses occurring under a certain 
deductible amount.  In that regard, he or she shall maintain a file on all potential losses which are 
reported to the City and shall be responsible for investigating those losses and reporting the same 
to the insurance carriers of the City.  He or she shall also cooperate with the Law Department for 
purposes of settling claims against the City that are within the deductible portion of the City's 
policy.  He or she shall, from time to time, appear in court if necessary to aid the Law 
Department in defending the City against claims which fall within the deductible portion of the 
City's insurance policies. 
 
(5)   Risk Management.  The Director shall be responsible for administering and 
overseeing risk management programs, policies and functions.  The Director shall periodically 
review and make recommendations to the Mayor for improvement of City policies, procedures,

and practices on personnel matters.  She or he shall communicate changes in City personnel 
policies and procedures to department and division heads, and periodically, as appropriate, 
further communicate with said department and division heads to monitor compliance with said 
personnel policies and procedures. 
 
167.03  ADMINISTRATIVE SECRETARY TO THE DIRECTOR OF HUMAN 
RESOURCES. 
 
There is hereby created the position of Administrative Secretary to the Director of Human 
Resources, which shall be appointed by and be answerable to the Director of Human 
Resources.  The Administrative Secretary shall be the secretary to the Director, and shall provide 
clerical and secretarial services to the Director.  The Administrative Secretary's duties shall also 
include providing secretarial services to the Civil Service Commission, if, with the consent of the 
Director, the Civil Service Commission appoints the secretary to serve as Secretary to the Civil 
Service Commission.  The Administrative Secretary shall also provide such other services and 
perform such other duties consistent with the position as may be required by the Director. 
 
167.04  EMPLOYMENT SPECIALIST. 
 
There is created within the Department of Human Resources, the position of Employment 
Specialist.  The Employment Specialist shall provide professional assistance to the Director in 
administering the following Department programs: risk management, employee health care and 
benefits, workers compensation, drug and alcohol testing and Family and Medical Leave Act 
("FMLA").  The Employment Specialist shall have either a four-year degree from an accredited 
college or university, with major course work in human resources management, public 
administration or a related field, or shall have equivalent employment experience in the human 
resources field consisting of either a minimum of five years personnel experience or a minimum 
of three years government agency personnel experience.  The Employment Specialist shall 
provide such other administrative services and perform such other duties consistent with his or 
her position as may be required by the Director. 
 
167.05  DIVISION OF INFORMATION TECHNOLOGY; NETWORK 
ADMINISTRATOR. 
 
There is hereby created a Division of Information Systems within the Department of Human 
Resources.  The Division of Information Systems shall be headed by, and there is hereby created, 
the position of Network Administrator.  The Network Administrator shall be a full-time 
employee appointed by the Director of Human Resources. 
 
(a)   Duties. The Network Administrator shall provide such services and perform such duties 
consistent with the position as may be required by the Director. 
 
(b)   Employees.  The staffing of the Division of Information Technology is hereby established 
and is reflected in the organizational chart for the Department of Human Resources contained in 
Section 167.99(b), which, as it pertains to this Division only, is incorporated herein as if fully 
rewritten.  The Mayor shall establish the compensation of all employees of the Division within

the salary ranges established by City Council, to the extent that such compensation is not 
otherwise established by contract, or federal, state or local law. 
 
167.06  DIVISION OF BUILDING. 
 
There is hereby established a Division of Building within the Department of Human 
Resources.  The Division of Building shall be headed by a Building Commissioner who shall be 
responsible for its organization and supervision.  The Building Commissioner shall be appointed 
by and be answerable to the Director of Human Resources.  The qualifications for the Building 
Commissioner shall be those as established in rules and regulations enacted and amended from 
time to time by the State of Ohio, Board of Building Standards, as they relate to certification of 
local Building Departments and Building Officials. 
 
(a)   Duties. The duties of the Building Commissioner shall include the supervision of all 
personnel of the Division of Building, the issuance of all building permits, and the enforcement 
of all building and zoning regulations.  The Director of Human Resources and Development may 
from time to time require the Building Commissioner to perform additional duties consistent 
with the position. 
 
(b)   Employees. The staffing of the Division of Building is hereby established and is reflected in 
the organizational chart for the Department of Human Resources contained in Section 167.99(c), 
which, as it pertains to this Division only, is incorporated herein as if fully rewritten.  The Mayor 
shall establish the compensation of all employees of the Division within the salary ranges 
established by City Council, to the extent that such compensation is not otherwise established by 
contract, or federal, state or local law. 
 
167.07  PETTY CASH FUND. 
 
There is hereby created a petty cash fund within the Department of Human Resources with a 
maximum amount of one hundred dollars ($100.00), and the expenditures out of that fund shall 
be properly receipted.  The Director of Human Resources or his designee shall supply receipts to 
the Director of Finance, who in turn, will replenish the amount depleted from the petty cash 
fund, upon being satisfied that the receipts are in proper order.  The expenditures out of the fund 
will be for sustaining emergency indigent clients and for no other purpose. 
 
167.99  COMPOSITION AND ORGANIZATION OF THE DEPARTMENT  OF HUMAN 
RESOURCES. 
 
The positions set forth herein shall constitute the staff and organization of the Department of 
Human Resources, together with all divisions thereunder.  They are as follows:

AN ORDINANCE AMENDING AND RE-ESTABLISHING CHAPTER 167 OF 
THE ADMINISTRATIVE CODE ENTITLED “DEPARTMENT OF HUMAN 
RESOURCES” IN ORDER TO REMOVE THE DIVISION OF BUILDING 
AND THE DIVISION OF INFORMATION TECHNOLOGY; NETWORK 
ADMINISTRATOR FROM THE DEPARTMENT, AND DECLARING AN 
EMERGENCY.  
 
 
WHEREAS, this Council via Ordinance previously established the organization of the 
Department of Human Resources, including Organizational Charts, for the purpose of, among 
other things, organizing and / or stating the divisions and employee complement within the 
Department of Human Resources; and  
 
 
WHEREAS, Mayor Dailey Jones believes that maximum efficiency and operations can be 
achieved by removing and reallocating the Division of Building from the Department of Human 
Resources to the Department of Safety and, further, by bringing the Department of Information 
Technology within the Office of Mayor from the Department of Human Resources; and  
 
WHEREAS, it is the desire of this Council to implement the organizational changes 
recommended by Mayor Dailey Jones as set forth herein.  
 
 
NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF 
NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO: 
 
 
SECTION 1:  That Chapter 167 “Department of Human Resources” which presently reads 
as set forth on the attached and incorporated Exhibit A, shall be amended and as amended shall 
read in its entirety as set forth on the attached and incorporated Exhibit B.  
 
SECTION 2:  That any ordinance, or part of ordinance, in conflict or inconsistent with this 
Ordinance, is, to the extent of any such conflict or inconsistency, repealed.  Conflicting or 
inconsistent provisions of any Ordinance shall be corrected at re-codification. 
 
SECTION 3:  That this Ordinance is hereby declared to be an emergency measure 
immediately necessary for the preservation of the public health, safety and welfare, and, 
additionally, it is necessary that this Ordinance go into effect immediately to ensure the continued, 
effective operations within the Department of Human Resources, and provided it receives the 
affirmative vote of two-thirds of all members of Council, then it shall take effect and be in force 
immediately upon its passage and approval by the Mayor.
