AGREEMENT 
PART TIME SCHOOL RESOURCE OFFICERS 
 
This agreement is entered into the day       of _________2023 between the 
CITY OF NORTH OLMSTED, OHIO ("City"), 5200 Dover Center Road, North 
Olmsted, Ohio 44070, and the NORTH OLMSTED CITY SCHOOL DISTRICT 
BOARD OF EDUCATION, ("School District"), 27425 Butternut Ridge Road, 
North Olmsted, Ohio 44070. 
WHEREAS, the School District wishes to contract with the City to provide up to 
two (2) part-time North Olmsted Police Officers to serve as part-time School 
Resource Officers ("SRO") to work under the direction of the City and the School 
District's School Resource Officer program. 
NOW, THEREFORE, the City and School District do hereby agree as follows: 
The term of this agreement shall be defined as the 2022/2023 school year. The 
hours worked are to be determined by the school's academic calendar but 
shall not exceed the 1560 hours in a school year. The School District shall be 
responsible for maintaining a list of hours worked by the SROs and shall submit 
the list to the City such that the submittal dates correspond with the pay period 
for other School District employees. 
The Board of Education of the North Olmsted City School District agrees to pay 
the City of North Olmsted an amount not to exceed $40.00 per hour for hours 
worked by the part time SROs in the 2022/2023 school year. The City will invoice 
the School District for fifty percent (50%) of the total sum of the part time SRO’s 
hours worked multiplied by rate per hour. This shall be invoiced by the City bi-
annually at the completion of the fiscal year (August through December) and at 
the completion of the academic school year (January through June) and due 
upon receipt. The Officers assigned as the Part Time SROs shall remain 
employees of the City at all times for all employment-related purposes. 
The City reserves the right to pull the Middle School Resource Officer at any time 
due to any city emergency. The Parties agree that the position of the Middle 
School Resource Officer will be reviewed annually as part of a budgetary review 
process. This agreement may be terminated by either party for any reason. 
IN WITNESS WHEREOF, the undersigned have caused the Agreement to be

A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A 
REVISED COOPERATIVE AGREEMENT IN PARTNERSHIP WITH THE 
NORTH OLMSTED CITY SCHOOL DISTRICT TO DEPLOY AN 
ADDITIONAL SCHOOL RESOURCE OFFICER (S.R.O.) (UP TO TWO (2)) 
TO INCREASE PUBLIC SAFETY SERVICES, AND DECLARING AN 
EMERGENCY. 
 
WHEREAS, the North Olmsted Division of Police has, for many years, provided a full 
time police officer to be assigned to the North Olmsted City School District during the school 
year to perform duties as a School Resource Officer (S.R.O.); and 
 
WHEREAS, the City of North Olmsted (“City”) and the North Olmsted City School 
District (“School District”) have historically worked cooperatively to expand the S.R.O. program 
to include two (2) police officers as S.R.O.s, with one (1) continuing to serve at the High School 
and the other, part-time S.R.O., to serve at the Middle School; and  
 
WHEREAS, the City and the School District have partnered to develop and expand the 
S.R.O. Program and have, among other things, entered into a formal Memorandum of 
Understanding (M.O.U.) to enable law enforcement and govern various aspects of the S.R.O. 
program; and  
 
WHEREAS, it is the desire of this Council to authorize the Mayor to enter into a revised 
Agreement with the School District in order to provide for an additional part-time SRO to 
compliment and increase the current coverage of one (1) full-time S.R.O. at the High School and 
two (2) part-time S.R.O.s at the Middle School or as needed, in order to enhance this successful 
program by increased coverage and public safety. 
 
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF 
NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: 
 
SECTION 1:  Pursuant to R.C. §3313.951, the Mayor be and she is hereby authorized to 
enter into an Agreement with the North Olmsted City School District, by and through its Board 
of Education, to hire up to two (2) part-time School Resource Officers (S.R.O.s), pursuant to the 
policies and procedures for the operation of the School Resource Officer program, to work with 
the one (1) full time officer.  Said Agreement shall be substantially in the form marked as Exhibit 
“A” and attached hereto, with only such changes therein as are not substantially adverse to the 
City and which are approved by the Director of Law.  The Mayor is further authorized to enter 
into future Agreements or M.O.U.s with the North Olmsted City School District for the S.R.O. 
program, provided that said future contracts are substantially similar to the contract attached 
hereto.

SECTION 2:  That this Resolution is hereby declared to be an emergency measure 
immediately necessary for the preservation of the public health, safety and welfare and for the 
further reason that it is necessary that this legislation go into effect immediately to deploy an 
additional S.R.O. in the program; and further provided that it receives the affirmative vote of 
two-thirds of all members of Council, it shall take effect and be in force immediately upon its 
passage and approval by the Mayor.
