[2024-37 AFSCME Contract Clerical.pdf] CITY OF NORTH OLMSTED RESOLUTION NO. 2024 - 37 BY: Mayor Jones A RESOLUTION APPROVING OF AND AUTHORIZING THE MAYOR TO ENTER INTO A COLLECTIVE BARGAINING AGREEMENT (“CBA”) WITH THE AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES (“AFSCME”) LOCAL 2681, CLERICAL & TECHNICAL UNIT, FOR THE PERIOD JANUARY 1, 2024, THROUGH DECEMBER 31, 2026. WHEREAS, the American Federation of State, County and Municipal Employees (“AFSCME”), Local 2681, has been recognized as the exclusive collective bargaining agent for the City’s Clerical and Technical Unit employees; and WHEREAS, the Administration has conducted bargaining with the members of said bargaining unit and concluded the process with an agreement proposal that includes all of the provisions agreed to by both parties; and WHEREAS, the Administration, in accordance with the new and modified provisions negotiated by the parties, prepared and submitted to the AFSCME Clerical and Technical Unit membership a draft of a new Collective Bargaining Agreement for AFSCME review and approval; and WHEREAS, it is the desire of this Council to approve of and authorize the Mayor, on behalf of the City, to execute the new Collective Bargaining Agreement between the City and AFSCME, Local 2681, Clerical and Technical Unit, for the period January 1, 2024 through December 31, 2026. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: SECTION 1: That the Collective Bargaining Agreement negotiated by and between the Administration and AFSCME Local 2681, for the time period of January 1, 2024 through December 31, 2026, a copy of which is attached to this legislation as “Exhibit A,” is hereby approved and the Mayor is hereby authorized to execute the said Collective Bargaining Agreement on behalf of the City of North Olmsted. SECTION 2: That the effective date for the new Collective Bargaining Agreement, and for the implementation of all of the provisions in the Agreement, unless otherwise expressly specified therein, shall be January 1, 2024. SECTION 3: That this Council finds and determines that all formal actions of this Council concerning and relating to the passage of this resolution were taken in an open meeting of this Council, and that all deliberations of this Council and of any committee that resulted in those formal actions were in meetings open to the public and in compliance with law. 2 SECTION 4: That this Resolution is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety, and welfare and for the further reason that R.C. 4117.10(B) requires that the Council pass legislation to approve or reject the proposed CBA within 30 days; and provided this Ordinance receives the affirmative vote of five members of Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
